Labour Minister H.E. Police General Adul Sangsingkeo and Japanese Minister of Justice Mr. Takashi Yamashita prepared Thai workers traveling to Japan following the new visa system. Meanwhile, Japan prepares to start assessments for 6 skills in Thailand, including elderly care, machinery and tools, aviation, hospitality, agriculture and shipbuilding, planned to launch this October.
On March 28, 2019, Labour Minister, H.E. Police General Adul Sangsingkeo; Deputy Permanent Secretary of Labour, Mr. Suradej Waleeittikul; Director of the Department of Employment, Mrs. Petcharat Sinauy, and committee, met with Japanese Minister of Justice Mr. Takashi Yamashita at the Ministry of Justice, Japan. The meeting discussed government matters regarding the progress of accepting foreign workers following the new visa system, which the Ministry of Justice is the leading agency in operating, looking at the acceptance of workers in professions that Japan lacks. It aims to recruit 345,000 foreign workers within 5 years.
Labour Minister, H.E. Police General Adul Sangsingkeo thanked the Ministry of Justice for receiving Thai workers to work. There are currently Thai workers working and training in Japan, both in the agricultural and industrial sectors. Upon completing work/internship and returning to the country, some have returned to work in Japanese companies in Thailand and are a significant force of the company. He also thanked Japan for providing excellent protection to Thai workers, ensuring they work happily and have a better quality of life. The Labour Minister informed the Minister that the Ministry of Labor has a labour office in Japan to help coordinate the protection of workers if issues arise, and encouraged everyone to request for coordination through the labour office at any time. He said the Ministry of Labour was prepared to cooperate with the Japanese government in developing the workforce, both for those who have passed internships in Japan and those who have never traveled to work, whereby providing training in Japanese language skills and corporate culture so that the workers are prepared to work in Japan following the new working visa system of Japan. Minister of Justice Mr. Takashi Yamashita said that the Ministry of Justice is willing to cooperate in caring for Thai people to work in Japan and will support the creation of a manual for Thai workers.
In the system of employing foreign workers with particular skills, the Japanese government will certify the status of residence of foreign workers as “workers with specific skills” where there are 2 types: 1. Have a certain level of skill, can speak Japanese and has experience as a practicing technician for 3 years. They are able to stay up to 5 years but are unable to bring their family to stay with them. 2. Have advanced skills with the chance to stay longer and bring their family with them. If the worker has management skills, they can reside for an unlimited period. Fourteen branches will be open for foreign workers in October 2019. Japan is preparing to host assessments in 6 branches in Thailand, namely elderly care, machinery and tools, aviation, hospitality, agriculture and shipbuilding.
Pol.Gen. Adul said that the Ministry of Labour has policies to send skilled Thai workers abroad legally, whereby the selection process must be transparent. The ministry will prosecute those who deceive job seekers and therefore spreads awareness to ensure accurate information to prevent deception of job seekers.
