Labour Minister Joins Forces with Public and Private Sectors: Signs MOU to Support Employment for the Disabled to Increase Opportunities and Create Stable Careers

On March 6, 2025, Mr. Phiphat Ratchakitprakarn, Minister of Labour, chaired the signing ceremony of the Memorandum of Understanding (MOU) on cooperation in promoting employment for the disabled, together with 21 leading establishments to provide opportunities for the disabled to have jobs, income, and live their lives with pride. The signing was attended by executives from the Thailand Association of the Blind and executives from 21 establishments. Mr. Aree Krainara, the Secretariat to the Labour Minister, Mr. Phuchong Worasri, assigned to the Office of the Prime Minister and currently serving at the Ministry of Labour, Mr. Phumipat Mueanchan, the Ministry of Labour’s Spokesperson, Mr. Santi Nantasuwan, the Ministry of Labour’s Inspector-General and Acting Deputy Permanent Secretary of Labour, Mr. Somchai Maruksriwan, Director-General of the Department of Employment, and the Ministry of Labour’s senior executives attended the event at the meeting room on the 5th floor of the Ministry of Labour.

Mr. Phiphat said that the Ministry of Labour is moving forward to support the employment of people with disabilities, expanding employment opportunities. In 2023-2024, 39,910 people with disabilities were employed through Section 33. It also supports employment measures in the public sector, where 19,954 people registered employment rights under Section 35 in 2024 and 19,545 people in 2025. Government agencies have increased the number of people with disabilities from 58 (2024) to 88 (2025) and increased the number of positions for people with disabilities in the Ministry of Labour, which currently employs 194 people working in various departments, such as the Department of Employment (31 people), and the Social Security Office (32 people).

Mr. Phiphat continued that public-private partnerships have moved forward to create jobs in participating establishments. Today’s MOU signing has employed over 2,700 disabled people, generating over 2.3 Baht baht in revenue in the 2025  fiscal year. The 21 leading companies that have signed with the Department of Employment include Central Restaurants Group, Major Cineplex Group, Cal-Comp Electronics (Thailand), Osotspa, Index Living Mall, Flash Express, Fabricate, Big C Supercenter, PTG Energy, Adecco Consulting, CPRAM, Rome Integrated Systems, Guardforce Security (Thailand), Chairachakarn (Bangkok), Business Services Alliance, C.J. Express Group, Home Product Center, Italian-Thai Development, Happy Nest Space, Unicorn, and Huawei Technologies (Thailand).

Mr. Somchai Maruksriwan, Director-General of the Department of Employment, said that the following approach of the Ministry of Labour through the Department of Employment would be to encourage businesses to hire more disabled people instead of sending money to the fund and to enable government agencies to hire more disabled people, create suitable job positions, and develop the skills of disabled people to meet the needs of the labour market, as well as create stable employment and have appropriate welfare.
