วันที่ 31 ตุลาคม 2566 นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน เปิดเผยว่า จากเหตุการณ์ความไม่สงบในอิสราเอลที่เกิดขึ้น ตั้งแต่วันที่ 7 ตุลาคม 2566 ที่ผ่านมา ซึ่งส่งผลกระทบต่อพี่น้องแรงงานไทยที่ทำงานอยู่ในอิสราเอล และมีแรงงานไทยบางส่วนได้ซื้อตั๋วโดยสารกลับประเทศไทยด้วยตนเอง นั้น
ขณะนี้ กระทรวงแรงงานได้เปิดให้แรงงานไทยที่เดินทางกลับจากอิสราเอล ตั้งแต่วันที่ 7 ตุลาคม 2566 สามารถยื่นคำร้องขอรับเงินค่าใช้จ่ายในการเดินทางกลับประเทศไทยจากเหตุการณ์ไม่สงบในประเทศอิสราเอลแล้ว ตั้งแต่บัดนี้ โดยส่วนกลางสามารถยื่นได้ที่ ศูนย์ช่วยเหลือแรงงานและติดตามสถานการณ์ความไม่สงบในประเทศอิสราเอล บริเวณชั้น1 อาคารกระทรวงแรงงาน ถนนมิตรไมตรี เขตดินแดง กรุงเทพ และส่วนภูมิภาค สามารถยื่นได้ที่ สำนักงานแรงงานจังหวัด ทุกจังหวัดทั่วประเทศ โดยเอกสารและหลักฐานการยื่นขอรับค่าใช้จ่าย ต้องเป็นเอกสารค่าใช้จ่ายที่เกิดขึ้นตั้งแต่วันที่ 7 ตุลาคม 2566 เป็นต้นไป ซึ่งประกอบด้วย 1. บอร์ดดิ้งพาส หรือ ตั๋วเครื่องบิน/ใบเสร็จรับเงิน หรือ เอกสารการจ่ายเงิน 2.สำเนาบัตรประชาชน 3. สำเนาหนังสือเดินทาง/เอกสารเดินทาง 4. สำเนาสมุดบัญชีธนาคารผู้รับบริการ
นายไพโรจน์ กล่าวเพิ่มเติมว่า กระทรวงแรงงาน จะทำหน้าที่รับเรื่องของคนไทยทุกคนที่เดินทางกลับประเทศไทยเนื่องจากเหตุการณ์ความไม่สงบในอิสราเอล ทั้งกลุ่มนักเรียนนักศึกษา และแรงงานไทย และจัดส่งเอกสารให้กับกระทรวงการต่างประเทศเป็นผู้พิจารณาค่าชดเชย/ค่าใช้จ่าย โดยค่าใช้จ่ายที่สามารถเบิกกับทางรัฐบาลได้จะเป็นเฉพาะค่าใช้จ่ายที่เกิดขึ้นในต่างประเทศเท่านั้น และหลังจากยื่นเอกสารกับกระทรวงแรงงานแล้ว สามารถติดตามการยื่นคำขอได้ที่ Hotline call center กรมการกงสุล โทร. 02 572 8442
“ ท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน มีความห่วงใยถึงความปลอดภัยของพี่น้องแรงงานไทยในอิสราเอลเป็นอย่างมาก โดยสั่งการให้เจ้าหน้าที่กระทรวงแรงงานดูแลแรงงานไทยในอิสราเอลให้ดีที่สุด และให้การช่วยเหลืออย่างเร่งด่วน ทั้งกลุ่มที่ยังอยู่อิสราเอล และกลุ่มที่กลับมาถึงไทยแล้ว อย่างไรก็ตามรัฐบาลมีนโยบายให้คนไทยทุกคนในอิสราเอลเดินทางกลับประเทศก่อนเพื่อความปลอดภัยเป็นลำดับแรก และขอให้ญาติพี่น้องที่อยู่ในประเทศไทย ช่วยแจ้งให้พี่น้องแรงงานที่ยังตัดสินใจอยู่ในอิสราเอล พิจารณาเปลี่ยนใจกลับประเทศโดยเร็วที่สุด ซึ่งทุกคนที่ประสงค์เดินทางกลับสามารถแจ้งสถานทูตฯ หรือเดินทางมายังศูนย์พักพิงได้ทันที ที่ โรงแรม David InterContinental, Kaufmann Street 12, Tel Aviv- Yafo, 61501 ” นายไพโรจน์ ฯ กล่าวท้ายที่สุด
On October 31, 2023, the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, said that the unrest in Israel that started on October 7, 2023, has affected Thai workers working in Israel. Some Thai workers have bought tickets to return to Thailand by themselves.
The Ministry of Labour has opened the door for Thai workers returning from Israel since October 7, 2023. Workers can now request reimbursement for travel expenses upon returning to Thailand from the unrest in Israel. For the central region, reimbursements can be submitted to the Labour Assistance and Israel War Monitoring Center on the 1st floor of the Ministry of Labour Building, Mitmaitri Road, Din Daeng District, Bangkok. For provincial areas, they can be submitted to all Provincial Labour Offices nationwide. Supporting documents for reimbursement must be for expenses incurred from October 7, 2023 onwards. This includes: 1. A boarding pass or airplane ticket/receipt or payment document. 2. A copy of their ID card 3. A copy of their passport/travel document 4. A copy of the recipient’s bank account book.
Mr. Phairoj added that the Ministry of Labour will be responsible for receiving the concerns of all Thai people who have returned to Thailand from the unrest in Israel. Both groups, including the Thai students and workers, can submit documents to the Ministry of Foreign Affairs to consider compensation and expenses. Expenses reimbursed from the government will only be expenses incurred abroad. After submitting documents to the Ministry of Labour, the applications can be followed up at the Department of Consular Affairs’s Hotline Call Center at 02 572 8442.
“The Labour Minister, Mr. Phiphat Ratchakitprakarn, is concerned about the safety of Thai workers in Israel. He has instructed the Ministry of Labour’s officials to take the best possible care of Thai workers in Israel and provide urgent assistance to the remaining group in Israel, including those who have returned to Thailand. The government has a policy for all Thai people in Israel to return to the country first, for their safety is the priority. We ask relatives who are in Thailand to help inform fellow workers who have decided to stay in Israel to consider changing their minds and return home as soon as possible. Everyone who wishes to return can notify the embassy or visit the shelter immediately at the David InterContinental Hotel, Kaufmann Street 12, Tel Aviv- Yafo, 61501,” concluded Mr. Phairoj.
