วันที่ 28 กุมภาพันธ์ 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานกล่าวเปิดตัวแผนงานระดับชาติว่าด้วยงานที่มีคุณค่าของประเทศไทย วาระปี 2566 – 2570 โดยมี คุณออคตาเวียนโต ปาซาริบู รองผู้อำนวยการ รักษาการผู้อำนวยการ สำนักงานแรงงานระหว่างประเทศประจำประเทศไทย กัมพูชา และ สปป. ลาว นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายเอกสิทธิ์ คุณานันทกุล ประธานสภาองค์การนายจ้างแห่งประเทศไทย นายมานพ เกื้อรัตน์ เลขาธิการสมาพันธ์แรงงานรัฐวิสาหกิจสัมพันธ์ ร่วมลงนามบันทึกความเข้าใจเกี่ยวกับแผนงานที่มีคุณค่าของประเทศไทยวาระปี 2566 – 2570 ในการนี้มี นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน ร่วมเป็นเกียรติ ผู้แทนองค์กรนายจ้างและลูกจ้าง ผู้แทนหน่วยงานที่เกี่ยวข้อง ร่วมให้การต้อนรับ ณ โรงแรมเดอะ สุโกศล กรุงเทพฯ
นายพิพัฒน์ กล่าวว่า ผมรู้สึกยินดีเป็นอย่างยิ่งที่ได้มาเป็นประธานกล่าวเปิดงานเปิดตัวแผนงานระดับชาติว่าด้วยงานที่มีคุณค่าของประเทศไทย หรือ Decent Work Country Programme วาระปี 2566 – 2570 ในวันนี้ เพื่อกำหนดทิศทางการดำเนินงานของ ILO และไตรภาคี ที่สอดคล้องกับสภาพเศรษฐกิจและสังคม ยุทธศาสตร์ แผนงานและนโยบายของแต่ละประเทศ โดยกำหนดแนวทางและเป้าหมายที่ชัดเจน ที่จะทำให้สามารถบรรลุเป้าหมายในประเด็นที่ไตรภาคีให้ความสำคัญสูงสุด แผนงาน Decent Work ฉบับนี้ถือเป็นแผนงานฯ ฉบับที่ 2 ของประเทศไทย หลังจากแผนงานฯ ฉบับที่ 1 วาระปี 2562 – 2565 ประสบความสำเร็จเป็นอย่างมากในการแก้ไขปัญหาของแรงงานของประเทศไทยมาแล้ว โดยแผนงานฉบับใหม่นี้ ได้กำหนดประเด็นความสำคัญ 3 ประการ คือ อนาคต เข้าถึง และเชื่อมต่อ ได้แก่ 1) อนาคต คือ การพัฒนาทักษะฝีมือตลาดแรงงานไทยให้ทันต่อตลาดและอุตสาหกรรมของโลกที่เปลี่ยนแปลงในอนาคต 2) เข้าถึง คือ เสริมสร้างระบบประกันสังคม ให้สิทธิคุ้มครองในทุกกลุ่ม สร้างความมั่นคงให้แรงงานนอกระบบ กลุ่มเปราะบาง โดยสร้างโอกาสที่เท่าเทียม และ 3) เชื่อมต่อ คือ พัฒนาฐานข้อมูล Big Data ระหว่างหน่วยงาน การเสริมความแข็งแกร่งในการจัดการข้อมูล ยกระดับการสื่อสารเชื่อมต่อในทุกด้าน ระหว่างหน่วยงานและสาธารณชน
นายพิพัฒน์ กล่าวต่อว่า รัฐบาลไทยและกระทรวงแรงงานมีการดำเนินการที่สอดคล้องและสนับสนุนแผนงานระดับชาติว่าด้วยงานที่มีคุณค่า ภายใต้นโยบาย “ทักษะดี มีงานทำ ประกันสังคมเด่น เน้นขับเคลื่อนเศรษฐกิจ” เข้าถึงการคุ้มครองทางสังคม พัฒนาทักษะฝีมือในทุกระดับอย่างมีมาตรฐาน สร้างโอกาสอาชีพในทุกช่วงวัย ดูแลสวัสดิการ และรายได้ที่มั่นคง แก่แรงงานทุกกลุ่ม โดยมีเป้าหมายในการขจัดความเหลื่อมล้ำในสังคม และยกระดับคุณภาพชีวิตของแรงงานไทย ผมในฐานะที่ได้รับมอบหมายจากท่านนายกรัฐมนตรีเศรษฐา ทวีสิน ให้ดำรงตำแหน่งรัฐมนตรีว่าการกระทรวงแรงงาน รู้สึกยินดีเป็นอย่างยิ่งที่ได้ร่วมเป็นสักขีพยานการลงนามบันทึกความเข้าใจเกี่ยวกับแผนงานระดับชาติว่าด้วยงานที่มีคุณค่าของประเทศไทย วาระปี 2566 – 2570 ในความมุ่งมั่นของทั้ง 4 ฝ่าย ได้แก่ รัฐบาล นายจ้าง ลูกจ้าง และ ILO ที่จะร่วมมือกันดำเนินการตามแผนงาน Decent Work จะเป็นอีกก้าวหนึ่งที่สำคัญในการบรรลุเป้าหมายการพัฒนาที่ยั่งยืนของสหประชาชาติ
“แผนงาน Decent Work จะไม่สามารถสำเร็จได้ด้วยการดำเนินงานของกระทรวงแรงงานเพียงอย่างเดียว แต่จำเป็นต้องได้รับความร่วมมือจากทุกภาคส่วน ทั้งหน่วยงานภาครัฐในทุกระดับ องค์กรนายจ้าง องค์กรลูกจ้าง ILO และองค์กรระหว่างประเทศอื่นๆ รวมถึงองค์กรภาคประชาสังคม ด้วยความร่วมมือ ร่วมแรง ร่วมใจจากทุกท่าน ผมมั่นใจเป็นอย่างยิ่งว่า ประเทศไทยจะสามารถดำเนินงานตามกรอบบันทึกความเข้าใจได้สำเร็จตามวัตถุประสงค์ที่ตั้งไว้ทุกประการ นอกจากนี้ แผนงานดังกล่าวยังให้ความสำคัญในการสร้างงานที่เป็นมิตรกับสิ่งแวดล้อม (Green Jobs) เพื่อส่งเสริมการพัฒนาอย่างยั่งยืนในหลายๆ ภาคธุรกิจ เช่น การท่องเที่ยว และเกษตรกรรม ตลอดจนส่งเสริมการเข้าถึงเทคโนโลยีดิจิทัลและการพัฒนาทักษะที่จะนำไปสู่ความเสมอภาคและเท่าเทียมกัน” นายพิพัฒน์ กล่าว
