The Permanent Secretary of Labor joined the celebrations for the 10th anniversary of labour cooperation between Thailand and Israel. He confirmed that sending Thai workers to work in Israel through the TIC Project will continue to operate efficiently, transparently, and fairly.

Mr. Suthi said, “Under the new Memorandum of Cooperation with the Department of Employment to dispatch workers instead of the IOM, I am confident that sending Thai workers to work in Israel through the TIC Project will continue with efficiency and transparency. It is fair like the IOM’s operations and hopes to continue to receive support from all relevant departments.”

In 2010, an agreement was signed between the Government of the Kingdom of Thailand and the Government of the State of Israel on the employment of Thai workers to work temporarily in the agricultural sector in Israel. The main responsible bodies were the Thai Department of Employment, the Israeli Population, Immigration Authority (PIBA), and the International Organization for Migration (IOM), participating in the TIC Project under the agreement’s framework. The program is a state-to-state delivery of Thai workers to work in Israel, making the process of deploying Thai workers efficiently, reducing the cost of traveling to work for Thai workers, and protecting Thai workers by Israeli law. The program has operated smoothly over the past ten years.

In 2020, the IOM terminated its role in sending Thai workers to work in Israel due to the Covid-19 pandemic. Both Thailand and Israel remain committed to the TIC Project, with the Department of Employment and PIBA discussing improvements to the Agreement to comply with the worker dispatch operation wherein the Department of Employment will replace the IOM. With the efforts of the Thai and Israeli governments, the new Memorandum of Understanding was signed on July 13, 2020, in Israel, and the Implementation Arrangement to the Agreement was signed on July 20, 2020, in Thailand.
