In the past, Labour Movement Union and Taiwanese workers criticized that there are increasing number of foreign workers resulting in low-rate wage in Taiwan. According to statistic at the end of April 2014, it appears that there are over 500,000 foreign workers in Taiwan. In this regard, on 19 May 2014, Labor Minister Pan Shih-wei (潘世偉) revealed in the meeting of committee on social welfare, public health, and environment in Taiwan legislative assembly that according to the law, under the condition for employing foreign workers, employers are required to hire local workers based on proportion required and shall abide by the conditions that prohibit hiring foreign workers for some works. In addition, it needs to be further considered on whether employing foreign workers had adverse effect on lower national wage rate or not.
Director–General of Department of Labour Development, Liao Wei-jen (廖為仁) indicated that Taiwan revise the policy on foreign workers since 2008 by allowing import of foreign workers based on proportion of local Taiwanese workers. That means the employers must hire more local workers for getting more quota of employing foreign workers. In addition, since the end of last year, industrial sector in Taiwan growth leads to increase of foreign worker employment so that the local workers were also increasingly employed.

นายเลี่ยว เหวยเหริน (廖為仁) อธิบดีกรมพัฒนากำลังแรงงาน ระบุว่า ไต้หวันได้ปรับนโยบายด้านแรงงานต่างชาติมาตั้งแต่ปี พ.ศ. 2548 จากเดิมที่จำกัดจำนวนการนำเข้า มาเป็นเปิดให้นำเข้าได้ตามสัดส่วนแรงงานท้องถิ่น ซึ่งหมายถึงนายจ้างจะต้องว่าจ้างแรงงานท้องถิ่นเพิ่มมากขึ้น จึงจะได้รับอนุญาตนำเข้าแรงงานต่างชาติตามอัตราส่วนที่กำหนด ประกอบกับกับช่วงหลายปีที่ผ่านมานี้ ภาคอุตสาหกรรมการผลิตในไต้หวันเติบโตขึ้น ทำให้มีการจ้างแรงงานต่างชาติเพิ่มขึ้น นั่นคือ มีการจ้างแรงงานในประเทศเพิ่มขึ้นด้วย
