วันที่ 17 กรกฎาคม 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงข้อห่วงใยไปยังคนไทยและแรงงานไทยที่พำนักในเกาหลีใต้จากเหตุอุทกภัยและแผ่นดินถล่มในหลายพื้นที่ของสาธารณรัฐเกาหลี เนื่องจากฝนตกหนักนานหลายวัน เบื้องต้นมีผู้เสียชีวิตอย่างน้อย 49 ราย และผู้คนต้องอพยพออกจากที่พำนักกว่าพันคนว่า ทันทีทีทราบข่าว ท่านนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม พล.อ.ประยุทธ์ จันทร์โอชา มีความห่วงใยต่อสถานการณ์ดังกล่าวเป็นอย่างมากและกำชับให้หน่วยงานที่เกี่ยวข้องเร่งติดตามสถานการณ์เพื่อประสานความช่วยเหลืออย่างใกล้ชิด ในส่วนของกระทรวงแรงงาน ผมได้สั่งการให้ทูตแรงงานที่เกาหลีใต้ประสานสถานเอกอัครราชทูต ณ กรุงโซลอย่างใกล้ชิด เพื่อแจ้งเตือนแรงงานไทยที่ทำงานอยู่ในเกาหลีใต้
นายสุชาติ กล่าวต่อว่า ล่าสุดผมได้รับรายงานจาก นายนิธิพัฒน์ วัฒนสุวกุล อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ประจำสถานเอกอัครราชทูต ณ กรุงโซล ว่า ขณะนี้มีหญิงไทยเสียชีวิตแล้ว 1 ราย เนื่องจากน้ำป่าไหลหลากที่บ้านพักที่ อ.มุนกยอง ในจังหวัดคยองซังเหนือ ทราบชื่อคือ น.ส.พชรมน รัตน์กระโทก อายุ 33 ปี มีภูมิลำเนาอยู่ที่จังหวัดนครราชสีมา ซึ่งสถานเอกอัครราชทูต ณ กรุงโซล ได้ติดต่อกับสามีชาวไทยที่พำนักอยู่ด้วยกันในสาธารณรัฐเกาหลีแล้ว ขณะนี้ได้เก็บศพไว้ที่เก็บศพมุนกยอง รวมทั้งเจ้าหน้าที่ตำรวจได้สอบปากคำเรียบร้อยแล้ว รอเพียงเอกสารการเสียชีวิตจากโรงพยาบาล โดยทางสถานทูตฯ ได้ประสานครอบครัวที่ไทยเพื่อขอรับใบมอบอำนาจในการจัดการศพแล้ว ทั้งนี้ จากการตรวจสอบข้อมูลของกรมการจัดหางาน พบว่า น.ส.พชรมน ได้เดินทางโดยใช้วีซ่านักท่องเที่ยวพร้อมสามีไปทำงานในเกาหลีใต้ เกือบ 3 ปีแล้ว โดยไม่ได้แจ้งการไปทำงานผ่านกรมการจัดหางานและไม่ได้เป็นสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ และจากการตรวจสอบของสำนักงานประกันสังคม พบว่า น.ส.พชรมน เคยเป็นผู้ประกันตนมาตรา 33 เมื่อปี 2552 และปี 2555 มีเงินสะสมชราภาพอยู่จำนวน 320.40 บาท
“ขอให้พี่น้องแรงงานไทยที่เดินทางไปทำงานในเกาหลีใต้ระมัดระวังตัวจากเหตุการณ์ดินถล่ม น้ำท่วมฉับพลันในหลายพื้นที่ในระยะนี้ และขอให้ติดตามข้อมูลข่าวสารจากสถานเอกอัครราชทูต ณ กรุงโซล อย่างใกล้ชิด รวมทั้งฝากถึงพี่น้องแรงงานไทยที่ต้องการไปทำงานต่างประเทศ ขอให้ไปทำงานด้วยวิธีที่ถูกกฎหมาย และสมัครเป็นสมาชิกเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ หากประสบอันตราย เสียชีวิต พิการ ทุพพลภาพ หรือประสบปัญหาในต่างประเทศ อาทิเช่น ภัยธรรมชาติหรือภัยสงครามก็จะได้รับสิทธิประโยชน์การคุ้มครองจากกองทุนดังกล่าว” นายสุชาติ กล่าวท้ายสุด
ด้าน นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน กล่าวว่า ในส่วนของการดำเนินการของกระทรวงแรงงานที่ประเทศไทย ในวันนี้ผมได้สั่งการให้หน่วยงานในสังกัดกระทรวงแรงงานจังหวัดนครราชสีมา ซึ่งเป็นพื้นที่ที่เป็นภูมิลำเนาของแรงงานไทยรายดังกล่าว ลงพื้นที่เยี่ยมบ้านของ น.ส.พชรมน เพื่อแจ้งข้อมูลขั้นตอนความช่วยเหลือให้ญาติทราบเกี่ยวกับการจัดการศพซึ่งเป็นขั้นตอนของสถานทูตที่เกาหลี พร้อมกับให้กำลังใจญาติ และแจ้งสิทธิประโยชน์เนื่องจากผู้เสียชีวิตเคยเป็นผู้ประกันตนมาตรา 33 และมีเงินสะสมชราภาพอยู่จำนวนหนึ่ง ซึ่งจะได้มอบสิทธิประโยชน์ดังกล่าวให้แก่ทายาทโดยชอบธรรมตามกฎหมายต่อไป
ทั้งนี้ สถานเอกอัครราชทูต ณ กรุงโซล ได้ออกประกาศแจ้งเตือนกรณีเกิดเหตุการณ์ฝนตกหนักและเกิดอุทกภัยในหลายพื้นที่ในสาธารณรัฐเกาหลี ในปัจจุบันและในอีก 1-2 สัปดาห์ข้างหน้าอาจจะมีฝนตกหนักในหลายพื้นที่ในสาธารณรัฐเกาหลีเป็นเหตุให้มีอุทกภัยในหลายพื้นที่ หากคนไทยประสงค์ขอรับความช่วยเหลือจากสถานเอกอัครราชทูต ณ กรุงโซล สามารถติดต่อได้ที่เบอร์ฉุกเฉินของสถานทูตฯ ที่เบอร์ +8210-6747-0095 และ +8210-3099-2955
