Deputy Prime Minister General Prawit Wongsuwan chaired the committee meeting on national labour development and training coordination for the first time this year, which took place at the Nikom Chandravithun conference room on the ministry’s fifth floor. The meeting gave consensus to workforce development strategies in two industries, the first of which is the health management industry (2018-2022) which is in demand of 56,600 workers in the next 5 years. The demand is separated into 28,500 workers which will be generated by the Ministry of Labour and another 28,000 which will be from development curriculums by the Ministry of Labour. In addition to this the Ministry of Labour has improved human resource development institutes for the health management industry, established in San Kamphaeng district in Chiang Mai, which will be able to produce 3,000 workers annually; another 18 institutes are planned in the future. The second is the food industry (2018-2022) which will see a demand of 130,000 workers; 9,600 in the next 5 years, 45,000 from SME worker development and another 72,000 from the Skills Development Promotion Act.
After the meeting, Labour Minister General Sirichai Distakul spoke about the progress of the Foreign Worker Management Act B.E. 2560 and NCPO command 33/2560. He said that the Ministry of Labour has carried out necessary actions, announcing relevant criteria to all stakeholders, whereby migrant workers with different employers than those stated will be able to apply for changes from all provincial Employment Offices and the Bangkok Employment Office Area 1-10. As for migrant workers without the necessary permit or documents, the minister advised that employers or representatives can apply for employment at the migrant worker employment center from 24 July to 7 August 2017. The application forms can be downloading from the www.doe.go.th website, then within 30 days from 8 August – 6 September 2017, employers must conduct the citizenship verification process for their employees. From there, the Ministry of Labour will coordinate for the issuance of certificates of identification (CI) from origin countries. The Labour Minister explained that Burmese and Cambodian workers can contact the One Stop Service centers for the citizenship verification process, visa and medical examination, whereas Laotian workers will have to return to Laos to obtain their travel document then return to proceed the next steps at the OSS center, which will take 1 day to process.
The Labour Minister reiterated to affiliated officers to facilitate service users, clearly emphasizing zero corruption. He said that any leads could be reported to the NCPO’s Anti-Corruption Center or the Ministry of Labour’s appeals center.
