เมื่อวันที่ 1 ธันวาคม 2566 เวลา 10.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานเปิดโครงการเผยแพร่ประชาสัมพันธ์ประกันสังคมมาตรา 40 สู่เครือข่ายประกันสังคม รุ่นที่ 5 โดยมี นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายจําเริญ แหวนเพ็ชร รองผู้ว่าราชการจังหวัดบุรีรัมย์ กล่าวต้อนรับ นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม กล่าวรายงานวัตถุประสงค์การจัดงาน พร้อมด้วย ผู้บริหารระดับสูงกระทรวงแรงงาน หัวหน้าส่วนราชการหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดบุรีรัมย์ เครือข่ายประกันสังคม และผู้ประกันตนในพื้นที่ เข้าร่วมกิจกรรมในครั้งนี้ ณ โรงแรมเทพนคร จังหวัดบุรีรัมย์
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เผยถึงความรู้สึกในการลงพื้นที่ในครั้งนี้ว่า ตนมีความยินดีอย่างยิ่ง ที่มีโอกาสเดินทางมาที่จังหวัดบุรีรัมย์ พร้อมได้รับเกียรติเป็นประธานเปิดโครงการเผยแพร่ประชาสัมพันธ์ประกันสังคมมาตรา 40 สู่เครือข่ายประกันสังคม รุ่นที่ 5 ซึ่งจัดขึ้นในวันนี้ที่ โรงแรมเทพนคร จังหวัดบุรีรัมย์ โดยประกันสังคมมาตรา 40 ถือเป็นการให้สิทธิประโยชน์แก่ผู้ประกอบอาชีพอิสระ ที่ผู้ประกันตนสามารถเลือกการคุ้มครองที่เหมาะสมกับตนเองได้ โดยเริ่มต้นจากทางเลือกที่ 1 ชำระเงินสมทบเดือนละ 70 บาท ทางเลือกที่ 2 ชำระเงินสมทบเดือนละ 100 บาท และทางเลือกที่ 3 ชำระเงินสมทบเดือนละ 300 บาท โดยจะได้รับการคุ้มครองสูงสุดถึง 5 กรณี ไม่ว่าจะเป็นการคุ้มครองกรณีเงินทดแทนการขาดรายได้จากการเจ็บป่วย กรณีทุพพลภาพ กรณีเสียชีวิต กรณีชราภาพ และกรณีสงเคราะห์บุตร ทำให้แรงงานนอกระบบมีคุณภาพชีวิตที่ดีขึ้น สอดคล้องกับนโยบายของกระทรวงแรงงาน “สร้างรากฐานเศรษฐกิจ พัฒนาคุณภาพด้วยการคุ้มครองแรงงาน” ทั้งนี้ จังหวัดบุรีรัมย์มีผู้ประกอบอาชีพอิสระที่ขึ้นทะเบียนเป็นผู้ประกันตนมาตรา 40 ทั้งสิ้น 66,739 ราย ซึ่งส่วนใหญ่เป็นกลุ่มผู้ประกอบอาชีพเกษตรกร เช่น ทำนาข้าว ปลูกอ้อย กลุ่มอาชีพหัตถกรรม รวมถึงกลุ่มอาชีพค้าขาย และกลุ่มอาชีพอิสระรับจ้างทั่วไป ที่เป็นกลไกสำคัญในการขับเคลื่อนเศรษฐกิจ จนทำให้ปัจจุบันจังหวัดบุรีรัมย์เป็นจังหวัดที่มีความสำคัญทางด้านเศรษฐกิจเป็นอันดับต้นๆ ของภาคอีสาน ทั้งนี้ โครงการเผยแพร่ประชาสัมพันธ์ประกันสังคมมาตรา 40 สู่เครือข่ายประกันสังคม ยังมีจุดประสงค์เพื่อสร้างแรงจูงใจให้ผู้ประกอบอาชีพอิสระเข้าสู่ระบบประกันสังคมภาคสมัครใจมากขึ้น รวมถึงการมีส่วนร่วมของเครือข่ายประกันสังคม ในการเผยแพร่ประชาสัมพันธ์ภารกิจงานประกันสังคมกับประชาชนและกลุ่มเป้าหมายได้อย่างครอบคลุม ตั้งแต่ระดับอำเภอ ตำบล หมู่บ้าน และชุมชนอย่างทั่วถึง อีกทั้ง ภายในงานยังมีกิจกรรมที่มีประโยชน์ต่อกลุ่มผู้ประกอบอาชีพอิสระมากมาย อาทิ การรับสมัครผู้ประกันตนมาตรา 40 การออกร้านจำหน่ายสินค้าจากกลุ่มภาคีเครือข่าย การจัดนิทรรศการให้ความรู้จากหน่วยงานสังกัดกระทรวงแรงงาน การให้บริการฉีดวัคซีนไข้หวัดใหญ่ รวมถึงยังมีการมอบเกียรติบัตรให้แก่เครือข่ายที่สนับสนุนงานประกันสังคมดีเด่น อีกด้วย
ด้าน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม กระทรวงแรงงาน เปิดเผยว่า สำนักงานประกันสังคมได้จัดโครงการเผยแพร่ประชาสัมพันธ์ประกันสังคมมาตรา 40 สู่เครือข่ายประกันสังคม ที่จังหวัดบุรีรัมย์ในวันนี้ เป็นรุ่นที่ 5 แล้ว ซึ่งที่ผ่านมาได้รับความสนใจจากพี่น้องประชนในพื้นที่เป็นอย่างดีในทุกรุ่น ทุกจังหวัด แสดงให้เห็นว่า ในปัจจุบันกลุ่มผู้ประกอบอาชีพอิสระให้ความสำคัญกับการสร้างหลักประกันทางสังคม และการสร้างคุณภาพชีวิตให้ดีขึ้น ทั้งนี้ ขอให้ผู้ประกันตนมั่นใจได้ว่า กระทรวงแรงงาน โดยสำนักงานประกันสังคม พร้อมให้การดูแลผู้ประกอบอาชีพอิสระทุกกลุ่ม และจะดำเนินงานโดยยึดถือประโยชน์สูงสุดของผู้ประกันตนเป็นสำคัญ
