วันที่ 1 กุมภาพันธ์ 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน และนางสาวศุภมาส อิสรภักดี รัฐมนตรีว่าการกระทรวงการอุดมศึกษาวิทยาศาสตร์วิจัยและนวัตกรรม ร่วมเป็นประธานในพิธีลงนามบันทึกข้อตกลงความร่วมมือว่าด้วยการจัดการศึกษาการพัฒนาฝีมือแรงงาน เทียบโอน และสะสมหน่วยกิตในระบบธนาคารหน่วยกิต ระหว่าง กรมพัฒนาฝีมือแรงงาน มหาวิทยาลัยเทคโนโลยีราชมงคล 9 แห่งและมหาวิทยาลัยเกษตรศาสตร์ โดยมี นายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน นายเดชา พฤกษ์พัฒนรักษ์ รองปลัดกระทรวงแรงงาน นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน นายนันทชัย ปัญญาสุรฤทธิ์ ผู้ตรวจราชการกระทรวงแรงงาน อธิการบดีมหาวิทยาลัยเทคโนโลยีราชมงคล 9 แห่ง และอธิการบดีมหาวิทยาลัยเกษตรศาสตร์ ลงนามในบันทึกข้อตกลงร่วมกัน นอกจากนี้ยังมีผู้บริหารในสังกัดกระทรวงแรงงาน ผู้บริหารมหาวิทยาลัยเทคโนโลยีราชมงคล 9 แห่ง และผู้บริหารมหาวิทยาลัยเกษตรศาสตร์ ร่วมพิธีด้วย ณ ห้องประชุมกระทรวงแรงงาน ชั้น 5 อาคารกระทรวงแรงงาน
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า รัฐบาลและกระทรวงแรงงานมีนโยบายส่งเสริมความร่วมมือในการผลิตกำลังคนในภาคการศึกษา และภาคแรงงาน Up – Skill for More Earn เพื่อการมีงานทำรองรับเศรษฐกิจใหม่ รวมทั้งพัฒนาประเทศให้ก้าวไปข้างหน้าด้วยกำลังแรงงานรุ่นใหม่ที่มีคุณภาพชีวิตที่ดีทั้งระบบ มีโอกาสเข้าถึงการเรียนรู้และพัฒนาทักษะฝีมือในทุกระดับอย่างมีมาตรฐาน ส่งเสริมให้มีความรู้และทักษะในการประกอบอาชีพ เป็นการสร้างโอกาสในการประกอบอาชีพ มีรายได้ มีงานทำ มีสวัสดิการ และเป็นทรัพยากรมนุษย์ที่มีคุณภาพต่อการพัฒนาสังคมและเศรษฐกิจของประเทศ การลงนามความร่วมมือในครั้งนี้ ถือว่ามีเป้าหมายและกลไกในการบูรณาการภารกิจร่วมกัน ระหว่าง กระทรวงแรงงาน กับ กระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม ซึ่งทั้งสองหน่วยงานจะร่วมกันจัดฝึกอบรมหลักสูตรฝึกอบรมฝีมือแรงงานให้สอดคล้องกับความต้องการของตลาดแรงงานทันต่อเทคโนโลยีสมัยใหม่ การพัฒนาฝีมือแรงงานเพื่อสะสมในระบบธนาคารหน่วยกิต (Credit Bank) โดยนำมาตรฐานฝีมือแรงงานแห่งชาติ และหลักสูตรการฝึกอบรมฝีมือแรงงานมาเทียบโอนการเรียนรู้สู่ระบบธนาคารดังกล่าว เพื่อแรงงานจะได้วุฒิการศึกษา เป็นการเปิดโอกาสให้คนที่ไม่ได้เรียนในระบบ แต่มีความรู้ ทักษะ และประสบการณ์จากการทำงาน การฝึกอบรม การทดสอบ หรือประสบการณ์ด้านอื่น ได้มีโอกาสนำไปใช้เพิ่มคุณวุฒิการศึกษาด้านวิชาชีพ ยกระดับคุณภาพชีวิตที่ดีขึ้น มีงานทำ และมีรายได้ที่สูงขึ้น
นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน กล่าวว่า กรมพัฒนาฝีมือแรงงานมีภารกิจหลักในการพัฒนาฝีมือแรงงาน เพื่อเตรียมความพร้อมก่อนเข้าสู่ตลาดแรงงาน และพัฒนาแรงงานที่อยู่ในตลาดแรงงานให้มีทักษะฝีมือสูงขึ้น รวมทั้งสนับสนุนการดำเนินงานระบบธนาคารหน่วยกิตของประเทศ ในการเพิ่มแรงงานที่มีคุณวุฒิและทักษะที่จำเป็นต่อการทำงานในภาคส่วนต่าง ๆ ที่สำคัญต่อการพัฒนาประเทศ และยกระดับคุณภาพชีวิตของแรงงานให้มีงานทำ และมีรายได้ที่สูงขึ้น จึงได้บูรณาการกับสถานศึกษา ซึ่งครั้งนี้ได้ร่วมกับมหาวิทยาลัยเทคโนโลยีราชมงคล 9 แห่ง จัดตั้งศูนย์ทดสอบมาตรฐานฝีมือแรงงาน และนำมาตรฐานฝีมือแรงงานแห่งชาติในสาขาที่เกี่ยวข้อง เช่น ช่างไฟฟ้าภายในอาคาร ช่างอิเล็กทรอนิกส์ ช่างเขียนแบบเครื่องกลด้วยคอมพิวเตอร์ CAD เป็นต้น เพื่อนำไปเทียบหน่วยกิตกับคณะวิศวกรรมไฟฟ้า ซึ่งเป็นคณะนำร่องและในอนาคตมีแผนจะขยายผลเทียบหน่วยกิตกับคณะครุศาสตร์อุตสาหกรรม สาขาเทคโนโลยีการผลิต และบริหารงานก่อสร้าง ในส่วนของมหาวิทยาลัยเกษตรศาสตร์ จะนำหลักสูตรการฝึกอบรมฝีมือแรงงานในสาขาที่เกี่ยวข้อง อาทิ สาขาเทคโนโลยีทางการเกษตร วิศวกรรมการบิน และวิศวกรรมไฟฟ้า ไปเทียบหน่วยกิตกับคณะเกษตร และคณะวิศวกรรมศาสตร์ เพื่อให้กำลังแรงงานจะได้วุฒิการศึกษาระดับปริญญาตรี
“ความร่วมมือในครั้งนี้ จะทำให้แรงงานที่อยู่นอกระบบการศึกษา แต่ที่มีความรู้ความสามารถ มีประสบการณ์ในการทำงานที่ยาวนานผ่านการฝึกอบรม และทดสอบมาตรฐานฝีมือแรงงานจากกรมพัฒนาฝีมือแรงงานแล้ว นำมาเทียบโอนหน่วยกิต เพื่อปรับวุฒิการศึกษาในระดับปริญญาตรี เป็นการร่นระยะเวลาในการเรียน และประหยัดค่าใช้จ่ายทางการศึกษาอีกด้วย” นางสาวบุปผา กล่าวทิ้งท้าย
