วันที่ 22 มกราคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน และคณะลงพื้นที่จังหวัดพังงา เยี่ยมชมและให้กำลังใจผู้เข้ารับการฝึกอบรมในหลักสูตรแม่บ้านมืออาชีพ นวดไทยเพื่อสุขภาพและช่างไฟฟ้าภายในอาคาร โดยมี นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายภูมิพัฒน์ เหมือนจันทร์ โฆษกกระทรวงแรงงาน (ฝ่ายการเมือง) นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน นายนันทชัย ปัญญาสุรฤทธิ์ ผู้ตรวจราชการกระทรวงแรงงาน ผู้บริหารระดับสูงของกระทรวงแรงงาน หัวหน้าส่วนราชการสังกัดกระทรวงแรงงานจังหวัดพังงา พร้อมคณะเจ้าหน้าที่ ให้การต้อนรับ ณ ศูนย์ฝึกอบรมอุตสาหกรรมท่องเที่ยวอันดามัน อำเภอตะกั่วป่า จังหวัดพังงา
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า การลงพื้นที่ในวันนี้ต้องการมาเยี่ยมชมการดำเนินงานของศูนย์ฝึกอบรมอุตสาหกรรมท่องเที่ยวอันดามัน ซึ่งเป็นหน่วยงานของกระทรวงแรงงาน และเป็นศูนย์รวมที่ให้บริการแก่แรงงานในพื้นที่อำเภอตะกั่วป่าและพื้นที่ใกล้เคียงอย่างครบวงจร เพื่อรองรับการท่องเที่ยวอันดามัน ซึ่งศูนย์ฝึกอบรมแห่งนี้มีหน่วยงานของกระทรวงแรงงานร่วมกันดำเนินงาน ได้แก่ สำนักงานแรงงานจังหวัดพังงา สำนักงานพัฒนาฝีมือแรงงานพังงา สำนักงานจัดหางานจังหวัดพังงา สำนักงานประกันสังคมจังหวัดพังงา และสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดพังงา เป็น “ศูนย์บริการร่วมกระทรวงแรงงาน จังหวัดพังงา” เพื่อให้บริการประชาชนในด้านต่าง ๆ อาทิ การรับสมัครฝึกอบรม การสมัครงาน การขึ้นทะเบียนว่างงาน การสมัครและชำระเงินสมทบกองทุนประกันสังคม การปรึกษาข้อกฎหมายด้านแรงงาน เรียกได้ว่า เป็นศูนย์ One Stop Service ของอำเภอตะกั่วป่า และอำเภอใกล้เคียงได้มาใช้บริการ
นายพิพัฒน์ กล่าวต่อไปว่า มีโอกาสเยี่ยมชมการฝึกหลักสูตรแม่บ้านมืออาชีพ ซึ่งผู้เข้าฝึกอบรมเป็นคนพิการ และผู้ดูแลคนพิการ ที่สามารถไปประกอบอาชีพในด้านนี้ได้ อีกสาขาที่ศูนย์แห่งนี้จัดอบรมเพื่อรองรับการท่องเที่ยวในเขตอันดามันคือ นวดไทยเพื่อสุขภาพ เป็นหลักสูตรที่มีการฝึกอย่างต่อเนื่อง เพราะผู้ประกอบการมีความต้องการพนักงานนวดไทยเป็นจำนวนมาก รองรับการพัฒนากลุ่มจังหวัดสามเหลี่ยมเศรษฐกิจภูเก็ต พังงา ให้เป็นเมืองแห่งสปา สุดท้ายหลักสูตรสาขาช่างไฟฟ้าภายในอาคาร เกิดจากการขยายตัวของที่พักแรมสำหรับนักท่องเที่ยวมีเพิ่มขึ้น การติดตั้งและเดินระบบไฟฟ้าแสงสว่างจึงเพิ่มขึ้น ซึ่งช่างไฟฟ้าเป็นอาชีพเฉพาะที่มีกฎหมายบังคับให้ต้องใช้ช่างที่มีใบรับรองความรู้จะกเท่านั้น จึงควรได้รับการพัฒนาทักษะและเข้าสู่กระบวนการทดสอบมาตรฐานฝีมือแรงงานจากกรมพัฒนาฝีมือแรงงาน
นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน กล่าวเพิ่มเติมว่า เนื่องจากในโซนภาคใต้ฝั่งอันดามัน เป็นจังหวัดท่องเที่ยวที่มีผู้ประกอบธุรกิจการโรงแรมและการท่องเที่ยวเป็นจำนวนมาก ทั้ง 3 หลักสูตรที่สำนักงานพัฒนาฝีมือแรงงานพังงา จัดอบรมให้ความรู้แก่แรงงานในพื้นที่จึงสามารถผลิตแรงงานป้อนภาคธุรกิจท่องเที่ยวและบริการในเขตอันดามันได้จริง ในสาขาที่มีทักษะสูง เป็นการพัฒนาศักยภาพแรงงาน ผู้ประกอบการที่เกี่ยวเนื่องกับการท่องเที่ยว ใน 5 ธุรกิจ ประกอบด้วย ธุรกิจเรือสำราญและท่าเรือ ธุรกิจท่องเที่ยวเชิงสุขภาพและเชิงการแพทย์ ธุรกิจพัฒนาแหล่งท่องเที่ยว ธุรกิจเทคโนโลยีเพื่อการท่องเที่ยว และธุรกิจท่องเที่ยวกลุ่ม MICE ในส่วนของสำนักงานพัฒนาฝีมือแรงงานพังงานั้น ปี 2567 มีเป้าหมายจัดฝึกอบรมทั้งหมด 2,520 คน สำหรับการฝึกนวดไทยเพื่อสุขภาพ มีผู้เข้าฝึกจำนวน 20 คน มีสถานประกอบกิจการรับเข้าทำงาน 100%
“การดำเนินงานดังกล่าว สอดรับกับนโยบายของรัฐที่มุ่งเน้นให้แรงงานมีทักษะและมีงานทำ ซึ่งเป็นไปตามนโยบายของรัฐมนตรีว่าการกระทรวงแรงงานที่ให้ไว้กับกรมพัฒนาฝีมือแรงงาน” นางสาวบุปผา กล่าวทิ้งท้าย
