วันที่ 19 เมษายน 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ให้การต้อนรับ คุณอัลกิ้น – เช้ง ไหว่ ก๊อง ประธานสภาองค์การนายจ้างฮ่องกง นายจาตุรนต์ ไชยะคำ กงสุลใหญ่ ณ เมืองฮ่องกง และคณะ ในโอกาสเดินทางเยือนประเทศไทย เพื่อเยี่ยมคารวะรัฐมนตรีว่าการกระทรวงแรงงานและหารือแนวทางการขยายตลาดแรงงานทักษะไทยไปทำงานฮ่องกงป้อนภาคธุรกิจที่มีแผนการขยายตัวเพิ่มขึ้น ตลอดจนเยี่ยมชมการฝึกอบรมของกรมพัฒนาฝีมือแรงงาน โดยมี ผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วมหารือในครั้งนี้ด้วย ณ ห้องจัตุมงคล ชั้น 6 อาคารกระทรวงแรงงาน และวิทยาลัยการแรงงาน กรมพัฒนาฝีมือแรงงาน
นายสุชาติ กล่าวว่า สืบเนื่องจากที่ผมและคณะได้เดินทางไปเยือนฮ่องกงอย่างเป็นทางการเมื่อช่วงต้นเดือนกุมภาพันธ์ 2566 ที่ผ่านมา และได้หารือประเด็นการขยายตลาดแรงงานไทยในฮ่องกง ซึ่งสมาพันธ์นายจ้างฮ่องกงยินดีต่อความร่วมมือระหว่างไทยกับฮ่องกง ในวันนี้สมาพันธ์นายจ้างฮ่องกง จึงได้มาเยี่ยมคารวะและหารือในประเด็นการส่งเสริมความร่วมมือการนำเข้าแรงงานไทย กึ่งทักษะฝีมือ ที่ฮ่องกงมีความต้องการ อาทิ ตำแหน่งผู้บริบาล ผู้สูงอายุ ช่าง และวิศกร เป็นต้น โดยทั้งสองฝ่ายจะร่วมกันผลักดันการลดขั้นตอนและกระบวนการนำเข้าแรงงาน เพื่อตอบสนองความต้องการของอุปสงค์และอุปทานของตลาดแรงงาน รวมทั้งการนำเข้าแรงงานที่มีทักษะสูงจากประเทศไทย ตัวอย่างเช่น นายจ้าง – AH NGAU ENGINEERING LTD. ในการขออนุญาตจัดส่งแรงงานช่างเชื่อมท่อแรงดันสูงมาทำงานในฮ่องกงที่โรงไฟฟ้า Black Point Station Hong Kong ซึ่งเป็นโรงไฟฟ้าที่ใช้ก๊าซเป็นเชื้อเพลิงใน Lung Kwu Tan เขต New Territories ดำเนินการโดยบริษัท CLP Group (China Light and Power) ซึ่งโครงการดังกล่าวประสบความสำเร็จเป็นอย่างดี และบริษัทดังกล่าวเป็นหนึ่งในสมาชิกของสมาพันธ์นายจ้างฮ่องกง ตลอดจนการขยายฐานการผลิตในประเทศไทยเพื่อรองรับความต้องการและความผันผวนในตลาดโลก อาทิ บริษัท KGK ซึ่งเป็น บริษัท Top 5 ในการผลิตจิวเวอรี่ส่งออกทั่วโลก ได้ตัดสินใจขยายฐานการผลิตในประเทศไทยเพื่อการส่งออก โดยมีความต้องการฝึกทักษะแรงงานที่มีทักษะสูง ซึ่งขณะนี้ ได้ดำเนินการโครงการดังกล่าวในลักษณะประชารัฐ โดยมี กระทรวงแรงงาน สภาอาชีวศึกษา วิทยาลัยช่างทองหลวง และ บริษัท KGK ร่วมมือกันดำเนินโครงการพัฒนาทรัพยากรมนุษย์ของไทยให้มีมาตรฐานระดับสากล และยังมีหน่วยงาน Talent Connect ซึ่งเป็นผู้เชี่ยวชาญในการจัดหาผู้มีความสามารถด้านการจัดการและการทำงานในอุตสาหกรรมที่หลากหลาย เข้ามาร่วมหารือและพร้อมสนับสนุนการจัดหาคนและพัฒนาทักษะให้ตรงกับความต้องการของนายจ้างในฮ่องกงด้วย
