วันที่ 10 มีนาคม 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้ นายสุรชัย ชัยตระกูลทอง ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน เป็นประธานในพิธีมอบวุฒิบัตรให้แก่ผู้ผ่านการฝึกอบรมโครงการพัฒนาทักษะเฉพาะของแรงงานอิสระยุค 4.0 (Gig Worker) หลักสูตรการฝึกยกระดับฝีมือ สาขาการประกอบขนมอบ โดยมี นายสุทธิ สุโกศล ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายเอกชัย เลิศวิบูลย์ลักษณ์ รองผู้ว่าราชการจังหวัดสงขลา ผู้บริหารระดับสูงกระทรวงแรงงาน หัวหน้าส่วนราชการหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดสงขลา ผู้บริหารองค์การบริหารส่วนตำบลพะตง ร่วมให้การต้อนรับ นายพิเชษฐ์ ทองพันธ์ รองอธิบดีกรมพัฒนาฝีมือแรงงาน กล่าวรายงานวัตถุประสงค์การจัดงาน ณ หอประชุมโรงเรียนวัดควนเนียง ตำบลพะตง อำเภอหาดใหญ่ จังหวัดสงขลา
นายสุรชัย กล่าวว่า รัฐบาลภายใต้การนำของ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม ได้ให้ความสำคัญกับการส่งเสริมการประกอบอาชีพให้แก่ประชาชนในพื้นที่ต่างๆ เพื่อสนับสนุนให้เกิดการจ้างงาน ประชาชนมีทักษะฝีมือ มีงานทำ มีอาชีพและรายได้ที่มั่นคง กระทรวงแรงงาน โดยท่านสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน จึงได้ให้กรมพัฒนาฝีมือแรงงาน ดำเนินการฝึกอาชีพให้แก่กลุ่มเป้าหมายซึ่งเป็นแรงงานนอกระบบหรือผู้ประกอบอาชีพอิสระที่ได้ลงทะเบียนถือบัตรสวัสดิการแห่งรัฐ หรือที่ชาวบ้านเรียกว่า “บัตรลุงตู่” เพื่อฝึกอาชีพยกระดับทักษะฝีมือแรงงาน ให้มีมาตรฐาน และมอบเครื่องมือทำกินให้หลังฝึกจบ เพื่อให้สามารถนำไปประกอบอาชีพ มีรายได้ เลี้ยงดูตนเองและครอบครัวได้มากขึ้น เพื่อยกระดับคุณภาพชีวิตของประชาชนให้มีความเป็นอยู่ที่ดีขึ้น ในวันนี้ รมว.แรงงาน จึงได้มอบหมายให้ผมลงพื้นที่มามอบวุฒิบัตรพบปะให้กำลังใจแก่ผู้ผ่านการฝึกอบรมโครงการพัฒนาทักษะเฉพาะของแรงงานอิสระ ที่อำเภอหาดใหญ่ จังหวัดสงขลา ซึ่งผู้ประกอบ“อาชีพอิสระ” หรือ “แรงงานนอกระบบ” หรือเรียกว่า Gig Worker คือ คนที่ทำงานในรูปแบบงานชั่วคราว งานที่รับจ้างเป็นระยะเวลาสั้นจบเป็นครั้งๆ ไป ไม่ยึดติดกับที่ใดที่หนึ่ง เช่น งานพาร์ทไทม์ งานฟรีแลนซ์ ซึ่งแรงงานเหล่านี้ยังขาดการพัฒนาทักษะในการประกอบอาชีพ จำเป็นต้องได้รับการยกระดับ ทักษะฝีมือ เพื่อเพิ่มความรู้ ความสามารถ มีงาน มีรายได้เพิ่มขึ้นอย่างมั่นคง และยั่งยืน
นายสุรชัย กล่าวต่อว่า สำหรับโครงการพัฒนาทักษะเฉพาะของแรงงานอิสระ 4.0 (Gig Worker)
ที่จังหวัดสงขลา จัดขึ้นโดยสถาบันพัฒนาฝีมือแรงงาน 12 สงขลา กรมพัฒนาฝีมือแรงงาน มีวัตถุประสงค์เพื่อพัฒนาแรงงานที่มีทักษะพื้นฐานให้เป็นแรงงานที่มีฝีมือสอดคล้องกับมาตรฐานอาชีพ/มาตรฐานฝีมือ เพื่อจัดหาและสนับสนุนเครื่องมือพื้นฐานชุดการฝึก ชุดเครื่องมือทำมาหากิน ให้แก่ผู้ผ่านการฝึกอบรม เพื่อสร้างโอกาสในการประกอบอาชีพให้กับแรงงานนอกระบบ และผู้ประกอบอาชีพอิสระ มีเป้าหมายดำเนินการ 600 คน รวม 30 รุ่น ระยะเวลาการฝึกหลักสูตรละ 30 ชั่วโมง อาทิ หลักสูตรการประกอบอาหารไทย การประกอบอาหารฮาลาล การประกอบขนมอบ การบำรุงรักษาเครื่องจักรกลทางการเกษตร เป็นต้น
“โครงการนี้มีเป้าหมายดำเนินการฝึกอาชีพให้กับผู้ที่มีบัตรสวัสดิการแห่งรัฐ ไม่น้อยกว่า 30,000 คน ซึ่งจะช่วยสร้างงาน สร้างรายได้ มีทักษะอาชีพพื้นฐานให้ได้รับการช่วยเหลือ เป็นการแก้ไขปัญหาความยากจน มุ่งเน้นการสร้างโอกาสในการประกอบอาชีพ ที่มีผลิตภาพและ รายได้สูงขึ้น ผ่านการพัฒนาทักษะแรงงาน ตามบริบทของพื้นที่ และทิศทางการพัฒนาประเทศ ตลอดจนสนับสนุนการเข้าถึงแหล่งเงินทุนและทรัพยากรที่จำเป็นในการประกอบอาชีพ พร้อมทั้งการให้คำแนะนำด้านการประกอบอาชีพอีกด้วย” นายสุรชัย กล่าวทิ้งท้าย

