The Ministry of Labour spoke about 3 dimensions including economics (profession/income), social (education/public health) and stability (accommodation/suppression/urban access) to effectively manage foreign workers, education and public health, in addition to zoning for foreign workers.
Today (20 January 2017) at 13.30, Deputy Permanent Secretary Mr. Waranon Pitiwan presided over the meeting on foreign worker management in 11 provinces, consulting with the 11 respective provincial governors and relevant units at the Prasong Rananant Conference Room. Mr. Waranon said that the fourth foreign worker management policy committee meeting for 2016 on 12 October 2016 saw Deputy Prime Minister General Prawit Wongsuwan urged the Ministry of Labour to manage foreign workers systematically. In the first phase, he advised operations in Samut Sakhon and Ranong provinces, assigning the Ministry of Interior, the Ministry of Labour, relevant units and the Royal Thai Police inspect labour management, education, public health and zoning/
He emphasized that the zoning would need to follow function areas as each province differs in geography, demand and labour utilization. As for accommodation, he said would be the first agenda, where names and addresses would be registered in order to ensure government monitoring. Agendas would then be extended to cover education, public health, employment, benefits and migration. The central units would set policy directions and cascade these to the provincial level such as registration systems, tax collection of foreign workers and directions on skills development. The 11 provinces will be then take responsibility for devising a plan on foreign worker management in alignment with the 3 dimensional framework, reporting progress back within April 2017. The reports will then be proposed to the meeting of the fifth commission on national administration and reformation, chaired by Deputy Prime Minister General Prawit Wongsuwan.

The Deputy Prime Minister emphasized the Ministry of Labour and relevant units to extend foreign worker management efforts to provinces with over 50,000 migrant workers in 11 provinces comprising Pathum Thani, Chon Buri, Samut Prakarn, Surat Thani, Chiang Mai, Nonthaburi, Nakhon Pathom, Ranong, Phuket, Songkhla and Tak, and that he hoped to see progress in the coming meeting.
