วันที่ 26 มีนาคม 2567 นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน เปิดเผยภายหลังการเป็นประธานการประชุมคณะกรรมการค่าจ้าง ชุดที่ 22 ครั้งที่ 3/2567 เพื่อพิจารณาการกำหนดอัตราค่าจ้างขั้นต่ำในภาคอุตสาหกรรมการท่องเที่ยว การบริการโรงแรมและที่พัก ในพื้นที่ 10 จังหวัดว่า คณะกรรมการค่าจ้างชุดที่ 22 ได้มีมติเป็นเอกฉันท์ในการประชุมครั้งที่ 3/2567 ในวันนี้ (26 มี.ค.67) เห็นชอบการกำหนดอัตราค่าจ้างขั้นต่ำประเภทกิจการโรงแรม เพื่อใช้สำหรับนายจ้างและลูกจ้างที่ทำงานในสถานประกอบการประเภทกิจการโรงแรมระดับ 4 ดาวขึ้นไป และมีลูกจ้างตั้งแต่ 50 คนขึ้นไป โดยให้ปรับอัตราค่าจ้างขั้นต่ำเป็นเงินวันละ 400 บาท และให้มีผลบังคับใช้ตั้งแต่วันที่ 13 เมษายน 2567 นำร่องในเขตพื้นที่จังหวัด 10 จังหวัด ได้แก่ 1) กรุงเทพมหานคร เฉพาะเขตปทุมวัน และเขตวัฒนา 2) จังหวัดกระบี่ เฉพาะเขตองค์การบริหารส่วนตำบลอ่าวนาง 3) จังหวัดชลบุรี เฉพาะเขตเมืองพัทยา 4) จังหวัดเชียงใหม่เฉพาะเขตเทศบาลนครเชียงใหม่ 5) จังหวัดประจวบคีรีขันธ์ เฉพาะเขตเทศบาลหัวหิน 6) จังหวัดพังงา เฉพาะเขตเทศบาลตำบลคึกคัก 7) จังหวัดภูเก็ต 8) จังหวัด ระยอง เฉพาะเขตตำบลบ้านเพ 9) จังหวัด สงขลา เฉพาะเขตเทศบาลนครหาดใหญ่ และ 10) จังหวัดสุราษฎร์ธานี เฉพาะเขตอำเภอเกาะสมุย
นายไพโรจน์ กล่าวต่อว่า เนื่องจากอุตสาหกรรมการท่องเที่ยวเป็นอุตสาหกรรมที่มีความสำคัญต่อเศรษฐกิจโดยรวมของประเทศ ขณะที่ธุรกิจการให้บริการที่พักแรมมีการขยายตัวสูงอย่างต่อเนื่อง และ 10 พื้นที่/จังหวัดดังกล่าวเป็นพื้นที่จังหวัดที่มีรายได้จากการท่องเที่ยวสูง คณะกรรมการค่าจ้างฯ จึงได้กำหนดอัตราค่าจ้างขั้นต่ำประเภทกิจการโรงแรมครั้งนี้ เพื่อขับเคลื่อนเศรษฐกิจในอุตสาหกรรมการท่องเที่ยว ซึ่งเป็นอุตสาหกรรมที่มีความสำคัญต่อเศรษฐกิจโดยรวมของประเทศ
“การประชุมไตรภาคีในวันนี้ทุกฝ่ายมีมติเป็นเอกฉันท์ ซึ่งเราจะนำร่องก่อน อย่างน้อยเราจะมองค่าแรงในมิติเดิมๆ ไม่ได้แล้ว เราต้องมีมิติพิจารณาในประเภทกิจการเป็นรายจังหวัดก่อน หลังจากนี้ทางไตรภาคีจะพิจารณาอัตราค่าจ้างในประเภทกิจการอื่นๆ ต่อไป เพื่อให้เหมาะสมกับสภาพเศรษฐกิจและการจ้างงานด้วย”นายไพโรจน์ กล่าว
ทั้งนี้ คณะกรรมการค่าจ้างฯ ได้กำหนดอัตราค่าจ้างขั้นต่ำประเภทกิจการโรงแรม โดยพิจารณาบนพื้นฐานของความเสมอภาค และรับฟังความคิดเห็นของทุกฝ่าย เพื่อให้นายจ้าง/ลูกจ้าง สามารถประกอบธุรกิจและดำรงชีวิตอยู่ได้อย่างเป็นสุข ซึ่งคณะกรรมการค่าจ้างจะได้มีการติดตามผลกระทบที่เกิดจากการปรับอัตราค่าจ้างขั้นต่ำประเภทกิจการโรงแรม เพื่อนำไปสู่การพิจารณากำหนดอัตราค่าจ้างขั้นต่ำของคณะกรรมการค่าจ้างด้วยความรอบคอบต่อไป โดยจากนี้สำนักงานคณะกรรมการค่าจ้างจะเสนอเรื่องไปยังที่ประชุมคณะรัฐมนตรีในวันที่ 2 เมษายนนี้ เพื่อให้คณะรัฐมนตรีรับทราบ ก่อนประกาศลงในราชกิจจานุเบกษาให้มีผลบังคับใช้ตั้งแต่วันที่ 13 เมษายนนี้ เพื่อเป็นของขวัญปีใหม่ไทยในช่วงเทศกาลสงกรานต์
On March 26, 2024, the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, gave a speech after chairing the 22nd Wage Committee Meeting No. 3/2024 to consider setting the minimum wage rate in the tourism industry for hotel and accommodation services in 10 provinces. He said that the 22nd Wage Committee unanimously passed a resolution in its meeting No. 3/2024 today (March 26, 2024) approving the determination of the minimum wage rate for employers and employees working in 4-star hotel businesses or higher and having 50 or more employees. The minimum wage rate will be adjusted to 400 Baht per day and will be effective from April 13, 2024, piloted in 10 provinces, including 1) Bangkok, only Pathumwan and Watthana Districts. 2) Krabi Province, only in Ao Nang Subdistrict. 3) Chonburi Province, only in the Pattaya city area. 4) Chiang Mai Province, only in the Chiang Mai municipality area. 5) Prachuap Khiri Khan Province, only in the Hua Hin Municipality. 6) Phang Nga Province is only in Khuk Khak Subdistrict Municipality. 7) Phuket Province. 8) Rayong Province, only in the Ban Phe Subdistrict Municipality. 9) Songkhla Province, only in the Hat Yai Municipality, and 10) Surat Thani Province, only in Koh Samui District.
Mr. Pairoj continued that the tourism industry is important to the country’s overall economy. Meanwhile, businesses providing accommodation services continue to expand, and the ten areas/provinces mentioned are areas with high tourism income. Therefore, the Wage Committee has set the minimum wage rate for hotel businesses to drive the tourism industry economy. This is an industry that is important to the country’s overall economy.
“In today’s trilateral meeting, all sides unanimously approved to start with a pilot first. We cannot look at wages in the same old way. We have to consider the type of business first on a province-by-province basis. After this, the tripartite will continue to consider wage rates in other types of businesses appropriate for the economic and employment conditions,” Mr. Pairoj said.
In this regard, the Wage Committee set the minimum wage rate for hotel business types, considering equality and opinions from all parties, so that employers and employees can conduct business and live happily. The Wage Committee will monitor the impact of the minimum wage rate adjustment for hotel operations. This will lead to the Wage Committee’s careful consideration of the minimum wage rate. From now on, the Wage Commission Office will present the matter to the Cabinet meeting on April 2 for the Cabinet to acknowledge before being announced in the Royal Gazette to be effective from April 13. This is a Thai New Year gift during the Songkran festival.
