MOL Drives National Vocational Training Coordination Subcommittee’s Mechanisms to Plan Provincial Workforce Development

          On March 16, 2022, Labour Minister Mr. Suchart Chomklin assigned Secretariat to the Labour Minister Mr. Suthep Chitvong, chaired the commencement of the workshop on the preparation of manpower development plans at the provincial level in the central provinces (including the eastern and western regions) and the southern provinces. The workshop took place from March 16 – 17, 2022, at The Emerald Hotel, Bangkok. He said that the government under the leadership of Prime Minister and Minister of Defense General Prayuth Chan-ocha, and the Ministry of Labour under the supervision of Deputy Prime Minister General Prawit Wongsuwan, have the policy to drive the country’s development with wisdom and innovation. Human resource is an important factor in raising the country’s development towards the goals above. The Ministry of Labour, therefore, is assigned to the Department of Skill Development as a Secretary of the National Vocational Training Coordination Subcommittee, chaired by the Deputy Prime Minister, in charge of the Ministry of Labour. There is also a subcommittee consisting of representatives of the Employers’ Confederation, the Employees’ Confederation, qualified persons, and committees from all sectors to implement policies, strategies, work plans, and guidelines for developing the country’s workforce. It also aims to coordinate vocational training programs of all agencies, from both government and private sectors, through the mechanism at the area level. The National Vocational Training Coordination Subcommittee is responsible for studying and collecting workforce data to analyze labour demand and skills development for the overall province. IT also coordinates skill development plans and vocational training with provincial development plans through integration, monitoring, and evaluating labour development in the provinces, both quality and quantity. It also promotes business establishments and various organizations or associations to develop the provincial workforce to provide workers with knowledge and skills to keep up with the changes in today’s world.
          The Department of Skills Development’s Director-General, Mr. Prateep Songlamyong, added that today, the Ministry of Labour’s Department of Skill Development sees the importance of integrating cooperation in terms of demand and supply of the labour market, especially the information in the area at the provincial level which can be linked to national data. The development of manpower in the industrial sector must be driven in all dimensions, especially at the local level, to obtain up-to-date information, to keep up with the situation and real needs. It also needs to set guidelines and effective operational plans, integrating labour development with relevant agencies. Therefore, executives and officials from all sectors must carry out work on the development of the country’s manpower thoroughly, covering all dimensions. Therefore, a workshop was hosted to determine the direction of collecting information and opinions and preparing the provincial manpower development plan for 2022. It aims to upgrade workers’ capabilities to have a better quality of life and sustainably achieve their goals following the national strategy.
          “The National Vocational Training Coordination Subcommittee is composed of the relevant departments within the province. It integrates the analysis of labour demand for skill development in the province, collecting data and making recommendations on the development of manpower in the area to inform relevant agencies in the provincial area and the National Vocational Training Coordination Committee. This will be used to plan the development of the country’s workforce following the government’s policies, national strategy, and the National Economic and Social Development Plan for unity in labour development. It will provide workers with knowledge and skills that meet the needs of the labour market, allowing Thai workers to create jobs and drive the Thai economy and society further under the new way of life and changing technology,” concluded the DSD’s Director-General.
