On 5 April 2017 at 10.30 at the Century Park Hotel in Din Daeng, Bangkok, Deputy Permanent Secretary of Labour Mr. Anurak Tossarat chaired the signing ceremony for the agreement on developing pilot provinces for implementation of the Informal Worker Management Strategy 2017-2021. The agreement was signed between the Ministry of Labour and 11 other units including the Thai Health Promotion Foundation, the Nikom foundation, the Department of Disease Control, Faculty of Humanities from Chiang Mai University, the School of Political and Social Sciences from the University of Phayao, the Research for Social Development Institute from Khon Kaen Unviersity, the Faculty of Nursing from the Prince of Songkla University, the Maejo University Phrae Campus, the Boromrajonani College of Nursing Napparat Vajira, the Sustainable Alternative Development Association and the Informal Worker Coordination Center.
The agreement is a collaborative effort from several units to achieve a Thailand 4.0 and convert the informal worker population into the formal worker population for social protection, employment opportunities and other benefits. The Informal Worker Management Strategy (2nd version) 2017-2021 focuses on 3 main components including social security and protection, promoting knowledge to enhance employability and development of management capabilities to ensure access to government services, employment opportunities, social security, fund access, standard hygiene and other essentials. The strategy will begin with implementation in 15 pilot provinces including Samut Prakarn, Nakhon Pathom, Ratchaburi, Nan, Chiang Mai, Chiang Rai, Payao, Lamphun, Petchabun, Uttaradit, Udon Thani, Khon Kaen, Songkhla, Trang, Surat Thani and Bangkok.