โอกาสเดียวกันนี้ รมว.แรงงาน ยังได้นำ ประธานสภาองค์การนายจ้างฮ่องกง และคณะ เยี่ยมชมการฝึกอบรมหลักสูตรการยกระดับฝีมือแรงงาน สาขาการประกอบอาหารไทย อาหารจานเดียว และสาขานวดหินร้อน ระยะเวลาการฝึกหลักสูตร 30 ชั่วโมง ที่วิทยาลัยการแรงงาน กระทรวงแรงงาน โดยกรมพัฒนาฝีมือแรงงาน มีความพร้อมและมีศักยภาพทั้งหลักสูตร เครื่องมือ รวมทั้งมีศูนย์ฝึกเป็นสถานที่รองรับการฝึกอบรมทักษะฝีมือ up skill/re skill และพัฒนาทักษะด้านภาษา ตลอดจนมีสถานทดสอบมาตรฐานฝีมือในสาขาต่าง ๆ ตามความต้องการของนายจ้างอีกด้วย
“ผลจากการที่สมาพันธ์นายจ้างฮ่องกงได้มาเยือนประเทศไทยและเยี่ยมชมการฝึกยกระดับทักษะแรงงานไทยในครั้งนี้ จะเป็นนิมิตรหมายที่ดีที่รัฐบาลและกระทรวงแรงงานได้กระชับความร่วมมือกับฮ่องกงให้แน่นแฟ้นมากยิ่งขึ้น ซึ่งถือเป็นโอกาสดีที่ไทยได้แสดงถึงศักยภาพและความพร้อมในการฝึกยกระดับทักษะฝีมือแรงงานไทยก่อนจัดส่งไปทำงานในฮ่องกงตามที่นายจ้างต้องการ เพื่อให้คนไทยได้มีโอกาสไปทำงานในฮ่องกงเพิ่มมากขึ้น คนไทยได้มีงานทำ มีโอกาสพัฒนาทักษะฝีมือให้สูงขึ้น และนำรายได้กลับมาพัฒนาประเทศ รวมทั้งช่วยเพิ่มขีดความสามารถในการแข่งขันอีกด้วย” นายสุชาติ กล่าวท้ายสุด
ด้าน คุณอัลกิ้น – เช้ง ไหว่ ก๊อง ประธานสภาองค์การนายจ้างฮ่องกง กล่าวว่า วันนี้ผมและคณะได้เดินทางมาเยี่ยมชมการฝึกอบรมหลักสูตรการยกระดับฝีมือแรงงาน ซึ่งมีความพึงพอใจมาก ต้องขอชื่นชมในความพร้อมทั้งหลักสูตร สถานที่ เครื่องมือ และบุคลากรของไทยที่มีศักยภาพ โดยเฉพาะแรงงานไทยเป็นแรงงานที่มีทักษะฝีมือโดดเด่น ซึ่งในส่วนของสมาพันธ์นายจ้างฮ่องกง มีความต้องการหลายสาขา อาทิเช่น ผู้ดูแลผู้สูงอายุ รวมถึงสาขาช่างต่าง ๆ เนื่องจากขณะนี้ฮ่องกงกำลังเข้าสู่สังคมสูงอายุเช่นเดียวกับประเทศอื่นๆ และกำลังขยายฐานการผลิตในหลายอุตสาหกรรม แรงงานไทยจึงเป็นเป้าหมายหนึ่งที่นายจ้างฮ่องกงต้องการ ผมมั่นใจว่าผลจากการเจรจาในวันนี้ จะเกิดประโยชน์แก่ทั้งสองฝ่าย ซึ่งลักษณะดังกล่าวถือเป็นสถานการณ์ที่ (Win-Win) ทั้งคู่ ทำให้แรงงานไทยได้มาทำงานในฮ่องกงมากยิ่งขึ้น ขณะเดียวกันก็จะส่งผลดีกับบริษัทในฮ่องกงที่สามารถจ้างงานทำให้ธุรกิจเติบโต ส่งผลต่อการขับเคลื่อนเศรษฐกิจของทั้งสองประเทศต่อไป

On April 19, 2023, the Labour Minister, Mr. Suchart Chomklin, welcomed the Chairman of the Employers’ Confederation of Hong Kong, Mr. Alkin-Cheng Wai Gong, the Consul-General in Hong Kong, Mr. Chaturon Chaiyakham, and delegation, on the occasion of visiting Thailand to pay a courtesy call to the Labour Minister, and to discuss ways to expand the Thai skilled labour market in Hong Kong. It aims to enter business sectors that have more expansion plans. They also observed training of the Department of Skill Development. The Ministry of Labour’s executives joined the discussion at the Chatumongkol Room, 6th floor, Ministry of Labour, and Labour College, Department of Skill Development.
