เมื่อวันที่ 20 กุมภาพันธ์ 2567 เวลา 14.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายสมชาย มรกตศรีวรรณ อธิบดีกรมการจัดหางาน นางสาวอาจารี ศรีรัตนบัลล์ เอกอัครราชทูต ณ กรุงแคนเบอร์รา และคณะ ได้พบหารือกับผู้บริหารและเจ้าหน้าที่ของกระทรวงกิจการภายใน (Home Affairs) นำโดย Mr. Michael Willard รองปลัดกระทรวงด้านตรวจคนเข้าเมือง และ Mr. Damien Kilner ผู้อำนวยการด้านตรวจคนเข้าเมือง เกี่ยวกับนโยบายการโยกย้ายถิ่นฐานของออสเตรเลีย รวมถึงความเป็นไปได้ในการอนุญาตให้แรงงานไทยเข้ามาทำงานในภาคเกษตร
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า ในการเยือนนครเมลเบิร์นในครั้งนี้ ผมมีกำหนดการพบกับท่านผู้ช่วยรัฐมนตรีว่าการกระทรวงการต่างประเทศ เพื่อหารือเกี่ยวกับการขยายโอกาสให้กับแรงงานไทยในออสเตรเลีย โดยผมเล็งเห็นว่า ในขณะนี้เป็นเวลาที่เหมาะสมอย่างยิ่ง เพราะรัฐบาลออสเตรเลียอยู่ระหว่างการทบทวนนโยบายด้านการโยกย้ายถิ่นฐาน นอกจากเมลเบิร์นแล้ว ผมยังได้ไปเยือนเมืองดาร์วินเพื่อพบหารือกับเจ้าของสวนผลไม้ชาวไทย รวมถึงนักการเมืองท้องถิ่น และนักธุรกิจในดาร์วินอีกด้วย ซึ่งผมได้รับการตอบรับที่ดีว่าผู้ประกอบการมีความเชื่อมั่นในศักยภาพของแรงงานไทย โดยเฉพาะแรงงานในภาคเกษตร ที่ผู้ประกอบการมีความต้องการแรงงานไทยเป็นจำนวนมาก ทั้งนี้ เห็นควรให้มีการผลักดัน ทำโครงการนำร่องในการนำแรงงานไทยเข้ามาทำงานในภาคเกษตรในออสเตรเลีย โดยอาจเริ่มต้นที่สวนมะม่วงคุณตู่ ซึ่งคุณตู่ยืนยันว่าจะดูแลแรงงานไทยที่เข้ามาทำงานในภาคเกษตรอย่างดีที่สุด และเมื่อสิ้นสุดฤดูกาลแรงงานทุกคนจะต้องเดินทางกลับประเทศไทย
จากการหารือในครั้งนี้ ฝ่ายออสเตรเลียได้รับทราบและนำเสนอข้อมูลการจ้างแรงงานเข้ามาทำงาน ในภาคเกษตรว่า ออสเตรเลียเน้นการจ้างแรงงานภาคเกษตจากประเทศหมู่เกาะแปซิฟิก อย่างไรก็ตาม ออสเตรเลียมีโครงการ Work and Holiday Visa ซึ่งเป็นโครงการในความร่วมมือของรัฐบาลไทยและออสเตรเลีย ที่เปิดโอกาสให้เยาวชนไทย อายุระหว่าง 18 – 30 ปี สามารถเดินทางไป ศึกษา ท่องเที่ยว และทำงานได้เป็นการชั่วคราว ในขณะอยู่ในประเทศออสเตรเลีย ซึ่งขณะนี้ออสเตรเลียอยู่ระหว่างการปรับเปลี่ยนนโยบายด้านการโยกย้ายถิ่นฐานซึ่งจะแจ้งความคืบหน้าในการดำเนินการให้ทราบผ่านทางสถานเอกอัครราชทูต ณ กรุงแคนเบอร์ราต่อไป
“ผมหวังเป็นอย่างยิ่งว่า การทบทวนนโยบายด้านการโยกย้ายถิ่นฐานของออสเตรเลีย จะเอื้อประโยชน์ให้แก่แรงงานไทยสามารถเข้ามาทำงานในตำแหน่งที่ออสเตรเลียขาดแคลน ดังนั้น ผมในนามของกระทรวงแรงงาน และรัฐบาลไทย จะพยายามอย่างเต็มที่ในการหารือ และสื่อสารกับรัฐบาลออสเตรเลียในประเด็นดังกล่าว” นายพิพัฒน์ กล่าว
On February 20, 2024, at 14.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, the Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, the Permanent Secretary of Labour, Mr. Phairoj Chotikasathien, and the Department of Employment’s Director-General, Mr. Somchai Morakotsriwan, Ambassador to Canberra, Ms. Ajaree Srirattanaball, and delegation met with executives and officials of the Department of Home Affairs led by the Deputy Secretary of Immigration, Mr. Michael Willard, and the Director of Immigration, Mr. Damien Kilner. The meeting discussed Australia’s migration policy and the possibility of allowing Thai workers to work in the agricultural sector.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, revealed that while visiting Melbourne this time, he scheduled a meeting with the Assistant Minister of Foreign Affairs to discuss expanding work opportunities for Thai workers in Australia. He said that now is an appropriate time as the Australian government is currently reviewing its migration policy. Besides Melbourne, he visited Darwin to meet with Thai orchard owners, including local politicians and business people in Darwin. He received positive feedback that business operators have confidence in the potential of Thai workers, especially workers in the agricultural sector. The businesses also have a high demand for Thai workers. Thus, it is seen that there should be a push to conduct a pilot project to send Thai workers to work in the agricultural sector in Australia, starting at Khun Tou’s mango orchard. Khun Tou confirmed that they would take the best care of Thai workers who come to work in the agricultural sector and that at the end of the season, everyone must return to Thailand.
From this discussion, the Australian side acknowledged and presented information on hiring workers to work in the agricultural sector. Australia focuses on hiring agricultural workers from Pacific Island countries. However, Australia has a Work and Holiday Visa program, which is a joint program of the Thai and Australian governments. It gives Thai youths between the ages of 18 and 30 the opportunity to travel, study, and work temporarily while in Australia. Australia is currently in the process of reviewing its migration policy, which will be further communicated through the Royal Thai Embassy in Canberra.
“I hope that the review of Australia’s migration policy will be beneficial for Thai workers to come to work in positions that are in shortage in Australia. Therefore, on behalf of the Ministry of Labour and the Thai government, I will do my best to discuss and communicate with the Australian government on such issues,” said Mr. Phiphat.
