Minister Pan Shih-wei Labour Minister of Council of Labour Affairs (CLA) said Taiwan’s economic growth in the 4th quarter of last year exceeded 3%, if economic growth continues at 3% or above for the next two quarters. As the government said the minimum monthly wage can be adjusted higher if the gross domestic product (GDP) can maintain a growth rate exceeding 3 percent for two consecutive quarters, in conjunction with the unemployment rate staying below 4 percent for two consecutive months, the minimum wage may be raised. He further said that there were a sign of economic growth resulting in a chance of getting jobs and higher wage. The aim of CLA is to increase monthly minimum wage rate of Taiwan. They believe that most employers would support this policy since if the labours gain more income, they would have more purchase power consequently leading to growth of business sector.
The assessment of CLA shows that if monthly wages increase from NT$18,780 to NT$19,047, the employer, employee and government shall pay additional NT$ 550 million of labour insurance premium and health insurance a year.

จากการประเมินของ CLA คาดว่า หากค่าจ้างขั้นต่ำ 18,780 เหรียญไต้หวันในปัจจุบัน ได้รับการปรับให้สูงขึ้นเป็น 19,047 เหรียญไต้หวัน ค่าจ้างในส่วนที่เพิ่มขึ้นนี้จะทำให้เบี้ยประกันภัยแรงงาน และเบี้ยประกันสุขภาพที่นายจ้าง ลูกจ้าง และรัฐบาลร่วมรับผิดชอบจะต้องจ่ายเพิ่มขึ้นปีละ 550 ล้านเหรียญไต้หวัน
