Labour Minister Responds to Deputy PM Policy and Assigns Advisor to Commence Forum to Formulate a Foreign Worker Management Fund Plan With Focus on Preventing Human Trafficking to Upgrade Thailand to Tier 2

          On March 21, 2022, Labour Minister Mr. Suchart Chomklin assigned the Labour Minister’s Advisor, Mrs. Thiwalrat Angkinan, to preside over the opening remarks on the Long-Term Action Plan Project (B.E. 2023 – 2027) and the Accounting Year 2023 Action Plan of Foreign Worker Management Fund. The occasion occurred at The Regent Cha-am Beach Resort Hotel, Cha-am District, Phetchaburi Province. The Ministry of Labour’s Spokesperson (on politics), Mrs. Theanrat Nawamawat, the Department of Employment’s Deputy Director-General Mr. Santi Nantasuwan, and representatives from many agencies, including the Department of Employment, the Internal Security Operations Division, the Royal Thai Navy, the Royal Thai Army, the Royal Thai Police, the Immigration Bureau, the Bangkok Metropolitan Administration, the Department of Labour Protection and Welfare and heads of government agencies under the Ministry of Labour in Phetchaburi Province also participated.
          Mrs. Thiwalrat said that the government under the leadership of Prime Minister and Minister of Defense General Prayuth Chan-ocha, and the Ministry of Labour under the supervision of Deputy Prime Minister General Prawit Wongsuwan gives importance to enhancing the prevention and resolution of human trafficking, upgrading Thailand to Tier 2, providing workers with protection according to the International Labour Organization and international standards. Today, she was assigned by Labour Minister Mr. Suchart Chomklin to commence the project, as the operation and management of the fund operate under the Working Capital Management Act B.E. 2558 (2015) and the Notification of the Working Capital Management Policy Committee regarding the criteria, methods, conditions, and reporting of the results of the assessment of working capital, B.E. 2559. It requires the Comptroller General’s Department to require government agencies to prepare a memorandum of understanding on evaluating working capital operations and define indicators and performance appraisals for each accounting year. The sub-issues used for consideration require that the Strategic Plan be reviewed, including the Digital Action Plan, the Human Resources Management Plan, and the Annual Action Plan. Therefore, the fund’s management, Strategic Plans, and Action Plans are important tools for executives, personnel, and agencies that request support from the fund. The goal is to operate in the same direction for the fund’s success according to the established indicators of efficiency and effectiveness. Additionally, the government, the private sector, and the public sectors will benefit from managing the fund, leading to stability, prosperity, and sustainability.
          “The meeting was organized to allow all relevant sectors to jointly review and formulate the Foreign Worker Fund Management Plan, following the objectives, roles, and missions. It is a tool and mechanism to drive agencies’ projects that receive money from the fund to operate effectively and achieve objectives. More importantly, it is in line with the government’s policy to prevent and solve human trafficking to elevate Thailand to Tier 2 in the future,” said Mrs. Thiwalrat.