Mr. Suchart said that he and his delegation paid an official visit to Hong Kong in February 2023 and discussed expanding the Thai labour market in Hong Kong, in which the Hong Kong Employers’ Confederation welcomed the cooperation between Thailand and Hong Kong. Thus, today the Hong Kong Employers’ Confederation paid a courtesy call to promote cooperation in importing semi-skilled Thai workers in demand by Hong Kong, such as elderly caregivers, technicians, and engineers. Both parties will work together to push forward the process of reducing and importing workers to meet the demand and supply of the labour market, including the importation of highly skilled workers from Thailand. For example, the employer, Ah Ngau Engineering Ltd., requested high-pressure pipe welders to work in Hong Kong at Black Point Station, a gas-fired power plant in Lung Kwu Tan, New Territories, operated by CLP Group (China Light and Power). The project was successful, and the company is a Hong Kong Employers’ Confederation member. It also aims to expand production bases in Thailand to accommodate demand and volatility in the global market. For example, KGK, a top-five company in producing jewelry exported worldwide, decided to expand its production base in Thailand for export. There is a need for skill training for highly skilled workers. The project has been carried out in a civil state manner, with the Ministry of Labour, Vocational Education Council, Royal Goldsmith’s College, and KGK working together to implement Thai human resource development projects to meet international standards. It also has Talent Connect, which specializes in recruiting talent for management and work across a wide range of industries, joining the discussion, ready to support recruitment and skills development to meet the needs of employers in Hong Kong.
On the same occasion, the Labour Minister led the Chairman of the Hong Kong Employers’ Confederation and team to observe the training courses for skill enhancement in the Thai cooking and hot stone massage branches. The training course is 30 hours. The occasion took place at the Labour College, Ministry of Labour. The Department of Skill Development is ready and has the potential in both curriculum, tools, and a training center as a place to support skill training, upskill/reskill, and provide language skills development. There are also skill standard testing centers in various fields following the needs of employers.
“The Hong Kong Employers’ Confederation’s visit to Thailand and this visit to enhance the skills of Thai workers is a good sign that the Government and the Ministry of Labour have strengthened their cooperation with Hong Kong. This is a good opportunity for Thailand to show its potential and readiness to train and upgrade Thai workers’ skills before being sent to work in Hong Kong, as required by employers so that Thai people have more opportunities to work in Hong Kong. The effort provides the people with jobs and opportunities to develop their skills and bring income back to develop the country and helps to increase competitiveness,” concluded Mr. Suchart.
The Chairman of the Employers’ Confederation of Hong Kong, Mr. Alkin-Cheng Wai Gong, said that today, his delegation traveled to observe the training courses for improving labour skills. He was very satisfied and commended the preparations of the courses, places, tools, and potential Thai personnel, especially Thai workers with outstanding skills. The Employers’ Confederation of Hong Kong needs workers in many fields, such as elderly caregivers, including various fields of technicians, as Hong Kong is now entering an aging society like other countries and is expanding production bases in many industries. Therefore, Thai workers are one of the targets that Hong Kong employers want. He expressed confidence that the outcome of today’s negotiations would benefit both parties. Such characteristics are a win-win situation for both, providing more Thai workers to work in Hong Kong. At the same time, it will benefit Hong Kong companies that can employ them to grow their business and promote the economies of both countries.
