วันที่ 21 ตุลาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย ผู้บริหารระดับสูงกระทรวงแรงงาน ลงพื้นที่ตรวจเยี่ยมท่าเรือซุปเปอร์ยอร์ช พอร์ต มัจฉานุ เพื่อรับฟังการบรรยายสรุปเกี่ยวกับโครงการท่าเรือและแผนพัฒนาในระยะยาว พร้อมสำรวจพื้นที่โครงการท่าเรือยอร์ช และ อู่ซ่อมเรือยอร์ช พร้อมผู้บริหารกระทรวงแรงงาน, ผู้บริหารโครงการฯ, หัวหน้าส่วนราชการ และ ผู้ประกอบการในพื้นที่ ณ บริเวณท่าเทียบเรือพอร์ตมัจฉานุ ต.ไม้ขาว อ.ถลาง จ.ภูเก็ต
นายพิพัฒน์ กล่าวว่า ในวันนี้ผมพร้อมด้วยผู้บริหารกระทรวงแรงงาน ได้ลงพื้นที่มาเยี่ยมชมโครงการท่าเรือซุปเปอร์ยอร์ช “พอร์ต มัจฉานุ” และ เป็นที่น่ายินดีมากที่ จ.ภูเก็ต ที่จะมีท่าเรือยอร์ช และ อู่ซ่อมเรือยอร์ช ที่ได้มาตรฐานในระดับนานาชาติ ซึ่งโครงการนี้จะมีส่วนร่วมในการกระตุ้นอุตสาหกรรมท่องเที่ยวของ จ.ภูเก็ต และ สร้างกระแสเงินสดหมุนเวียนในอุตสาหกรรมทั้งระบบ รวมถึง การสร้างอัตราการจ้างงานของแรงงานฝีมือทั้งในระดับพื้นที่และระดับภูมิภาค จากที่หารือกับ ผู้บริหารโครงการฯ เราได้ทราบถึงความต้องการการแรงงานทักษะฝีมือสูง จำนวนกว่า 1,500 คน โดยเฉพาะในส่วนของช่างเชื่อม และ ช่างเชื่อมใต้น้ำ ที่ Up Skill เพิ่มมาตรฐาน เทคนิคการเชื่อม 4G ถึง 6G เป็นเทคนิคการเชื่อมอลูมิเนียมขั้นสูงของอุตสาหกรรมการซ่อมเรือยอร์ช ทั่วโลก
ดังนั้น กระทรวงแรงงาน โดย กรมพัฒนาฝีมือแรงงาน ที่มีนโยบาย ในส่งเสริมภาคอุตสาหกรรมของประเทศไทย โดยการพัฒนาฝีมือแรงงานที่ตอบสนองความต้องการแรงงานในพื้นที่ เพื่อการสร้างการจ้างงาน และ รายได้ตามทักษะฝีมือแรงงาน สำหรับแรงงานภายหลังจากการเข้ารับการอบรม รวมถึงการสนับสนุนการเติบโตของอุตสาหกรรมในระดับพื้นที่อย่างยั่งยืน และ ในขั้นต้น ผมได้มอบหมาย กรมพัฒนาฝีมือแรงงาน ในการเร่งอบรมอัพสกิล “ช่างเชื่อมและช่างเชื่อมใต้น้ำ” จำนวน 300 คน เพื่อรองร้บการจ้างงาน ณ โครงการแห่งนี้ ซึ่งผู้ที่ผ่านการอบรมจะมีงานรองรับเลยทันที มีรายได้ที่เพิ่มขึ้นจากทักษะฝีมือแรงงาน ซึ่งทำให้แรงงานกลุ่มนี้หลุดพ้น จากค่าแรงขั้นต่ำ
กระทรวงแรงงาน พร้อมเสมอในการสนับสนุนการเติบโตของอุตสาหกรรมในทุกภาคส่วน หากอุตสาหกรรม หรือ ผู้ประกอบการใด ที่มีความต้องการแรงงานฝีมือ สามารถติดต่อได้ที่ ศูนย์พัฒนาฝีมือแรงงานทั่วประเทศไทย โดยทางกระทรวงแรงงานจะพยายามอย่างเต็มที่ ในการเร่ง UPSKILL ฝีมือแรงงานที่ตอบสนองความต้องการของอุตสาหกรรม และ ตลาดแรงงาน ทั้งในระดับพื้นที่และระดับประเทศ เพื่อทำให้พี่น้องแรงงานไทยหลุดพ้นจากค่าแรงขั้นต่ำ ” นายพิพัฒน์ กล่าวท้ายสุด
นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน กล่าวว่า สำหรับสถานการณ์ด้านแรงงานจังหวัดภูเก็ต พบว่า ปัจจุบันมีกำลังแรงงาน 342,568 คน เป็นผู้มีงานทำ 340,433 คน ผู้ว่างงาน 2,135 คน มีผู้ประกันตนในระบบประกันสังคม 229,588 คน มีสถานประกอบการ 12,570 แห่ง โรงพยาบาลในเครือข่ายประกันสังคม 5 แห่ง มีแรงงานต่างด้าว 70,749 คน โดยจังหวัดภูเก็ต มีความต้องการแรงงานคุณภาพที่ตอบสนองความต้องการในระดับพื้นที่จำนวนมาก โดยเฉพาะในภาคท่องเที่ยวและบริการ อาทิ พนักงานนวดและสปา พนักงานบริการอาหาร พนักงานต้อนรับส่วนหน้า แม่บ้านโรงแรม พนักงานขับรถบริการ และมัคคุเทศก์ เป็นต้น ดังนั้น กรมพัฒนาฝีมือแรงงานได้รับนโยบาย ท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ในการเร่งพัฒนาทักษะแรงงานด้านภาคท่องเที่ยวและบริการจำนวนกว่า 40,000 คน พร้อมมุ่งเน้นในการพัฒนาทักษะการใช้ภาษาอังกฤษ, ภาษาจีน, ภาษาญี่ปุ่น และ ภาษาเกาหลี เพื่อการบริการนักท่องเที่ยว และ สร้างความประทับใจแด่นักท่องเที่ยว เพื่อการทำให้ประเทศไทย เป็นหนึ่งในจุดหมายท่องเที่ยวในใจของนักท่องเที่ยวจากทั่วทุกมุมโลกตลอดไป
