วันที่ 22 กรกฎาคม 2566 เวลา 10.30 น. นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน มอบหมายให้ นายสมชาย มรกตศรีวรรณ ผู้ตรวจราชการกระทรวงแรงงาน เป็นประธานในพิธีปิดและมอบใบประกาศนียบัตรโครงการฝึกอบรมหลักสูตรการฝึกอบรมเพื่อแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์ (ฉบับปี พ.ศ. 2565) รุ่นที่ 7 เพื่อให้ผู้เข้ารับการอบรมมีความรู้ความเข้าใจเกี่ยวกับนโยบายการป้องกันและปราบปรามการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการ การให้ความช่วยเหลือผู้เสียหายจากการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการตามหลักกฎหมายและหลักสากล รวมทั้งมีคุณสมบัติตามกฎกระทรวงกำหนดคุณสมบัติผู้ซึ่งจะได้รับการแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามพระราชบัญญัติป้องกันและปราบปรามการค้ามนุษย์ พ.ศ. 2551 และที่แก้ไขเพิ่มเติม โดยมีนางสาวโสภณา บุญ–หลง ผู้อำนวยการสำนักงานเลขานุการศูนย์บัญชาการป้องกันการค้ามนุษย์ด้านแรงงาน กล่าวรายงานผลการฝึกอบรม ณ โรงแรมดิเอมเมอรัลด์ ถนนรัชดาภิเษก กรุงเทพมหานคร
นายสมชาย กล่าวว่า ตามที่ได้รับทราบการกล่าวรายงานจาก ผู้อำนวยการสำนักงานเลขานุการศูนย์บัญชาการป้องกันการค้ามนุษย์ด้านแรงงาน ถึงผลการฝึกอบรมฯ หลักสูตรการฝึกอบรมเพื่อแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์รุ่นที่ 7 ได้รับความรู้จากวิทยากรผู้มีความรู้และความเชี่ยวชาญด้านการป้องกันการค้ามนุษย์ทั้งภาครัฐและองค์กรพัฒนาเอกชน (NGO) โดยได้ทำการทดสอบทั้งทฤษฎีและปฏิบัติตามหลักสูตรที่กำหนด ซึ่งจะได้รับการแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์ต่อไป
“ผมขอให้ผู้เข้ารับการฝึกอบรมทุกท่านได้นำความรู้ความสามารถที่ได้รับจากการอบรมในครั้งนี้ รวมทั้งการใช้อำนาจหน้าที่ของพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์ในการปฏิบัติงานป้องกันและปราบปรามการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการได้อย่างมีประสิทธิภาพ” นายสมชาย กล่าวท้ายสุด
On July 22, 2023, at 10.30 hours, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, assigned the Ministry of Labour’s Inspector-General, Mr. Somchai Morakotsriwan, to preside over the closing ceremony and award certificates for completing the training on the Appointment of Competent Officials under Human Trafficking Prevention and Suppression Laws (2022 version), Class 7. The training aims to provide knowledge and understanding of policies on the prevention and suppression of human trafficking and forced labour or services, assisting victims of human trafficking and forced labour or services following legal and international principles. It also aims to ensure that trainees have the qualifications according to the Ministerial Regulations specifying the qualifications of those who will be appointed as competent officials under the Anti-Human Trafficking Act B.E. 2551 and amendments. The Director of the Office of the Secretariat of the Labour Trafficking Prevention Command Center, Ms. Sopana Boon-Long, gave a report at the Emerald Hotel, Ratchadapisek Road, Bangkok.
Mr. Somchai said that from the Director of the Office of the Secretariat of the Labour Trafficking Prevention Command Center’s report. The Appointment of Competent Officials under Human Trafficking Prevention and Suppression Laws, Class 7, provides trainees with knowledge from speakers with knowledge and expertise in human trafficking prevention, both government and non-governmental organizations (NGOs). The trainees have passed all theoretical and practical tests and will be appointed competent officials under the law to prevent and suppress human trafficking.
“I urge all trainees to bring the knowledge gained from this training, including the use of the authority of competent officials under the law on anti-trafficking in persons, to effectively and efficiently prevent and suppress human trafficking and forced labour or services,” concluded Mr. Somchai.
