On September 4, 2013, Mr. Apichart Apichartabutra, Director of Social Development and Human Security Standard Bureau, led a delegation from Ministry of Social Development and Human Security and volunteers from Wat Phutta Vihan Temple in Berlin and Wat Dharma Vihan in Hannover to meet with Mrs. Gunjanaporn Saigal, Labour Attaché at the Royal Thai Embassy in Berlin. During the meeting, the two sides discussed technical cooperation between the two organisations and ways to carry out development and welfare projects for Thai people in Germany. These projects include training for Thai volunteers, establishment of one stop crisis centre (OSCC), welfare arrangement for Thai people, and old-aged allowance payment for Thai people in Germany.

The Social Development and Human Security Standard Bureau and the Office of Labour Affairs in Berlin agreed to hold a joint seminar to boost knowledge and roles of volunteers of the two origanisations. The two sides aim to develop capable volunteers so they can use their knowledge to make sure that people, who have social problems, receive welfare they are entitled for from both countries. These welfares include parturition benefit covering childbirth, childcare leaves and childcare allowance, unemployment benefit and pension. They are hugely beneficial for Thai workers in Germany and help promote quality of lives and happiness of the workers. The move is in line with the policy of Office of Labour Affairs in Berlin on protection of Thai workers in Germany and promotion of their quality of lives and unity.