On October 21, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, and the Ministry of Labour’s executives visited the superyacht port, Matchanu Port, to receive a briefing on the port project and long-term development plans. They explored the project area of the yacht port and yacht repair garage. The Ministry of Labour executives, project administrators, heads of government agencies, and local entrepreneurs joined at the Matchanu Port Pier area, Mai Khao Subdistrict, Thalang District, Phuket Province.
Mr. Phiphat said that today, he and the Ministry of Labour’s executives visited the superyacht port project “Matchanu Port” and is pleased that Phuket province will have a yacht port and a repair shop that meets international standards. This project will play a part in stimulating the tourism industry of Phuket Province and create cash flow in the entire industry. It also creates employment for skilled workers both at the local and regional levels. From the discussion with the project executive, he is aware of the need for over 1,500 highly skilled workers, especially welders and underwater welders that are upskilled to raise the standard of welding techniques from 4G to 6G, which is the industry’s highest advanced aluminum welding techniques for yacht repairs around the world.
The Ministry of Labour’s Department of Skill Development has a policy to promote Thailand’s industrial sector by developing skills that meet the needs in the area to create employment and income according to labour skills after workers receive training and to support the industry’s sustainable growth at the local level. He has assigned the Department of Skill Development to accelerate training to upgrade the skills of 300 “welders and underwater welders” to support employment in this project. Those who pass the training will have work to support them immediately. They will have increased income from labour skills, which makes this group of workers grow away from the minimum wage.
“The Ministry of Labour is ready to support the industry’s growth in every sector. Any industry or entrepreneur demanding skilled labour can contact the Skill Development Centers throughout Thailand. The Ministry of Labour will do its best to accelerate the upskill of labour skills that meet the needs of the industry and the labour market both at the local and national levels to promote Thai workers above the minimum wage,” Mr. Phiphat concluded.
The Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, reported that Phuket Province has a workforce of 342,568 people, of whom 340,433 are employed and 2,135 are unemployed. There are 229,588 people insured in the social security system. There are 12,570 establishments, five hospitals in the social security network, and 70,749 foreign workers. Phuket Province greatly demands quality workers to meet local needs, especially in the tourism and service sectors, such as masseuses and spas, food service staff, front desk staff, receptionists, hotel maid service, drivers, and tour guides. Therefore, the Department of Skill Development has received the policy of the Labour Minister, Mr. Phiphat Ratchakitprakarn, to accelerate the skills development of over 40,000 workers in the tourism and service sectors. It focuses on developing skills in using English, Chinese, Japanese, and Korean to serve tourists and create a positive impression on tourists, making Thailand one of the top travel destinations in the hearts of tourists worldwide.
