วันที่ 29 มกราคม 2567 เวลา 10.30 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานเปิดงาน Kick off มาตรฐานแรงงานไทยในงานขนส่ง มรท.8003 – 2566 โดยมี นายธนัสถ์ ทวีเกื้อกูลกิจ ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายเดชา พฤกษ์พัฒนรักษ์ รองปลัดกระทรวงแรงงาน พร้อมด้วย ผู้บริหารระดับสูงกระทรวงแรงงาน ร่วมเป็นเกียรติ ณ โรงแรม ดิ เอมเมอรัลด์ กรุงเทพมหานคร ตั้งเป้ามุ่งสู่การลดอุบัติเหตุในงานขนส่ง พร้อมสนับสนุนสถานประกอบกิจการเข้าร่วม
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า รัฐบาล โดยกระทรวงแรงงาน ได้กำหนดนโยบายที่ให้ความสำคัญกับการสร้างรากฐานทางเศรษฐกิจ พัฒนาคุณภาพชีวิตด้วยการคุ้มครองแรงงานให้ได้รับการดูแลสภาพการจ้าง สภาพการทำงาน รวมทั้งความปลอดภัยในการทำงาน ซึ่งปัจจุบันสาเหตุการประสบอันตรายจากการทำงานที่สูงที่สุดมาจากยานพาหนะ จากข้อมูลในช่วง 10 ปีที่ผ่านมา พบว่า แรงงานที่ประสบอุบัติเหตุจากยานพาหนะที่เกี่ยวข้องกับงานขนส่ง กรณีร้ายแรงถึงแก่ชีวิต มีจำนวนถึง 2,948 คน คิดเป็น ร้อยละ 44.16 ของแรงงานที่ประสบอันตรายจากการทำงานทุกสาเหตุ ซึ่งแสดงให้ถึงความเสียหายต่อชีวิตและทรัพย์สินของนายจ้าง ลูกจ้าง และผู้ที่เกี่ยวข้อง ดังนั้น ในปี 2566 กรมสวัสดิการและคุ้มครองแรงงาน กระทรวงแรงงาน ได้ร่วมมือกับองค์กรนายจ้าง องค์กรลูกจ้าง องค์กรพัฒนาเอกชน หน่วยงานราชการที่เกี่ยวข้อง และสถาบันการศึกษา พัฒนามาตรฐานแรงงานไทยในงานขนส่ง มรท.8003 ขึ้น และกระทรวงแรงงานได้ประกาศใช้ เมื่อวันที่ 22 ธันวาคม 2566 โดยใช้ชื่อว่า “มาตรฐานแรงงานไทยในงานขนส่ง มรท.8003-2566” เพื่อให้สถานประกอบกิจการที่มีกิจกรรมขนส่งในการดำเนินธุรกิจ นำไปใช้ในการแก้ไขปัญหาดังกล่าว
นายพิพัฒน์ กล่าวต่อไปว่า ผมขอเชิญชวนสถานประกอบกิจการทุกประเภท ทุกขนาดที่มีกิจกรรมขนส่งเป็นส่วนหนึ่งของการประกอบกิจการ และสถานประกอบกิจการที่ให้บริการด้านขนส่งโดยตรง ทั่วประเทศ นำมาตรฐานแรงงานไทยในงานขนส่ง มรท.8003-2566 ไปดำเนินการเพื่อให้แรงงานมีความปลอดภัยในการทำงานลดอัตราการประสบอันตรายจากการทำงาน ลดการสูญเสียชีวิตและทรัพย์สินของนายจ้าง รวมทั้งทรัพย์สินสาธารณะ สถานประกอบกิจการมีมาตรฐานที่ดีได้รับการยอมรับ เป็นที่ไว้วางใจ ตลอดจน ประชาชนที่ใช้ท้องถนนมีความปลอดภัย ซึ่งเป็นการแสดงถึงการปฏิบัติต่อแรงงานอย่างมีความรับผิดชอบต่อสังคม (CSR) ส่งผลให้ประเทศไทยมีภาพลักษณ์ที่ดีในเรื่องการคุ้มครองและดูแลความปลอดภัยในการทำงานของแรงงาน อันก่อให้เกิดการยอมรับในระดับสากลเพิ่มศักยภาพการแข่งขันทางการค้าระหว่างประเทศ
On January 29, 2024, at 10.30 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn chaired the kick off of the event on Thai labour standards in transportation, TLS 8003 – 2023. The Labour Minister’s Advisor, Mr. Thanat Thaweekueakulkit, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, the Deputy Permanent Secretary of Labour, Mr. Decha Pruekphathanarak, and the Ministry of Labour’s executives, joined in honour at The Emerald Hotel, Bangkok. The event aims to reduce accidents in transportation and support participating business establishments.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that the government, by the Ministry of Labour, has established policies that give importance to building the economic foundation, developing the quality of life by protecting workers so that their employment conditions, working conditions, and work safety are taken care of. Currently, the highest cause of occupational hazards comes from vehicles. Data over the past ten years has found that the cases of workers who faced accidents from vehicles related to transportation work have been serious and life-threatening cases, for a total of 2,948 people, accounting for 44.16 percent of workers who experienced work-related hazards of all causes. The percentage shows the extent of damage to the life and property of employers, employees, and those involved. Therefore, in 2023, the Ministry of Labour’s Department of Labour Protection and Welfare, has worked with employer organizations, employee organizations, NGOs, related government agencies, and educational institutions, to develop Thai labour standards in transportation, MRTA 8003. The Ministry of Labor announced the standard on December 22, 2023, using the name “Thai labour standards in transportation TLS 8003-2023” to enable business establishments that have transportation activities in their business conduct, to solve such issues.
Mr. Phiphat further invited all types of business establishments of all sizes that have transportation activities as part of their business operations and business establishments that provide direct transportation services throughout the country to adopt the Thai labour standards in transportation work, TLS 8003-2023. He encourages such businesses to take action to ensure that workers are safe at work, reducing the rate of work-related hazards and the loss of life and property of employers, including public property. Business establishments that have good standards, that are accepted, are trusted, and the people who use the roads are safe. This shows the treatment of workers with social responsibility (CSR), promoting a positive image for Thailand in terms of protecting and caring for workers’ safety, creating international acceptance, and increasing the potential to compete in international trade.
