วันที่ 2 เมษายน 2567 เวลา 13.30 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ให้การต้อนรับ นางสาวเสี่ยวเยี่ยน เฉียน (Ms. Xiaoyan Qian) ผู้อำนวยการสำนักงานแรงงานระหว่างประเทศ ประจำประเทศไทย กัมพูชา และ สปป. ลาว และคณะ เนื่องในโอกาสที่นางสาวเสี่ยวเยี่ยน เฉียน เข้ารับตำแหน่งใหม่ พร้อมหารือเกี่ยวกับความร่วมมือด้านแรงงานและสังคม ตลอดจนผลประโยชน์ร่วมกันระหว่างกระทรวงแรงงาน และสำนักงานแรงงานระหว่างประเทศ ประจำประเทศไทย กัมพูชา และ สปป. ลาว โดยมีนายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน และผู้บริหารระดับสูงกระทรวงแรงงาน ร่วมให้การต้อนรับ ณ ห้องจัตุมงคล ชั้น 6 อาคารกระทรวงแรงงาน
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า กระทรวงแรงงานและILO ยินดี สนับสนุน สานต่อ กิจกรรม โครงการ ภายใต้แผนงานระดับชาติว่าด้วยงานที่มีคุณค่าของประเทศไทย ระยะที่ 2 (พ.ศ. 2566-2570) ซึ่งถือเป็นหมุดหมายที่สำคัญในการขับเคลื่อนการดำเนินงานร่วมกับองค์การแรงงานระหว่างประเทศ เพื่อให้ประเทศไทย สามารถดำเนินการให้สอดคล้องกับมาตรฐานแรงงานระหว่างประเทศ เพื่อสร้างงานที่มีคุณค่าสำหรับทุกคนได้ และพร้อมที่จะร่วมมือกับ ILO ในการผลักดันประเด็นสำคัญภายใต้แผน DWCP โดยเฉพาะอนุสัญญาฉบับที่ 144 ว่าด้วยการปรึกษาหารือของไตรภาคี ค.ศ. 1976 ซึ่งมีสาระสำคัญเกี่ยวกับ การใช้กลไกไตรภาคีในการปรึกษาหารือในประเด็นที่เกี่ยวข้องกับมาตรฐานแรงงานระหว่างประเทศและกิจกรรมอื่นที่เกี่ยวข้องกับองค์การแรงงานระหว่างประเทศ โดยความคืบหน้าขณะนี้อยู่ในระหว่างการดำเนินการเพื่อให้สัตยาบัน โดยวางเป้าหมายภายในเดือนมิถุนายน 2567
ทาง นางสาวเสี่ยวเยี่ยน เฉียน (Ms. Xiaoyan Qian) ผู้อำนวยการสำนักงานแรงงานระหว่างประเทศ ประจำประเทศไทย กัมพูชา และ สปป. ลาว ขอให้กระทรวงแรงงานให้ความร่วมมือพิจารณาความร่วมมือระหว่างประเทศว่าด้วยความยุติธรรมทางสังคม Social Coalition for Social Justice ซึ่งจะต้องหารือกับหน่วยงานที่เกี่ยวข้อง และผมเชื่อมั่นว่าการริเริ่มดังกล่าวเป็นประโยชน์ และจะเป็นกลไกของประเทศสมาชิก ILO ในการส่งเสริมเศรษฐกิจ สิทธิแรงงาน ความยุติธรรมทางสังคม และบรรลุเป้าหมายของ ILO ร่วมกัน
On April 2, 2024, at 13.30 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, welcomed the Director of the International Labour Office for Thailand, Cambodia, and Laos, Ms. Xiaoyan Qian, and the delegation on the occasion of her taking up the position. They also discussed cooperation in labour and society, as well as mutual benefits between the Ministry of Labour and the International Labour Office For Thailand, Cambodia and Laos. The Secretariat to the Labour Minister, Mr. Aree Krainara, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, and the Ministry of Labour’s executives also joined the welcoming at the Chatumongkol Room, 6th floor, Ministry of Labour.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that the Ministry of Labour and ILO are pleased to support and continue activities and projects under the National Plan for Decent Work in Thailand, Phase 2 (2023-2027). It is considered an important milestone in driving forward operations in collaboration with the International Labour Organization so that Thailand can operate in accordance with international labour standards and create valuable work for everyone. It is ready to cooperate with the ILO in pushing forward important issues under the DWCP plan, especially Convention No. 144 on Tripartite Consultations, 1976, which has important points regarding the use of tripartite mechanisms to consult on issues related to international labour standards and other activities related to the International Labour Organization. It is currently being ratified. The target is set by June 2024.
The Director of the International Labour Office for Thailand, Cambodia, and Laos, Ms. Xiaoyan Qian, asked the Ministry of Labour to consider international cooperation on the Social Coalition for Social Justice, which must be discussed with relevant agencies. She said that she firmly believes that such initiatives are beneficial and will be a mechanism for ILO member countries to promote the economy, labour rights, and social justice, and achieve the ILO’s goals together.