On February 1, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn and the Minister of Higher Education, Science, Research and Innovation, Ms. Supamas Isaraphakdee, presided over the signing ceremony of the Memorandum of Understanding on the provision of education for skill development, transferring and accumulating credits in the credit banking system between the Department of Skill Development, Rajamangala University of Technology in 9 campuses, and Kasetsart University. The Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, the Secretariat to the Labour Minister, Mr. Aree Krainara, the Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, the Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, the Deputy Permanent Secretary of Labour, Mr. Decha Pruekphathanarak, the Department of Skill Development’s Director-General Ms. Bubpha Rueangsud, the Ministry of Labour’s Inspector-General, Mr. Nantachai Panyasurarit, the President of the nine campuses of the Rajamangala University of Technology, and the President of Kasetsart University, signed the Memorandum of Understanding together. Executives under the Ministry of Labour, the nine campuses of Rajamangala University of Technology, and Kasetsart University administrators also attended the ceremony at the Ministry of Labour’s conference room, 5th floor, Ministry of Labour.
Labour Minister Mr. Phiphat Ratchakitprakarn said that the government and the Ministry of Labour have policies to promote cooperation in producing manpower in the education and labor sector under the Up-Skill for More Earn program. It aims to promote employment to support the new economy, developing the country forward with a new generation of workers who have a good quality of life and access to learning and developing skills at all levels. It aims to promote professional knowledge and skills, create career opportunities, income, work, and welfare, and provide a quality human resource for the social and economic development of the country. Signing this cooperation shows that there are goals and mechanisms for integrating joint missions between the Ministry of Labour and the Ministry of Higher Education, Science, Research, and Innovation. Both agencies will work together to organize skill training courses in line with the needs of the labour market, keeping up with modern technology. It will develop workers’ skills to accumulate in the credit bank system using national skill standards, and labour skills training courses to be transferred to the banking system for workers to obtain educational qualifications. It is an opportunity for people who have not studied in the formal system but have knowledge, skills, and experience from work, training, assessments, or other experiences to have the opportunity to use it to enhance their professional qualifications, improve their quality of life, have a job, and have a higher income.
The Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, said that the Department of Skill Development’s main mission is to develop the workforce’s skills in preparation for the labor market. It strives to develop workers in the labour market to have better skills and support the country’s credit banking system to increase the number of workers with the qualifications and skills necessary to work in various sectors important to national development, and improve the quality of life of workers so that they have work and higher incomes. Therefore, the ministry has collaborated with educational institutions. This time they joined forces with nine campuses of the Rajamangala University of Technology to set up a labour standard assessment center and adopt national labour standards in related fields such as building electricians, electronic technicians, and mechanical drafting technicians using CAD computers, to be used as credits for the Faculty of Electrical Engineering. This is a pilot faculty, and in the future, there are plans to expand the credit equivalent to the Faculty of Industrial Education in the Production Technology and Construction Management branches. As for Kasetsart University, there will be training courses for skilled workers in related fields such as Agricultural Technology, Aeronautical Engineering, and Electrical Engineering, comparing credits with the Faculty of Agriculture and Faculty of Engineering so that the workforce will have a bachelor’s degree.
“This cooperation will allow workers outside the education system, but who have knowledge, capabilities, long working experience through training, and those who have been tested for labour skill standards by the Department of Skill Development, to transfer credits to adjust educational qualifications at the bachelor’s degree level. It shortens the study time and saves on educational expenses as well,” Ms. Bubpha concluded.
