Skills Development for Low-Income Workers for Better Income

         On 17 August 2017, the Ministry of Labour’s Inspector Mrs. Petcharat Sinouy as deputy spokesperson disclosed the Ministry of Labour’s project to improve potentials of registered low-income workers to promote employment, professions and income for living stability to the Cabinet and the Ministry of Finance. The low-income worker group are those with an annual income less than 30,000 Baht which the government intends to improve the quality of living through collaboration with various ministries and private institutions. The three measures to improve their quality of living is aimed at increasing income, reducing expenses and reducing debt.    

In this project, the Ministry of Labour’s role revolves around increasing income by enhancing skills for low-income workers. The skills development initiatives will allow the workers to add more value to their profession and will also promote employment among informal workers. The curriculum will span 18 hours and once complete, basic equipment will be provided to program successors. In addition to this, the Ministry of Labour will provide benefits under Section 40 insurers to low-income workers, providing guarantee funding for 6 months within a 2.1 billion Baht budget. Insurers will be entitled to benefits such as compensation for loss of income during illness and admission to hospital, compensation for loss of income upon disability, funeral expense assistance amounting to 20,000 Baht and many more. The project will be piloted with 1 million registered workers for benefits under the Ministry of Finance, and will be further presented to the Cabinet.
