On December 1, 2021, at 09.00 hours, Assistant to the Labour Minister Mr. Surachai Chaitrakulthong presided over the commencement of the workshop on drafting the assessment method framework, considering improvement to the draft national skills standards assessment manual, which is scheduled between December 1 to 3, 2021. Deputy Provincial Governor of Chonburi Mr. Tawatchai Srithong joined in the honour of commencing the seminar at the Novotel Marina Sriracha Hotel and Koh Sichang, Chonburi Province. He said that the Department of Skill Development’s main mission is skill development. The National Skills Standards serves as an important tool in the implementation. It is linked to the country’s development, following the 20-year national strategy, the third strategy on human development and capacity building, the master plan under the national strategy on topic four on future industries and services. The labour skill standards have been modified to stay relevant, responding to the country’s economic and social changes. The obvious change is promoting the development of ten target industries under the government’s national strategy 20.
“The preparation of the national skill standards is an important mission of the Department of Skill Development. It aims to prepare skilled workers to be of quality in line with the country’s strategy. There is a procedure for preparing the national skills standards assessment manual to be used by skill standard assessors and to assess the skill standards for workers in the employment system and informal workers. The assessments must be consistent with technology, employment conditions, and other environmental factors changed including setting wage rates according to skill standards,” concluded Mr. Surachai.
In addition, Mr. Surachai visited the high-density polyethylene (HDPE) welder branch booth, which demonstrated welding work by VB Welding Technology Co., Ltd. They also visited an industrial measuring tool booth displaying the measurement system by computer processing by Mituyoyo (Thailand) Co., Ltd. and the international youth skill competition booth in CNC machine control technicians, showing workpieces that are the work of trained youths by DENSO (Thailand) Co., Ltd. There were booths related to high technology and an exhibition of industrial robots and PLC systems by the Manufacturing Automation and Robotics Academy (MARA).
The workshop on drafting the assessment method framework aims to expedite the preparation of the national skills standards assessment manual to be in line with changing technology and current employment conditions. It also aims to support the establishment of wage rates according to skill standards in the future by considering five fields, namely, projector profile measurement tool operators, the maintenance and management of computer network systems, high-density polyethylene pipe welders, CAD mechanical drawing technicians, and CNC milling machine operators.
