วันที่ 18 พฤษภาคม 2566 เวลา 09.00 น. นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานกล่าวเปิดการประชุมเชิงปฏิบัติการเพื่อสรุปผลการดําเนินงานกิจกรรมในขั้นตอนสุดท้าย ภายใต้โครงการ Care Economy Project ขององค์การแรงงานระหว่างประเทศ ณ ห้องบางลำพู ชั้น 6 โรงแรม อมารี วอเตอร์เกท กรุงเทพมหานคร
นายบุญชอบ กล่าวว่า กระทรวงแรงงานเล็งเห็นถึงความสำคัญของแรงงานในเศรษฐกิจภาคการดูแล ซึ่งทวีความสำคัญมากขึ้นเรื่อย ๆ ในสภาวะสังคมไทยในปัจจุบัน โดยแรงงานส่วนใหญ่ในภาคการดูแลมักเป็นแรงงานนอกระบบที่มีความเปราะบาง เนื่องจากได้รับความคุ้มครองทางกฎหมายที่จำกัด กระทรวงแรงงานจึงอยู่ระหว่างการเสนอร่างพระราชบัญญัติส่งเสริมและคุ้มครองแรงงานอิสระ พ.ศ. …. เพื่อบรรเทาปัญหา และขยายความคุ้มครองแรงงานนอกระบบเพิ่มมากขึ้น นอกจากนั้น กรมพัฒนาฝีมือแรงงานยังได้มีจัดการฝึกอบรมหลักสูตรระยะสั้นให้กับแรงงานกลุ่มเป้าหมายเฉพาะเป็นระยะ ๆ เพื่อส่งเสริมแรงงานในเศรษฐกิจภาคการดูแล ให้มีทักษะฝีมือทัดเทียมมาตรฐานสากล และร่วมมือกับโครงการในการจัดฝึกอบรมนำร่อง ที่ใช้หลักสูตรใหม่ ซึ่งเพิ่มเติมเนื้อหาเกี่ยวกับการดำเนินการที่คำนึงถึงสิ่งแวดล้อมไว้อีกด้วย
“กระทรวงแรงงานยินดีที่ได้มีส่วนร่วมในโครงการ Care Economy Project และคาดหวังที่จะทำงานร่วมกับทุกภาคส่วน เพื่อส่งเสริมงานที่มีคุณค่าสำหรับแรงงานในภาคเศรษฐกิจใส่ใจในประเทศไทย และลดช่องว่างของการให้บริการด้านการดูแลเด็กและการดูแลระยะยาว ในบริบทของสังคม สุขภาพ แรงงาน และเศรษฐกิจ เพื่อให้แรงงานในภาคเศรษฐกิจใส่ใจ สามารถเข้าถึงการพัฒนาทักษะอาชีพที่จำเป็น ได้รับค่าจ้างที่เป็นธรรม การคุ้มครอง และสิทธิประโยชน์ต่าง ๆ อย่างเต็มที่” นายบุญชอบ กล่าวในท้ายที่สุด
โครงการ Care Economy Project เป็นโครงการความร่วมมือขององค์การแรงงานระหว่างประเทศที่ดำเนินการระหว่าง มกราคม 2565 – เมษายน 2566 โดยโครงการมีเป้าหมายในการร่วมมือและสนับสนุนผู้แทนไตรภาคี ในการลงทุนที่ตอบสนองต่อประเด็นด้านเพศสภาพในเศรษฐกิจการดูแล (Care Economy) เพื่อแก้ไขปัญหาทั้งด้านอุปสงค์และอุปทาน รวมถึง ระบุและแก้ไขช่องว่างทางนโยบาย การลงทุน ข้อกฎหมายเดียวกับบริการ การพัฒนาทักษะ และงานที่มีคุณค่า โดยการประชุมเชิงปฏิบัติการดังกล่าว มีผู้เข้าร่วมการประชุมจากหน่วยงานภาครัฐที่เกี่ยวข้อง องค์การนายจ้างและลูกจ้าง องค์การภาคประชาสังคม และหุ้นส่วนเพื่อการพัฒนาต่างๆ ร่วมกันแสดงความคิดเห็นเกี่ยวกับผลลัทธ์ของโครงการ รวมถึงข้อเสนอแนะในการพัฒนา และประเด็นสำคัญที่ควรดำเนินการต่อไปในอนาคต
On May 18, 2023, at 09.00 hours, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the opening speech of the workshop to summarize the results of activities in the final stages under the Care Economy Project of the International Labour Organization. The occasion took place at Bang Lamphu Room, 6th floor, Amari Watergate Hotel, Bangkok.
Mr. Boonchob said that the Ministry of Labour recognizes the importance of workers in the care economy, which is becoming more important in today’s Thai society. Most workers in the care sector are vulnerable informal workers due to limited legal protection. The Ministry of Labour is therefore proposing a bill on promoting and protecting independent workers, B.E. …. to alleviate the problem and extend protection for informal workers. In addition, the Department of Skill Development has periodically organized short-term training courses for specific target groups to promote workers in the care economy to have skills and craftsmanship comparable to international standards. It has cooperated with the project in organizing pilot training using the new curriculum, which also adds content about environmentally conscious operations.
“The Ministry of Labour is pleased to be involved in the Care Economy Project and looks forward to working with all sectors to promote decent jobs for workers in economically conscious sectors in Thailand and narrowing the gap in childcare and long-term care services in the context of society, health, labour, and economy. The efforts will enable workers in the care economic sector to have access to the development of necessary professional skills, to receive fair wages, full protection, and other benefits,” concluded Mr. Boonchob.
The Care Economy Project is an ILO cooperation program from January 2022 to April 2023. The project aims to collaborate and support tripartite representatives in gender-responsive investments in the care economy to address supply and demand issues and identify and resolve gaps in policy, investment, same-service legislation, skill development, and valuable work through the workshop mentioned above. Relevant government agencies and employers and employees organizations, civil society organizations, and development partners attended the meeting to share opinions about the project’s results, including suggestions for development and important issues that should be continued in the future.
