On March 28, 2022, at 08.30 hours, Deputy Permanent Secretary of Labour Mrs. Bubpha Phanpen presided over a workshop to formulate the 5-year Government Action Plan for Human Resource Development (2023 – 2027) by the Ministry of Labour. The workshop took place at the Jompol P. Phibunsongkhram meeting room, 5th floor, Ministry of Labour. She said that as the Deputy Permanent Secretary of Labour, responsible for the duties of the Human Resources Management Division, she would like to see the Ministry of Labour’s 5-year Government Action Plan for Human Resource Development (2023 – 2027), focused on the development and improvement of management systems and human resource development in line with the ministry’s missions. It is in the era of going beyond being a social ministry. It aims to strengthen and develop the people to be both good and smart, participating in the nation’s development. The people are a key mechanism in developing the Ministry of Labour to become a Ministry of Economy.
Today’s society is changing rapidly. Additionally, the COVID-19 pandemic has caused changes in the working style and daily life. It has created a new normal, social distancing, increased online purchases and services, becoming a digital society without borders. Therefore, the Ministry of Labour’s human resource development initiatives must be aligned to keep up with the changing trends, consistent with different levels of strategy by taking the people as the center. It must instill confidence within the people that the Ministry of Labour is a reliable agency. The work requires integration, networking, adhering to the principles of good governance, and working professionally with a focus on results.
The Deputy Permanent Secretary of Labour added that the Ministry of Labour’s executives attaches great importance to personnel development, including civil servants and officials. This is considered a human resource in the operation of the government sector to be strong and efficient, with the belief that organizational growth depends on quality human resources. She also assured us that human development is the most worthwhile and sustainable investment. Therefore, all attendees were requested to be open to receiving knowledge from the speakers, including brainstorming and constructively suggesting opinions to formulate the 5-year Government Action Plan for Human Resource Development to achieve quality results and put into practice, with real benefits that are flexible and adjustable following the surrounding situation.