The Deputy Director-General of the Department of Skill Development, Mr. Pichet Thongphan, reported on the event’s objectives. The occasion took place at the auditorium of Wat Khuan Niang School, Patong Subdistrict, Hat Yai District, Songkhla Province.
Mr. Surachai said that the government, under the leadership of the Prime Minister and Minister of Defence, General Prayuth Chan-ocha, gives importance to the promotion of occupations for people in various areas to support employment, professional skills, careers, and a stable income. Therefore, the Ministry of Labour by the Labour Minister Mr. Suchart Chomklin has assigned the Department of Skills Development to conduct vocational training for target groups who are informal workers or self-employed who have registered to hold the state welfare card, or as the villagers call it, the “Uncle Tu Card” for vocational training to raise labour skills to meet standards. They also gave out tools after finishing the training to enable participants to make a career, have an income, support themselves and their families more, to improve the quality of life of the people to have a better living. Today, the Labour Minister assigned him to visit the area to give certificates and to meet and encourage those who passed the specific skill development project for independent workers in Hat Yai District, Songkhla Province. Those who are “self-employed” or “informal workers,” also known as gig workers, are people who work in the form of temporary jobs, or jobs that they are hired in for a short period and are not tied to one place, such as part-time jobs and freelance jobs, where these workers still lack professional skills development. It is necessary to upgrade skills to increase their knowledge and competence, to have a job, and earn an income steadily and sustainably.
Mr. Surachai continued that the training program for developing specific skills for gig workers in the 4.0 era in Songkhla Province was organized by Songkhla Skill Development Institute 12 under the Department of Skill Development. The objective is to develop basic skilled workers into skilled workers, in line with occupational standards/skill standards, and to provide a foundational tool to those who have passed the training to create career opportunities for informal and self-employed workers. There is a target of 600 people, comprising 30 classes. The training period is 30 hours per course. Programs include Thai cooking courses, Halal food preparation, making baked goods, and maintenance of agricultural machinery, for example.
“This project aims to provide vocational training for at least 30,000 people with state welfare cards, which will help create jobs, generate income, and provide basic vocational skills as a supporting solution to poverty. It focuses on creating career opportunities with productivity and higher income through skill development following the context of the area and the direction of the country’s development. It also supports access to funding sources and resources necessary for a career and providing career advice,” concluded Mr. Surachai.
