วันที่ 20 พฤษภาคม 2567 เวลา 09.00 น. นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน เป็นประธานในพิธีเปิดการฝึกอบรมครู ก (ครูต้นแบบระดับจังหวัด) ตามโครงการยกระดับคุณภาพชีวิตแรงงานนอกระบบโดยเครือข่ายชุมชนผ่านการขึ้นทะเบียนแรงงานนอกระบบ (แรงงานอิสระ) โดยมี เรือเอก สาโรจน์ คมคาย รองปลัดกระทรวงแรงงาน นางนภสร ทุ่งสุกใส ที่ปรึกษาวิชาการแรงงาน นายสมาสภ์ ปัทมะสุคนธ์ นายสมพจน์ กวางแก้ว นางสาวบุณยวีร์ ไขว้พันธุ์ นายสันติ นันตสุวรรณ ผู้ตรวจราชการกระทรวงแรงงาน นางสาวกรจิรัฏฐ์ พงจันทร์ศธร นายศักดินาถ สนธิศักดิ์โยธิน ผู้ช่วยปลัดกระทรวงแรงงาน ร่วมเป็นเกียรติในพิธีเปิด ณ ห้องวายุภักษ์ ชั้น 5 โรงแรมเซ็นทารา ไลฟ์ ศูนย์ราชการและคอนเวนชันเซ็นเตอร์ แจ้งวัฒนะ กรุงเทพมหานคร
นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน กล่าวว่า ผมมีความยินดีและเป็นเกียรติอย่างยิ่ง ที่ได้มาเป็นประธานในพิธีเปิดการจัดฝึกอบรม ครู ก ตามโครงการยกระดับคุณภาพชีวิตแรงงานนอกระบบโดยเครือข่ายชุมชนผ่านการขึ้นทะเบียนแรงงานนอกระบบ (แรงงานอิสระ) ในวันนี้กระทรวงแรงงานอยู่ระหว่างเสนอร่างพระราชบัญญัติส่งเสริมและคุ้มครองแรงงานอิสระ พ.ศ. …. ซึ่งถือเป็นนโยบายสำคัญของท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ที่ต้องการยกระดับคุณภาพชีวิตแรงงานอิสระที่มีจำนวนกว่า 20 ล้านคน ไม่ว่าจะเป็นเกษตรกร ผู้ประกอบอาชีพรับจ้างทั่วไป พ่อค้าแม่ค้าทั้งที่มีหน้าร้านและค้าขายออนไลน์ ศิลปิน นักร้อง นักแสดง ยูทูปเบอร์ อินฟลูเอ็นเซอร์ และแรงงานที่ทำงานโดยมีแพลตฟอร์มดิจิทัลเป็นสื่อกลาง หรือที่เรียกกันว่า “ไรเดอร์” ซึ่งเป็นแรงงานกลุ่มใหญ่ของประเทศและมีส่วนสำคัญในการสร้างความเจริญเติบโตทางเศรษฐกิจ แต่แรงงานเหล่านี้ไม่มีสถานะเป็นลูกจ้างตามกฎหมายแรงงาน ทำให้ไม่สามารถเข้าถึงสิทธิขั้นพื้นฐานในการทำงาน มีความปลอดภัยในการทำงาน มีหลักประกันทางสังคม มีการรวมกลุ่มจัดตั้งองค์กรเพื่อสร้างอำนาจต่อรองให้เกิดความเป็นธรรมในการทำงาน อีกทั้งเมื่อแรงงานกลุ่มนี้ประสบปัญหา กระทรวงแรงงานยังไม่มีเครื่องมือทางกฎหมายในการเข้าไปดูแลช่วยเหลือได้ กฎหมายฉบับนี้จึงผลักดันให้แรงงานอิสระทุกคนมีโอกาสได้ขึ้นทะเบียน เพื่อแสดงตนว่าประกอบอาชีพอิสระ เพื่อให้หน่วยงานภาครัฐมีฐานข้อมูลในการกำหนดนโยบาย แผนงาน และงบประมาณในการเข้าไปช่วยเหลือเยียวยาได้อย่างตรงเป้าหมายตลอดจนจัดสวัสดิการที่เหมาะสมให้กับแรงงานอิสระ
ปลัดกระทรวงแรงงาน กล่าวต่อว่า การจัดการฝึกอบรมครู ก ในครั้งนี้ จะเป็นการสร้างวิทยากรสำหรับถ่ายทอดองค์ความรู้ให้กับครู ข ในจังหวัด กว่า 75,249 คน เพื่อทำหน้าที่ในการประชาสัมพันธ์สร้างความรู้ความเข้าใจเกี่ยวกับสาระสำคัญร่างพระราชบัญญัติส่งเสริมและคุ้มครองแรงงานอิสระ พ.ศ. …. และส่งเสริมให้ประชาชนขึ้นทะเบียนแรงงานนอกระบบ (แรงงานอิสระ) ผ่านระบบ Application ไม่น้อยกว่า 9 ล้านคน
“ เป็นเรื่องสำคัญที่กระทรวงแรงงานจะต้องบูรณาการทำงานร่วมกับภาคีเครือข่ายในพื้นที่ เพื่อส่งเสริมการขึ้นทะเบียนแรงงานอิสระให้บรรลุผลเป้าหมายต่อไป และผู้เข้ารับการอบรมในวันนี้จะนำความรู้ที่ได้ไป จัดฝึกอบรม ครู ข ในจังหวัดได้ตามเป้าหมาย รวมทั้งสื่อสารประโยชน์ที่แรงงานอิสระจะได้รับจากร่างพระราชบัญญัติ ให้แรงงานอิสระในพื้นที่ของท่านได้รับทราบและมีส่วนร่วมกับกระทรวงแรงงานในการผลักดันให้ร่างพระราชบัญญัติฉบับนี้มีผลบังคับใช้โดยเร็วต่อไป ” นายไพโรจน์ กล่าว
