“Pol.Gen. Adul” Visits Insured Patient and Emphasizes Rights Everywhere for Emergencies

          The Labour Minister visited an injured insurer and emphasized the rights to access treatment everywhere without cost within the first 72 hours, on the event of illness or emergency; this will reduce the disparity in medical treatment and allow patients to access services safely. 

   On December 28, 2018, at 10.00 hours, Labour Minister H.E. Police General Adul Sangsingkeo, Permanent Secretary of Labour Mr. Jarin Chakkaphark and the ministry’s executives met with an emergency insured patient, Mr. Amorn Thachai, 27 years old, a Social Security staff at the Bangkok Social Security Office Area 8, who suffered a car crash while working at the MOL Counter Service in Thanya Park Srinakarin. Mr. Amorn is currently undergoing treatment at Vibharam Pattanakarn Hospital, Suan Luang, Bangkok. The insured patient will receive medical treatment benefits from 3 funds (the Universal Health Coverage Fund, Social Security Fund and the Government Welfare Fund). The benefits were divided into: 1. UCEP rights in case of emergency crisis; 2. Car insurance act from the contestant; 3. Right to the compensation fund for medical expenses not exceeding 2 million Baht and 70 percent of monthly salary (according to the medical certificate as stated to stop for treatment).

         
          The Labour Minister added that from the incident, the Ministry of Labour’s Social Security Office provides care for insured persons who are ill or have an accident in an emergency, ensuring rights everywhere to reduce disparity in medical treatment and allow patients to access services safely without any conditions. This is especially for medical expenses including treatment without cost within 72 hours or until patients are out of critical condition. However, the insurer must inform the hospital to use UCEP entitlements. Furthermore, it is recommended that insured persons who are sick or are in an accident, go to the nearest hospital first. The Social Security Office will consider paying medical expenses within the first 72 hours following the criteria and rate set out. Insurers or other relevant persons are advised to notify the hospital according to the rights chosen by the insurer, to maintain and be responsible for providing medical services to the insurer.
