The Ministry of Labour of Taiwan reported there were 489,134 migrant workers in Taiwan in December 2013. Of them, 41,650 stayed on the island illegally. To solve the problem, the ministry will amend the Employment Service Act to increase fine against employers and firms that breach the law. The amendment is being considered by the Executive Yuan.

The ministry said over the past five year, the number of migrant workers on the island had hugely increased but the number of inspectors remained limited. The problem of illegal stay of migrant workers was caused by the fact that migrant workers could not adjust to work condition and their employer while their wage and benefits were low. They were also charged high fee by their job-placement firm. To solve the problem, the ministry will inform employers about employment laws and regulations while local labour units will be dispatched to assist and inspect work conditions of migrant workers. According to the latest statistics as of February 2014, there were a total of 42,572 illegal migrant workers. Of them, those from Indonesia topped the list at 19, 674, followed by Vietnamese at 19,578, Pilipino at 2,369 and Thai at 951. Office of Labour Affairs in Taipei