On December 1, 2023, at 10.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, chaired the opening of the Social Security Section 40 Public Relations Project to the Social Security Network, Class 5. The Secretariat to the Labour Minister, Mr. Aree Krainara, and the Deputy Governor of Buriram Province, Mr. Chamroen Waenphet, gave a welcome speech. The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, reported the event’s objectives. The Ministry of Labour’s executives, heads of government agencies under the Ministry of Labour in Buriram Province, social security networks, and insured persons in the area joined the event at Thepnakorn Hotel, Buriram Province.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, shared that he was pleased to have traveled to Buriram Province and to have the honour of presiding over the opening of the Social Security Section 40 Public Relations Project to the Social Security Network, class 5, which was held at the Thepnakorn Hotel, Buriram Province. The Social Security Section 40 provides benefits to self-employed people. Insured persons can choose a coverage amount that suits them. The options start from option one, where contributions are 70 Baht monthly, option two at 100 Baht monthly, and option three at 300 Baht monthly, in which insured persons will receive protection in up to 5 cases, including compensation for loss of income from illness, disability, death, old age, and child support. This gives informal workers a better quality of life, following the Ministry of Labour’s policy on “building the economic foundation and developing quality through labour protection.” In Buriram province, there are a total of 66,739 self-employed people registered under Section 40, most of whom are farmers, such as rice farmers, sugar cane farmers, and handicraft professionals. There are trading career groups and groups of people with independent occupations, including general contractors, which are an important mechanism for driving the economy. Buriram Province is one of the most economically important provinces in the Northeast region. The Social Security Section 40 Public Relations Project aims to provide incentives for self-employed people to enter the voluntary Social Security system, including participation in the Social Security networks. It aims to disseminate and publicize social security missions to the public and target groups from the district, subdistrict, village, and community levels. There are also activities beneficial to the self-employed, such as recruiting Section 40 insured persons, shops selling products from network partners, educational exhibitions from agencies under the Ministry of Labour, and influenza vaccination services. Certificates of honour were also presented to networks that support outstanding social security work.
The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, said the Social Security Office had organized the Social Security Section 40 Public Relations Project for the fifth time. The event in every province has received interest from the people in the area, which shows that the self-employed place great importance on creating social security and creating a better quality of life. The Ministry of Labour’s Social Security Office is ready to care for all self-employed people and will operate with the insured’s best interests at heart.
