Deputy Labour Minister Assigns DSD as Partner to Huawei to Promote a Digital Workforce to Drive the 4.0 Era to Create Employment and Standard Skills to Drive Nation to Stability, Prosperity, and Sustainability
On October 22, 2020, Deputy Labour Minister Prof. Narumon Pinyosinwat presided over the signing of the Memorandum of Understanding on Digital Skills Development between the Department of Skill Development and Huawei Technology (Thailand) Co., Ltd. to develop personnel to have enhanced knowledge, abilities, and skills, keeping up with technology changes in line labour markets’ needs. The initiative also helps resolve the shortage of workers with digital operational competencies and skills, to support the expansion of the future and Thailand 4.0. Department of Skill Development’s Director-General Mr. Tawat Benchatikul and Deputy Managing Director of Huawei Technologies (Thailand) Co., Ltd. Mr. Tao Li signed the MOU. President of Huawei Thailand Mr. Abel Tan and the Ministry of Labour’s executives attended the ceremony at the G Tower Building, 39th Floor, Bangkok.
Prof. Narumon said that the government, led by Prime Minister General Prayut Chan-ocha, has established a Thailand 4.0 policy that will drive Thailand’s economy in all dimensions, whereby technology and innovation are reformed at the same time. Therefore, creating a technology-literate workforce, especially in the digital field, is core to achieving Thailand 4.0. The government attaches great importance to skills development in the creation of the Thai workforce. It has therefore assigned the Ministry of Labour to adapt from the Ministry of Social Affairs to the Ministry of Economy, consistent with the main mission of the Ministry of Labour’s Department of Skill Development (DSD) in developing and upgrading the workforce to have enhanced knowledge and skills in line with modern technology. The two parties signed the MOU to integrate missions to develop the DSD training personnel to expand the results to educate workers in each area in the future.
President of Huawei Thailand Mr. Abel Tan said that the two parties would jointly create learning opportunities and provide training that focuses on the development of labour skills for the next three years. This includes creating new skills necessary for work (ReSkill) and upgrading existing skills even further (UpSkill) to ensure that Thailand is ready to meet the labor market’s needs. The efforts will further reduce unemployment rates, increase the Thai workforces’ income, and improve the quality of life of the population for the better. It will develop digital strength and increase the number of highly skilled workers, especially in the future (new s-curve) industry that is supported under the Thailand 4.0 policy.
“We believe in a strong and highly skilled workforce, especially in the ICT industry. It will be the mainstay in successfully driving Thailand towards the digital age. Huawei is honored to be involved in Thailand’s economic and social development during this important transition, helping to develop Thailand’s potential to become a stronger digital hub in the Asia Pacific region,” said Mr. Tan.
Today also hosted an award ceremony for those who received additional vocational training to install the first 4G and 5G telecommunication transmission systems. Award recipients were trained for 18 hours between October 19-21; it is one of the pilot projects under this cooperation. The project aims to train 300 people in 3 years, covering major topics such as 4G and 5G networks and field trips at base stations.
It also aims to train 120 training personnel of the Department of Skills Development and online training courses for 3,000 people. After completing the training program, graduates of the course will receive a certificate of knowledge that can be used as evidence to apply for jobs and improve their career in the future.

We are determined to stimulate both the economy and society for stable, prosperous and sustainable growth while driving the country towards becoming a Thailand 4.0,” concluded the Deputy Labour Minister.
