วันที่ 11 กุมภาพันธ์ 2567 นายเดชา พฤกษ์พัฒนรักษ์ รองปลัดกระทรวงแรงงาน และคณะผู้แทนจากกระทรวงแรงงาน เข้าร่วมการประชุมระดับรัฐมนตรี Abu Dhabi Dialogue (ADD) ครั้งที่ 7 ณ โรงแรม Intercontinental Dubai Festival City เมืองดูไบ สหรัฐอาหรับเอมิเรตส์
สำหรับการประชุมในวันที่สอง ประกอบด้วย การประชุมระดับรัฐมนตรี Abu Dhabi Dialogue โดยมีพิธีกล่าวเปิดการประชุมโดยประธาน รัฐบาลปากีสถาน ซึ่งได้กล่าวถึงวัตถุประสงค์ของการประชุม ฯ เพื่อแลกเปลี่ยนความเห็นเกี่ยวกับการโยกย้ายถิ่นฐาน และการเปลี่ยนแปลงของตลาดแรงงานท่ามกลางการเปลี่ยนแปลงสภาพภูมิอากาศ ซึ่งทักษะสีเขียวมีความสำคัญในการรองรับความท้าทายของงานในอนาคต และเทคโนโลยีเป็นหัวใจสำคัญที่จะเป็นเครื่องมือสำหรับการสรรหาและการจ้างงาน รวมถึงมีระบบบริหารจัดการแรงงานอย่างครอบคลุมทุกด้าน อีกทั้งมีการกล่าวปาฐก โดยรัฐมนตรีว่าการกระทรวงทรัพยากรมนุษย์และส่งเสริมการจ้างงานสหรัฐอาหรับเอมิเรตส์ ในฐานะเลขาธิการการประชุม Abu Dhabi Dialogue การกล่าวปาฐก โดยรัฐมนตรีว่าการกระทรวงแรงงานและการจ้างงานต่างประเทศ ประเทศศรีลังกา และการกล่าวโดยผู้แทนระดับรัฐมนตรีของประเทศสมาชิก ADD
นายเดชา พฤกษ์พัฒนรักษ์ รองปลัดกระทรวงแรงงาน ได้กล่าวในที่ประชุมว่า กระทรวงแรงงานได้ตระหนักถึงความสำคัญของการโยกย้ายถิ่นฐานแรงงานระหว่างประเทศ และมุ่งมั่นในการส่งเสริมความร่วมมืออย่างแข็งขันผ่าน MOU ซึ่งช่วยอำนวยความสะดวกในการโยกย้ายถิ่นฐานของแรงงาน และมีการกำหนดกรอบการดำเนินงานสำหรับการให้ความคุ้มครองและส่งเสริมการปฏิบัติอย่างเป็นธรรมต่อแรงงานทุกคน โดยประเทศไทยได้มีมาตรการเชิงรุกเพื่อเตรียมความพร้อมให้กับแรงงาน เพื่อรับมือกับความท้าทายใหม่ที่เกิดขึ้น ผ่านโครงการพัฒนาทักษะ Up-skill และ Re-skill ทั้งด้านวิชาชีพและด้านเทคนิคต่าง ๆ เพื่อให้แรงงานสามารถปรับตัวได้ และเสริมสร้างขีดความสามารถในแข่งขันของประเทศ อีกทั้งยังมุ่งมั่นในการบูรณาการและเสริมสร้างให้แรงงานทุกเพศสภาพได้รับความคุ้มครองอย่างเท่าเทียมกัน และเพิ่มโอกาสในการจ้างงานและพัฒนาอาชีพอย่างเสมอภาคกัน รวมถึงมีการใช้กฎหมายคุ้มครองแรงงานอย่างเข้มแข็ง และส่งเสริมการคุ้มครองทางสังคมอย่างครอบคลุม มีการปฏิบัติตามหลักมาตรฐานสากล ตอบสนองต่อสภาพแวดล้อมการทำงานในอนาคตที่เปลี่ยนแปลงไป ตลอดจนมีการส่งเสริมความร่วมมือระหว่างประเทศผ่านการหารือระหว่างกันในเวทีการประชุมของกรอบความร่วมมือ ADD เพื่อที่จะแบ่งปันประสบการณ์ องค์ความรู้ และแนวปฏิบัติที่ดี เพื่อเสริมสร้างให้คุณภาพชีวิต ปกป้องสิทธิในการทำงาน และสร้างความเป็นอยู่ที่ดีให้กับแรงงานทุกคนอีกด้วย
On February 11, 2024, the Deputy Permanent Secretary of Labour, Mr. Decha Pruekphathanara, and a delegation of representatives from the Ministry of Labour attended the 7th Abu Dhabi Dialogue (ADD) at the Intercontinental Dubai Festival City Hotel, Dubai, United Arab Emirates.
The second day of the meetings consisted of the Abu Dhabi Dialogue, with opening remarks by the chairman from the Government of Pakistan, which stated the meeting’s objectives on exchanging views on migration and changes in the labour market amid climate change. They discussed the importance of green skills to meet the challenges of future jobs and technology at the heart of it as a tool for recruiting and hiring, including a labour management system covering all aspects. There was also a speech by the Minister of Human Resources and Emiratisation of the United Arab Emirates, as Secretary-General of the Abu Dhabi Dialogue, a keynote speech by the Minister of Labour and Foreign Employment from Sri Lanka, and speeches by ministerial representatives of ADD member countries.
The Deputy Permanent Secretary of Labour, Mr. Decha Pruekphathanara, said at the meeting that the Ministry of Labour realizes the importance of international labour migration and is committed to actively promoting cooperation through MOUs that facilitate labour migration and a framework for protecting and promoting fair treatment of all workers. Thailand has taken proactive measures to prepare the workforce to cope with new challenges through up-skill and re-skill development programs that cater to both professional and technical skill sets so that workers can adapt and strengthen the country’s competitiveness. It is also committed to integrating and strengthening workers of all genders to receive equal protection and enhance opportunities for employment and career development on an equal basis, including the use of strong labour protection laws. It aims to promote comprehensive social protection at international standards, respond to the changing future of work, and promote international cooperation through discussions at the ADD cooperation forum in order to share experiences, knowledge, and good practices to enhance the quality of life, protect workers’ rights, and create well-being for all workers.