On July 17, 2023, the Labour Minister, Mr. Suchart Chomklin, expressed concern for Thai people and workers residing in South Korea due to the flooding and landslides in many parts of the country from heavy rainfall that continued over several days. The situation caused at least 49 deaths, and over one thousand people had to be evacuated. As soon as they heard the news, the Prime Minister and Minister of Defense General Prayuthh Chan-ocha were deeply concerned about the situation and urged relevant agencies to quickly monitor and closely coordinate assistance. On the Ministry of Labour’s part, the Labour Minister instructed the Labour Ambassador in South Korea to closely coordinate with the Embassy in Seoul to alert Thai workers working in South Korea.
Mr. Suchart continued that he received a report from the Minister Counselor (on Labour) at the Royal Thai Embassy in Seoul, Mr. Nithipat Watanasuwakul. One Thai woman died from flash floods at her home in Mungyong District in North Gyeongsang Province. Her name is Ms. Phachamon Ratkratok, 33, a resident of Nakhon Ratchasima Province. The Royal Thai Embassy in Seoul has contacted her Thai husband living together in South Korea. The body is being kept at the Mungyong morgue. Police officers have already conducted their investigation, and the process is now awaiting the death certificate from the hospital. The Embassy has coordinated with the family in Thailand to obtain a power of attorney for funeral arrangements. According to the Department of Employment’s data, Ms. Phachamon had traveled on a tourist visa with her husband to work in South Korea for almost three years without informing the Department of Employment. She is also not a fund member to help job seekers working abroad. The Social Security Office’s data showed that Ms. Phachamon was insured under Section 33 in 2009 and 2012, with an old-age savings amount of 320.40 Baht.
“I hope Thai workers in South Korea will be careful of the landslides and flash floods in many areas during this period, and ask them to closely follow the news from the Royal Thai Embassy in Seoul. I ask that Thai workers who want to work abroad follow the correct process and apply to the fund for job seekers to work abroad. If they face dangers, death, disabilities, or experience problems abroad such as natural disasters or war, they will receive the protection benefits from the said fund,” concluded Mr. Suchart.
The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, said that on the Ministry of Labour’s part in Thailand, today he instructed agencies under the Ministry of Labour Nakhon Ratchasima Province, the resident province of the Thai worker, to visit Ms. Phachamon’s house to inform the relatives about the assistance with the funeral process, which is currently with the Embassy in South Korea. They offered support to the relatives and notified the entitled benefits as the deceased was insured under Section 33 and had a certain amount of old-age savings. The benefits will be transferred to the legitimate beneficiaries in the future.
The Royal Thai Embassy in Seoul has issued a warning in case of heavy rain and flooding in many areas in South Korea. For now and in the next 1-2 weeks, there may be heavy rain in many areas causing flooding.
