วันที่ 14 กุมภาพันธ์ 2567 เวลา 10.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานในพิธีลงนามบันทึกข้อตกลงการให้บริการรับชำระเงินกองทุนประกันสังคม ผู้ประกันตนตามมาตรา 40 ผ่านระบบอิเล็กทรอนิกส์ โดยมีนายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม ร่วมลงนามบันทึกข้อตกลงกับ นายพงษ์พันธ์ จงรักษ์ รองผู้จัดการธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร พร้อมด้วยนายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายภูมิพัฒน์ เหมือนจันทร์ โฆษกกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน เรือเอก สาโรจน์ คมคาย ที่ปรึกษากฎหมาย นางนภสร ทุ่งสุกใส ที่ปรึกษาวิชาการแรงงาน นางสาวกรจิรัฏฐ์ พงจันทร์ศธร ผู้ช่วยปลัดกระทรวงแรงงาน และผู้บริหารระดับสูงของกระทรวงแรงงาน ร่วมเป็นสักขีพยานในพิธีลงนาม ณ ห้องประชุมกระทรวงแรงงาน ชั้น 5 อาคารกระทรวงแรงงาน ถนนมิตรไมตรี เขตดินแดง กรุงเทพมหานคร
นายพิพัฒน์ รมว.แรงงาน กล่าวว่า ในปี 2567 เป็นปีแห่งการขับเคลื่อนงานประกันสังคมให้เข้มแข็งเป็นที่ยอมรับ เชื่อมั่น และไว้วางใจจากผู้ประกันตน ด้วยการยกระดับความเป็นอยู่ของพี่น้องผู้ใช้แรงาน ให้มีคุณภาพชีวิตที่ดีขึ้น ซึ่งในวันนี้นับเป็นโอกาสอันดียิ่งที่สำนักงานประกันสังคมและธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร ได้ทำบันทึกข้อตกลงร่วมกันในการให้บริการรับชำระเงินสมทบกองทุนประกันสังคม ผ่านระบบอิเล็กทรอนิกส์ ซึ่งเป็นการสร้างประกันสังคมยุคใหม่ ผ่าน Best e-Service จากการนำระบบ e-Claim มาใช้ในการให้บริการเบิก-จ่ายเงิน และพัฒนาช่องทางการชำระเงินสมทบผ่าน Application BAAC Mobile อำนวยความสะดวกแก่ผู้ประกันตนมาตรา 40 เพื่อพี่น้องที่ประกอบอาชีพอิสระ พ่อค้า แม่ค้า รับจ้างทั่วไป หรือเกษตรกรที่อาศัยอยู่ในพื้นที่ห่างไกล ได้มีช่องทางในการชำระเงินที่สะดวกครอบคลุมยิ่งขึ้น เพื่อสร้างแรงจูงใจในการชำระเงินสมทบให้ผู้ประกันตนได้รับสิทธิประโยชน์ที่ครบถ้วน
ด้าน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม กล่าวว่า การจัดพิธีลงนามบันทึกข้อตกลง ระหว่างธนาคารเพื่อการเกษตรและสหกรณ์การเกษตรกับสำนักงานประกันสังคม เพื่อ Kick off การให้บริการรับชำระเงินสมทบสำหรับผู้ประกันตนตามมาตรา 40 ผ่านระบบอิเล็กทรอนิกส์ Mobile Application ธ.ก.ส. (BAAC Mobile) เพื่อให้ผู้ประกันตนสามารถชำระเงินสมทบได้ทุกที่ ทุกเวลา ตั้งแต่วันที่ 14 กุมภาพันธ์ 2567 เป็นต้นไป โดยธนาคาร เพื่อการเกษตรและสหกรณ์การเกษตร เป็นธนาคารที่ให้บริการแก่ประชาชนทุกระดับ ทุกภูมิภาค และทุกอาชีพสามารถเข้าถึงได้ทั้งในเมืองและชนบท ทั้งนี้ ยังมีบริการรับสมัครผู้ประกอบอาชีพอิสระเป็นผู้ประกันตนมาตรา 40 อีกด้วย สอบถามรายละเอียดเพิ่มเติมได้ที่สำนักงานประกันสังคมกรุงเทพมหานครพื้นที่/จังหวัด/สาขา ทั่วประเทศ หรือที่สายด่วน 1506 ให้บริการไม่เว้นวันหยุดราชการตลอด 24 ชั่วโมง
On February 14, 2024, at 10.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, presided over the signing ceremony of the Memorandum of Understanding for the provision of Social Security Fund payments for insured persons under Section 40 through the electronic system. The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, signed the Memorandum of Understanding with the Deputy Manager of the Bank for Agriculture and Agricultural Cooperatives, Mr. Phongphan Jongrak. The Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, the Secretariat to the Labour Minister, Mr. Aree Krainara, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Ministry of Labour’s Spokesperson, Mr. Phumiphat Mueanchan, the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, the Legal Advisor, Lieutenant Saroj Komkhai, the Academic Labour Advisor, Mrs. Napasorn Toongsooksai, the Assistant to the Permanent Secretary of Labour, Ms. Kornjirat Pongjansat, and the Ministry of Labour’s executives joined as witnesses of the signing ceremony at the Ministry of Labour’s meeting room, 5th floor, Ministry of Labour, Mitmaitri Road, Din Daeng District, Bangkok.
The Labour Minister, Mr. Phiphat, said that 2024 is a year of driving social security work to be accepted, trusted, and seen as dependable by insured persons. It strives to improve the living standards of workers to have a better quality of life. Today marks a great opportunity for the Social Security Office and the Bank for Agriculture and Agricultural Cooperatives to enter into a Memorandum of Understanding to jointly provide services for receiving contributions to the Social Security Fund through the electronic system. This is creating a new era of social security through e-services by using the e-claim system to provide disbursement-payment services and developing a contribution payment channel through the BAAC Mobile Application to facilitate Section 40 insured persons for self-employed workers, merchants, general contractors, or farmers living in remote areas. It provides more convenient and comprehensive payment channels to create an incentive for insured persons to pay contributions and receive complete benefits.
The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, said that the Memorandum of Understanding signing ceremony between the Bank for Agriculture and Agricultural Cooperatives and the Social Security Office kicks off the service of receiving contribution payments for insured persons under Section 40 via the BAAC Mobile application so that insured persons can make contribution payments anywhere and anytime from February 14, 2024 onwards. The Bank for Agriculture and Agricultural Cooperatives is a bank that provides services to people at all levels, all regions, and all occupations. It is accessible both in cities and rural areas. There is also a service to recruit self-employed people to become Section 40 insured persons.
