Advisor to the Labour Minister Mrs. Thiwalrat Angkinan and Deputy Governor of Phetchaburi, Mrs. Wanpen Mangsri, gave a press release in Phetchaburi Province on organizing a workforce meeting in parallel with the Job Expo Thailand 2020, at Bitec, Bangkok. They spoke about the co-payment project (hiring new graduates) where the “government supports, and the private sector creates” employment for 260,000 new graduates. The government encourages graduates from 2019 to 2020, under 25 years of age, with an educational background with a bachelor’s degree, high vocational diploma, vocational certificate, or secondary school qualification, with one year of employment whereby the government support 50% of wages, on the condition of no more than 15% are laid off. The initiative is in line with the government’s policy to accelerate economic recovery after the Covid-19 situation eases, which aims to promote employment for all target groups. The focus is on making Thais have jobs in every area, to support steady and ongoing employment. The project emphasizes human resource capacity, workforce, and businesses’ potential in strengthening the economy and sustainable competition for the future of Thailand.
Phetchaburi has scheduled the Job Expo Thailand 2020 in parallel to meet the workforce on September 26-28, 2020, at the Phetchaburi Labour Office. The event has 381 positions and 5,038 vacancies, joining the co-payment project (hiring new graduates) where the “government supports, and the private sector creates.” The project will hire new graduates, with 19 participating companies, comprising 83 positions and 293 vacancies. The objective is to provide Thai people with jobs, alleviate the suffering of unemployment issues among graduates and the general public, to allow them to apply for jobs, and meet business organizations impacted by the Covid-19 pandemic and economic stagnation. Candidates who are interested in applying for jobs can register through the co-payment system. The project aims to hire 260,000 new graduates at government-assisted rates, supporting 50 percent of the original guidelines that help graduates with a bachelor’s degree, high vocational diploma, vocational certificate, or secondary school qualification wages not more than 8,690 Baht per month. The government will support half, which is 4,345 Baht, for the care of the unemployed. Employers and organizations wishing to participate in the project must be in the social security system and have no more than 15 percent of their workforce laid off within one year from the date of consideration to join the program. Or, if a new graduate leaves during the program, the organization can find a replacement graduate. New graduates must have Thai nationality and have never been in the social security system before. The graduates must not be over 25 years of age. If they are 25 years of age or above, they must be a graduate from the 2019 or 2020 academic year, as presented to the Department of Employment. The Phetchaburi Provincial Employment Office is the developer of the matching system between organizations and job seekers to be responsive and easy to use, for the people to get the most benefit. According to Prime Minister General Prayuth Chan-ocha, and Deputy Prime Minister General Prawit Wongsuwan, the policies emphasize accelerating economic recovery after the Covid-19 situation eases by supporting employment between the public and private sectors, especially new graduates. However, all target groups are a priority, focusing on Thai people to have jobs in every area through support of steady and ongoing employment. The Ministry of Labour is focusing on empowering human resources to increase workforce and business potential in building economic strength and sustainable competition for Thailand’s future,” said Mrs. Thiwalrat.
In this regard, Phetchaburi Provincial Employment Officer Ms. Udom Uamla-or explained the four steps to join the project as follows:
1. Registration of new graduates interested in participating in the project must enroll in the co-payment system, save their personal information, and attaching their transcript. Employers and organizations must enter to register in the co-payment system, notify their positions, and the number of vacancies.
2. Verification of information documents for project participation. The system will check the applicant’s transcript and the organization, whether it is in the social security system or not. If the conditions are met, the application will be approved to join the project.
3. Matching jobs for employers/organizations when registering in the system is complete. They will be able to search for job applicants in the desired position. When both parties agree to hire, they can download the employment contract to sign together and upload the employment contract into the system again.
4. Officials from the Department of Employment will examine the employment contract documents. If correct, the employment results are approved for one year starting from October 1, 2020, to September 30, 2021. Employers/organizations participating in the program must pay 50 percent of the wages according to the employees’ education level via Krungthai Bank PCL. They must then inform the employee about the payroll information and send evidence to the Department of Employment within the following month’s first day. The Department of Employment will transfer 50 percent of the wages through Krung Thai Bank PCL account directly to the employee’s account within five working days after receiving evidence from the employer/organization.
New graduates, job seekers, employers, and establishments looking for “jobs and people” can join Job Expo Thailand 2020. The event encourages employment among Thai people and is hosted by the Ministry of Labor on September 26-28 at BITEC Bangkok, Hall EH 98-99. The system will process matching jobs suitable for individual qualifications, cutting costs, and reducing the time to walk and find organizations to match work and people. People who join the event can apply, interview directly with employers, take on skills training, and participate in hand gel making activities, which everyone needs today. The activity is hosted by the Labour Protection Clinic.