On February 28, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, chaired the launch of Thailand’s Decent Work Country Programme, Agenda for 2023 – 2027. The Deputy Director and Officer-in-Charge of the ILO Country Office for Thailand, Cambodia, and Laos, Mr Oktavianto Pasaribu, the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, Chairman of the Employers’ Organization Council of Thailand, Mr. Ekkasit Kunanantakul, the Secretary General of the State Enterprise Labour Relations Confederation, Mr. Manop Kuerat, joined in signing the Memorandum of Understanding regarding Thailand’s Decent Work Country Programme, Agenda for 2023 – 2027. The Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, and the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, joined the event. Representatives of employer and employee organizations and relevant agencies also joined in the welcome at The Sukosol Hotel, Bangkok.
Mr. Phiphat said that he was pleased to chair the opening ceremony of Thailand’s Decent Work Country Programme, Agenda for 2023 – 2027, which has the objective of setting the direction for the work of the ILO and trilateral, consistent with the economic and social conditions, strategies, plans and policies of each country. It sets clear guidelines and goals that will enable parties to achieve their goals on topics that are of the utmost importance to the tripartite. This Decent Work plan is Thailand’s second, after the first work plan for 2019 – 2022. The previous plan was successful in solving Thailand’s labour issues. This new plan defines three important issues: the future, access, and connection. This includes 1) The future, that is the development of skills in the Thai labour market to keep up with the world’s changing markets and industries in the future. 2) Access, which is the strengthening of the social security system to provide protection for all groups and create stability for workers outside the system and vulnerable groups by creating equal opportunities, and 3) Connection, namely developing Big Data databases between agencies to strengthen data management capabilities, raising the level of communication and connectivity in every aspect between agencies and the public.
Mr. Phiphat continued that the actions taken by the Thai government and the Ministry of Labour are consistent and support the national plan for decent work under the policy of “good skills, employment, and outstanding social security, focusing on driving the economy,” It aims to enhance access to social protection, develop skills at all levels with standards, create career opportunities for all age, ensure welfare and stable income to all groups of workers, with the goal of eliminating inequality in society and improving the quality of life of Thai workers. He said that in his capacity as assigned by Prime Minister Srettha Thavisin, he holds the position of Labour Minister. He said that it is a great pleasure to witness the signing of the Memorandum of Understanding on Thailand’s Decent Work Country Programme, Agenda for 2023 – 2027, with the commitment of all four parties: the government, employers, employees, and the ILO. The four parties will work together to implement the Decent Work plan, which will be another important step in achieving the United Nations Sustainable Development Goals.
“The Decent Work plan cannot be achieved through the work of the Ministry of Labour alone. The efforts require cooperation from all sectors, including government agencies at all levels, employer organizations, workers’ organizations, the ILO, and other international organizations, including civil society organizations. With cooperation, strength, and unity from all, I am very confident that Thailand will be able to successfully operate according to the Memorandum of Understanding and according to all the objectives set. In addition, the plan emphasizes the importance of creating jobs that are environmentally friendly (Green Jobs) to promote sustainable development in many areas and business sectors, such as tourism and agriculture, as well as promoting access to digital technology and skills development that will lead to equity and equality,” Mr. Phiphat said.
