On August 19-21, 2018, Mr. Jarin Chakkaphark, Permanent Secretary of the Ministry of Labor, assigned Mr. Viwat Tanghong, Deputy Permanent Secretary of the Ministry of Labor to lead the meeting of the 4th CLMTV Senior Labor Officials Meeting in Hanoi, Socialist Republic of Vietnam under the main heading “Social Protection: Moving and Securing Social Security for Foreign Workers in CLMTV” organized by the Ministry of Labor, invalids and Social Affairs. The Socialist Republic of Vietnam is represented by the Social Security Office and the Office of the Permanent Secretary of the Ministry of Labor. For the CLMTV Collaboration, the initiative was initiated by the Ministry of Labor to promote sub-regional mobility in 2015. The conference is intended to discuss issues that the CLMTV is interested in joining the CLMTV joint Declaration on Safe Workers Movement and seek ways to develop cooperation between the two especially in the bilateral and multilateral arrangements for moving and maintaining social security, to ensure equal access to migrant workers. The meeting was attended by representatives from the sector. The Secretariat of the ASEAN Secretariat and 20 representatives of ILO.
Mr. Vivat said the essence of the meeting includes a briefing on the situation of migrant workers and access to CLMTV’s social security and research on social protection for migrant workers, a discussion on CLMTV’s social security situation, moving and maintaining social security rights and reviewing the implementation of the framework in the previous meeting to determine the topic of the next meeting.
The meeting focused on the exchange of information on migrant workers in the sub-region, the promotion of bilateral and multilateral cooperation, the revision of national laws and policies in line with international standards, and the promotion of multilateral cooperation. Tripartite co-operation at the national level and the promotion of coherent social security policies at regional level.
“At the end, the meeting acknowledged the hosting of the 5th and 6th CLMTV Senior Officials Meeting and the 3rd CLMTV Ministerial Meeting during 2019-2020 in Cambodia, focusing on the topic of mobility. Move and maintain social security It will inform the member countries of the topic of the meeting and the exact timetable, ” said Mr. Vivat.
