Mrs. Aratchaporn Tepwan, Minister Counsellor (labour) of Royal Thai Embassy in Tel Aviv, informed the news published in Jerusalem Post on 26 August 2010 that on 25 August 2010, Population , Immigration and Border Authority (PIBA ) has revoked employment license of Inter Man Management Initiatives and Consulting Ltd. since it had charged excessive commission fees from foreign workers who came to Israel to work in the agriculture sector.
According to the survey conducted by Kav La Oved , which canvassed 500 foreign workers, it was found that Inter Man Management Initiatives and Consulting Ltd is the company charging the highest commission fee of all employment agencies. It charged $9,000, despite of the fact that the law allows them to charge a maximum of $1,000. PIBA director-general Amnon Ben Ami said that enforcement would be carried out against anyone who broke the law, including Israeli employers who exploit foreign workers. Inter Man Management Initiatives and Consulting Ltd. owner and director, Igor Knopov, said he had appealed PIBA’s decision and that it would be heard in court in early September. Knopov denied the accusations that he had charged excessive fees, claiming that any commission fees that were charged over the permitted amount were charged by the company that recruited the workers in Thailand. According to the implementation on sending Thai workers to work overseas especially in Israel, Department of Employment announced on 28 October 2009 about the registration of a business partner between Thai employment agency and Israel employment agency. Since the committee on employment development and job-seeker protection has policy to reduce expense for job-seekers who are going to work in Israel in order to protect them from being taken advantages or charged excessive commission fee, they therefore impose temporary measure to register a business partner for authorized Thai-Israel employment agency. In this regard, the authorized employment agency shall be an authorized employment agency as prescribed in business partner’s laws and shall have responsibility in forcing the job-seekers to abide by the laws and solving the problems of job-seekers.
