วันที่ 12 กุมภาพันธ์ 2567 เวลา 13.30 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ให้การต้อนรับ นายจุน คุโรดะ ประธานองค์การส่งเสริมการค้าต่างประเทศของประเทศญี่ปุ่นประจำกรุงเทพฯ (JETRO Bangkok) และนายโคโซ โท รองประธานหอการค้าญี่ปุ่น – กรุงเทพฯ (JCC Bangkok) และคณะ ในโอกาสเข้าพบเพื่อเยี่ยมคารวะและหารือข้อราชการด้านแรงงานกับรัฐมนตรีว่าการกระทรวงแรงงาน และคณะ โดยมี นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วม ณ ห้องประชุมประสงค์ รณะนันทน์ ชั้น 5 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า ผมพร้อมด้วยผู้บริหารกระทรวงแรงงานขอขอบคุณท่านประธาน JETRO Bangkok และรองประธาน JCC Bangkok และคณะ เป็นอย่างยิ่งที่มาเยี่ยมคารวะและหารือข้อราชการด้านแรงงานในวันนี้ กระทรวงแรงงาน โดยกรมพัฒนาฝีมือแรงงานมีการพัฒนาฝีมือแรงงานและส่งแรงงานให้องค์การส่งเสริมการค้าต่างประเทศของญี่ปุ่นประจํากรุงเทพฯ (JETRO Bangkok) และหอการค้าญี่ปุ่น – กรุงเทพฯ (JCC Bangkok) ในส่วนของการประกาศค่าแรงขั้นต่ำนั้น ทางกระทรวงแรงงานจะปรับตามกฎเกณฑ์ได้อย่างชัดเจนโดยอ้างอิงตามพื้นที่และสาขาอาชีพ เพื่อสร้างความเชื่อมั่นให้แก่นักลงทุนชาวญี่ปุ่น นอกจากนี้ กระทรวงแรงงานพร้อมให้ความร่วมมือกับฝ่ายพัฒนาทรัพยากรบุคคลเพื่อที่จะสนับสนุนให้บริษัทได้พัฒนาฝีมือแรงงานของพนักงานตามความต้องการในเเรงงานที่ขาดแคลน พร้อมอำนวยความสะดวก จัดอบรมสัมนา พรบ.ส่งเสริมการพัฒนาฝีมือแรงงาน ให้กับผู้ประกอบการที่อยู่ในการดูแลของ JCC Bangkok เพื่อเป็นประโยชน์ต่อแรงงานและนายจ้างนักลงทุนด้วย
“กระทรวงแรงงานขอขอบคุณท่านประธาน JETRO Bangkok และรองประธาน JCC Bangkok และคณะ ที่ได้มาพบเพื่อกระชับความสัมพันธ์การลงทุนระหว่างประเทศและพัฒนาด้านแรงงาน โดยเฉพาะความร่วมมือในการส่งเสริมให้แรงงานของไทยได้ไปทำงานในญี่ปุ่นมากขึ้น เราพร้อมที่จะอำนวยความสะดวกตลอดจนประสานงานกับกระทรวงต่างๆ ในทุกๆ เรื่อง เพื่ออำนวยความสะดวกให้แก่นักลงทุนญี่ปุ่นที่มาลงทุนในประเทศไทย ซึ่งการหารือในวันนี้จะเกิดประโยชน์ต่อเศรษฐกิจของทั้งสองประเทศต่อไป”นายพิพัฒน์ กล่าว
ด้าน นายจุน คุโรดะ ประธานองค์การส่งเสริมการค้าต่างประเทศของประเทศญี่ปุ่นประจำกรุงเทพฯ (JETRO Bangkok) กล่าวว่า ขอขอบคุณท่านรัฐมนตรีว่าการกระทรวงแรงงานและคณะที่เปิดโอกาสให้เข้าพบและหารือกระชับความสัมพันธ์ในวันนี้ ซึ่งในส่วนของนักลงทุนชาวญี่ปุ่นต้องการให้กระทรวงแรงงานพิจารณาดำเนินการ เกี่ยวกับนักธุรกิจชาวญี่ปุ่นให้สามารถเดินทางมายังประเทศไทย เพื่อธุรกิจระยะสั้น หรือเพื่อฝึกอบรม โดยขอให้ขยายเวลาพำนักสำหรับวีซ่า NON B มากกว่า 90 วัน ตามระยะของการฝึกอบรมเพื่อลดความซับซ้อนของกระบวนการ รวมทั้งเสนอแนะให้ทางกระทรวงฯ พัฒนาทรัพยากรมนุษย์ ด้านเทคโนโลยีดิจิทัล หุ่นยนต์ และวิทยาศาสตร์ เพื่อรองรับตลาดแรงงานในอนาคต
On February 12, 2024, at 13.30 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, welcomed Mr. Jun Kuroda, President of the Japan External Trade Organization in Bangkok (JETRO Bangkok), and Mr. Koso Toh, Vice President of the Japan Chamber of Commerce – Bangkok (JCC Bangkok) and delegation, on a courtesy call and to discuss labour matters with the Labour Minister and delegation. From the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, the Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, and the Ministry of Labour’s senior executives attended the occasion at the Prasong Rananant meeting room, 5th floor, Ministry of Labour.
Mr. Phiphat said that he and the Ministry of Labour’s executives thanked the President of JETRO Bangkok, the Vice President of JCC Bangkok, and the delegation for paying a visit to give their respects and discuss government matters regarding labour today. He said that the Ministry of Labour’s Department of Skill Development develops workers’ skills and sends workers to the Japan External Trade Organization in Bangkok (JETRO Bangkok) and the Japan Chamber of Commerce – Bangkok (JCC Bangkok). As for the announcement of the minimum wage, the Ministry of Labour will adjust the rules clearly based on area and occupation in order to build confidence among Japanese investors. The Ministry of Labour is ready to work with the Human Resources Development Department to support companies in developing the skills of employees to fill areas with labour shortages. They are prepared to facilitate training seminars on the Skill Development Promotion Act for business operators under the supervision of JCC Bangkok to benefit workers, employers, and investors.
“The Ministry of Labour would like to thank the Chairman of JETRO Bangkok, the Vice President of JCC Bangkok, and the delegation for a meeting to strengthen international investment relations and labour development, especially cooperation in promoting more Thai workers to work in Japan. We are ready to facilitate and coordinate with various ministries in every matter to facilitate Japanese investors investing in Thailand. Today’s discussion will benefit the economies of both countries in the future,” Mr. Phiphat said.
The President of the Japan External Trade Organization in Bangkok (JETRO Bangkok), Mr. Jun Kuroda, thanked the Labour Minister and his team for the opportunity to meet, discuss, and strengthen relations today. He said that Japanese investors would like the Ministry of Labour to consider taking action about Japanese businessmen being able to travel to Thailand for short-term business or training. It requested an extension of the stay for NON-B visas to more than 90 days following the training period to simplify the process. They also made recommendations to the Ministry of Labour to develop human resources in digital technology, robotics, and science to support the labour market in the future.