On May 20, 2024, at 09.00 hours, the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, chaired the opening ceremony of the training for Teacher A (a provincial model teacher) following the project to improve the quality of life of informal sector workers by community networks through registration of informal sector workers. The Deputy Permanent Secretary of Labour, Lieutenant Saroj Komkhai, the Academic Labour Advisor, Mrs. Napasorn Toongsooksai, the Ministry of Labour’s Inspector-Generals, Mr. Samat Pattamasukon, Mr. Sompot Kwangkaew, Ms. Bunyawee Khaipan, Mr. Santi Nantasuwan, and Assistants to the Permanent Secretary of Labour, Ms. Kornjirat Phongchansathorn and Mr. Sakdinart Sonthisakyotin joined in the honour of the opening ceremony at the Vayupak Room, 5th floor, Centara Life Hotel, Government Complex and Convention Center, Chaengwattana, Bangkok.
The Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, said that he was delighted and honoured to preside over the opening ceremony of the training for Teacher A according to the project to improve the quality of life of informal workers by the community network through registration of informal workers. Today, the Ministry of Labour is in the process of proposing a draft of the Independent Labour Promotion and Protection Act B.E…., which is considered an important policy of the Labour Minister, Mr. Phiphat Ratchakitprakarn, who strives to improve the quality of life of over 20 million independent workers, whether they are farmers, general, contractors, merchants who have storefronts or online businesses, artists, singers, actors, YouTubers, influencers, and workers working with digital platforms as a medium also known as “Riders.” They are a large group of workers in the country and play an important role in creating economic growth. However, these workers do not have employee status according to labour law, causing them to be unable to access basic rights at work, workplace safety, or social security. They still lack the ability to form an organization to create bargaining power and create fairness in work. Moreover, when this group of workers encounters problems, the Ministry of Labour does not yet have legal tools to assist. This law, therefore, pushes all independent workers to have the opportunity to register, to show that they are self-employed, to provide government agencies with a database to set policies, plans, and budgets to provide targeted assistance and relief, as well as provide appropriate welfare for independent workers.
The Permanent Secretary of Labour further said that the training for Teacher A will create lecturers who will transfer knowledge to over 75,249 Teachers B in the province to perform public relations duties and create knowledge and understanding about the essence of the draft Independent Labour Promotion and Protection Act B.E……. It will further encourage over 9 million people to register as workers in the informal sector through the application.
“It is important for the Ministry of Labour to integrate and work with local network partners to promote the register of independent workers to achieve the next goal. Today’s trainees will use the knowledge they have gained to organize training for Teacher B in the province according to their goals, including communicating the benefits that independent workers will receive from the draft bill. It will inform independent workers in the area and encourage them to participate with the Ministry of Labour in pushing for this draft bill to come into effect as soon as possible,” said Mr. Pairoj.