On January 22, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, and the delegation visited Phang Nga Province to meet and encourage trainees in the professional housekeeping course, Thai massage for health, and building electricians. From the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Ministry of Labour’s Spokesperson (on Politics), Mr. Phumiphat Mueanchan, the Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, the Department of Skill Development’s Director- General, Ms. Bubpha Rueangsud, the Ministry of Labour’s Inspector-General, Mr. Nantachai Panyasurarit, the Ministry of Labour’s executives, heads of government agencies under the Ministry of Labour in Phang Nga Province and officials gave a welcome at the Andaman Tourism Industry Training Center, Takua Pa District, Phang Nga Province.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that today’s visit was to see the operations of the Andaman Tourism Industry Training Center, which is an agency under the Ministry of Labour. It is a center that provides comprehensive services to workers in Takua Pa District and nearby areas to support Andaman tourism. This training center is jointly operated by agencies of the Ministry of Labour, including the Phang Nga Provincial Labour Office, the Phang Nga Skill Development Office, the Phang Nga Provincial Employment Office, the Phang Nga Provincial Social Security Office, and the Phang Nga Provincial Labour Protection and Welfare Office. It is a “joint service center of the Ministry of Labour in Phang Nga Province” to provide services to the people in various areas such as training, recruitment, job applications, unemployment registration, applying for and paying social security fund contributions, and consultation on labour laws; it can be called a One Stop Service Center of Takua Pa District. Nearby districts have come to use the services, too.
Mr. Phiphat continued that he had the opportunity to visit the professional housekeeper training course in which trainees are disabled persons and caregivers for disabled people who can pursue a career in this field. Another training that this center organizes to support tourism in the Andaman region is Thai massage for health. It is a course that offers continuous training as many businesses have a big demand for Thai massage workers. The initiative supports the development of the Phuket and Phang Nga economic triangle provinces into spa cities. Finally, the course in electrical engineering within buildings is to support the growth of accommodations for tourists. Installation and operation of electrical lighting systems has therefore increased. Electricians are a specialized profession where the law requires only technicians who have a certificate of knowledge. Therefore, they should develop their skills and take the skill standards assessment from the Department of Skill Development.
The Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, added that the southern zone on the Andaman coast is a tourist zone with many hotels and tourism business operators. All three courses are offered at the Phang Nga Skill Development Office. Training is organized to educate workers in the area so they can produce workers to supply the tourism and service business sectors in the Andaman region in highly skilled fields. It is the development of the workforce’s potential. The tourism industry comprises five businesses, including cruise ship and port businesses, health and medical tourism businesses, tourist attractions development, business technology for tourism, and the MICE tourism business. As for the Phang Nga Skill Development Office, in 2024, the goal is to organize training for a total of 2,520 people. The Thai massage training for health has 20 trainees, all of whom will have employment with a business establishment.
“Such operations are in line with government policy that focuses on providing skilled and employable workers. This is in line with the policy of the Labour Minister given to the Department of Skill Development,” Ms. Bubpha concluded.
