วันที่ 7 ตุลาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงกรณีเกิดเหตุจรวดโจมตีจากฉนวนกาซาไปยังหลายพื้นที่ในอิสราเอลเมื่อช่วงเช้าตรู่วันนี้ว่า ตามที่สถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ ได้ประกาศเตือนคนไทยในอิสราเอลให้อยู่ในที่ปลอดภัย เนื่องจากเกิดการโจมตีด้วยจรวดจากฉนวนกาซานั้น ทันทีที่ทราบข่าวผมมีความห่วงใยต่อแรงงานไทยที่ไปทำงานอยู่ในประเทศอิสราเอลจากผลกระทบของเหตุการณ์ดังกล่าว จึงได้สั่งการให้อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ ประเทศอิสราเอลเร่งตรวจสอบและดูแลแรงงานอย่างใกล้ชิดทันที ซึ่งจากรายงานของนายกิตติ์ธนา ศรีสุริยะ อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ เบื้องต้นพบว่า มีแรงงานไทยถูกยิงที่ขาได้รับบาดเจ็บแล้ว 1 ราย ทราบชื่อคือ นายชาตรี ชาศรี อายุ 38 ปี เดินทางโดยกรมการจัดหางานจัดส่งไปทำงานเกษตรมีภูมิลำเนาเดิมอยู่ที่จังหวัดนครพนม จากการตรวจสอบของกรมการจัดหางาน พบว่า เป็นสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานต่างประเทศด้วย นอกจากนี้ ยังพบว่ามีแรงงานไทยอีก 2 ราย ซึ่งเป็นสามีภรรยาถูกจับตัวไว้ ทราบชื่อคือ นายบุญถม พันธ์ฆ้อง อายุ 39 ปี และ น.ส.ศศิวรรณ พันธ์ฆ้อง อายุ 36 ปี ทั้งคู่มีภูมิลำเนาอยู่ที่จังหวัดอุดรธานี ส่วนรายละเอียดอื่นๆ อยู่ระหว่างการตรวจสอบ
นายพิพัฒน์ กล่าวต่อว่า ในส่วนของการดำเนินการที่ประเทศไทยผมได้สั่งการให้หน่วยงานในสังกัดกระทรวงแรงงานจังหวัดนครพนม และจังหวัดอุดรธานี ซึ่งเป็นพื้นที่ที่เป็นภูมิลำเนาของแรงงานไทยที่บาดเจ็บ 1 ราย และแรงงานไทยที่ถูกจับตัวไว้ 2 ราย ลงพื้นที่เยี่ยมบ้านเพื่อแจ้งข้อมูลข่าวสารสร้างขวัญกำลังใจพร้อมชี้แจงการให้ความช่วยเหลือเกี่ยวกับสิทธิประโยชน์ที่พึงได้รับตามกฎหมายให้แก่ญาติทราบในทันที อย่างไรก็ตามในปัจจุบันมีแรงงานไทยที่ทำงานอยู่ในประเทศอิสราเอลรวมทั้งสิ้นประมาณ 29,900 คน โดยเป็นแรงงานที่อยู่อาศัยบริเวณเมือง Netivot , Sderot, Ashkelo และพื้นที่ใกล้เคียง ประมาณ 5,000 คน
“ขอให้ญาติของแรงงานไทยที่ไปทำงานในประเทศอิสราเอล อย่าเพิ่งตื่นตระหนก ขอให้มั่นใจว่า รัฐบาลไทยทั้งสถานทูตและกระทรวงแรงงานจะให้การคุ้มครอง ดูแล อย่างดีที่สุด และจะเร่งติดตามสถานการณ์อย่างใกล้ชิด และขอให้แรงงานไทยที่ทำงานอยู่ในอิสราเอลที่ได้รับผลกระทบดังกล่าว ปฏิบัติตามมาตรการของทางการอิสราเอลอย่างเคร่งครัด และแจ้งข้อมูลมายังฝ่ายแรงงาน ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ เพื่อจะได้วางแผนในการให้ความช่วยเหลือต่อไป” นายพิพัฒน์ กล่าวท้ายสุด
ทั้งนี้ สถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ ได้ออกประกาศเตือนคนไทยในอิสราเอล โดยขอให้คนไทยเข้าห้องหลบภัยทันทีที่ได้ยินเสียงไซเรน หากไม่ทัน ให้หมอบราบลงกับพื้น ไม่ถ่ายรูป ไม่วิ่งไปที่โล่ง ปฏิบัติตามมาตรการของทางการอิสราเอลอย่างเคร่งครัด และขอให้ทุกคนโดยเฉพาะอย่างยิ่งผู้ที่อาศัยในเขตภาคใต้ใกล้เคียงฉนวนกาซา และภาคกลาง รวมถึงกรุงเทลอาวีฟ ไม่ออกจากที่พักอาศัย สำหรับคนไทยที่ได้รับผลกระทบโปรดติดต่อได้ที่สถานเอกอัครราชทูตฯ หมายเลขโทรศัพท์ (+972) 5 4636 8150 กองคุ้มครองและดูแลผลประโยชน์คนไทยในต่างประเทศ หมายเลข 0 2575 1047-51 ฝ่ายแรงงานไทย ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ โทร : +972 544693476 What app ID : 0544693476 Line ID : 0544693476 (ตลอด 24 ชั่วโมง)
On October 7, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, spoke about the rocket attack from the Gaza Strip to several areas in Israel early this morning. He said that the Royal Thai Embassy in Tel Aviv warned Thai people in Israel to stay safe due to the rocket attack from the Gaza Strip. As soon as he heard the news, he was concerned about the Thai workers working in Israel from the impact of this incident. Therefore, he ordered the Minister Counselor (on Labour) to the Royal Thai Embassy in Tel Aviv, Israel, to inspect and supervise the workforce immediately. The Minister Counselor (on Labour) at the Royal Thai Embassy in Tel Aviv, Mr. Kitthana Srisuriya, reported that one Thai worker was shot in the leg and injured. His name is Mr. Chatri Chasri, 38 years old. He traveled through the Department of Employment to do agricultural work. His is in Nakhon Phanom Province. From the Department of Employment investigation, he is a member of the fund helping job seekers overseas. In addition, two more Thai workers, a husband and wife, were arrested. Their names are Mr. Bunthom Phankhong, 39, and Ms. Sasiwan Phankhong, 36. Both are residents of Udon Thani Province. Other details are under investigation.
Mr. Phiphat continued that he instructed agencies under the Ministry of Labour in Nakhon Phanom and Udon Thani Provinces, the domicile area of the injured Thai worker and two detained Thai workers, to visit their homes to provide information, build morale, and explain the support regarding benefits that should be received according to the law. Currently, approximately 29,900 Thai workers are working in Israel, with approximately 5,000 workers residing in the cities of Netivot, Sderot, Ashkelon, and nearby areas.
“For relatives of Thai workers in Israel, please don’t be alarmed. Please be sure that the Thai government, the Embassy, and the Ministry of Labour will provide the utmost protection and care and closely monitor the situation. We ask that Thai workers working in Israel who are affected by the incident strictly follow the measures of the Israeli authorities and report to the Labour Department at the Royal Thai Embassy in Tel Aviv to plan further assistance,” Mr. Phiphat concluded.
The Royal Thai Embassy in Tel Aviv has warned Thai people in Israel. Thai people are asked to enter a shelter when they hear the siren. If not, they should lie on the ground, not take photos or run to open areas. They are advised to strictly follow the measures of the Israeli authorities. They asked everyone not to leave their homes, especially those living in the southern region near Gaza and the central region, including Tel Aviv.
