วันที่ 22 มีนาคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้ นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการการกระทรวงแรงงาน ลงพื้นที่จังหวัดนครสวรรค์ เปิดมหกรรมสุขภาพอนามัย และความปลอดภัยในการทำงานของแรงงานนอกระบบเชิงรุก พร้อมตรวจเยี่ยมการดำเนินงานด้านการจัดสวัสดิการต่างๆ ให้แก่ลูกจ้างในสถานประกอบกิจการของบริษัท เอ็นไวรอนเม็นท์พัลพ์ แอนด์ เปเปอร์ จำกัด โดยมี นายบดินทร์ เกษมศานติ์ รองผู้ว่าราชการจังหวัดนครสวรรค์ กล่าวต้อนรับ ดร.ดารัตน์ ศิริวิริยะกุล วิภาตะกลัศ รองประธานฯ กลุ่มบริษัท KTIS และรองประธานสภาอุตฯ แนะนำบริษัทฯ นางโสภา เกียรตินิรชา อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน นางมารศรี ใจรังษี ผู้ตรวจราชการกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน ร่วมเป็นเกียรติ และหัวหน้าส่วนราชการหน่วยงานสังกัดกระทรวงแรงงานจังหวัดนครสวรรค์ ร่วมให้การต้อนรับ ณ สมาคมชาวไร่อ้อย เขต 11 นครสวรรค์ ต.หัวหวาย อ.ตาคลี จ.นครสวรรค์
นายอารี กล่าวว่า กระทรวงแรงงานมีภารกิจที่ดูแลแรงงานอย่างครบถ้วนในทุกมิติ การเดินทางมาจังหวัดนครสวรรค์ในวันนี้ ได้หารือและเยี่ยมชมสถานประกอบการบริษัท เอ็นไวรอนเม็นท์พัลพ์ แอนด์ เปเปอร์ จำกัด ประกอบกิจการผลิตเยื่อกระดาษฟอกขาวจากชานอ้อย ซึ่งได้เปิดให้เยี่ยมชมการจัดสวัสดิการในสถานประกอบกิจการนอกเหนือที่กฎหมายกำหนด รวมถึงโครงการที่เป็นประโยชน์ทั้งด้านความปลอดภัยในการทำงาน ด้านสวัสดิการของแรงงาน ผมขอชื่นชมกรรมการบริหารบริษัท และทีมผู้บริหาร คณะกรรมการสวัสดิการที่เล็งเห็นถึงความสำคัญของการดูแลสิทธิแรงงาน และการพัฒนาคุณภาพชีวิตลูกจ้าง โดยการดำเนินโครงการด้านต่าง ๆ อย่างเช่นโครงการแรงงานพันธุ์ดี ตามวิถีเศรษฐกิจพอเพียง โครงการมุมนมแม่ในสถานประกอบกิจการ โครงการป้องกันและแก้ไขปัญหายาเสพติดในสถานประกอบกิจการ โครงการด้านความปลอดภัยในการทำงาน การจัดสวัสดิการด้านการเงิน เช่น สหกรณ์ออมทรัพย์ในสถานประกอบกิจการ กองทุนสำรองเลี้ยงชีพ การจัดสวัสดิการด้านบริการและสิ่งอำนวยความสะดวก เช่น สวัสดิการบ้านพักพนักงาน ชุดยูนิฟอร์มพนักงาน ซึ่งนับเป็นต้นแบบเรื่องสวัสดิการในการทำงาน รวมถึงเป็นประโยชน์ต่อพี่น้องแรงงานและทุกภาคส่วนในการดำเนินงานด้านต่าง ๆ เพื่อยกระดับคุณภาพชีวิตพนักงานที่ดีขึ้น
นอกจากนั้น ในวันนี้ ผมยังได้เปิดงาน “มหกรรมสุขภาพอนามัยและความปลอดภัยในการทำงานของแรงงานนอกระบบเชิงรุก” จังหวัดนครสวรรค์ โดยมี นางโสภา เกียรตินิรชา อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน กล่าวรายงาน ซึ่งเกิดขึ้นด้วยความร่วมมือของทุกภาคส่วนที่เกี่ยวข้องทั้งกระทรวงแรงงาน กระทรวงสาธารณสุข กระทรวงมหาดไทย ภาคเอกชน ภายใต้การนำของผู้ว่าราชการจังหวัดนครสวรรค์ เพื่อให้แรงงานนอกระบบได้รับการคุ้มครองตามกฎหมาย มีสวัสดิการและสภาพแวดล้อมในการทำงานที่ปลอดภัย มีสุขภาพร่างกาย และสุขภาพใจที่เข้มแข็ง ส่งเสริมให้ประชาชนมีงานทำ มีรายได้ และเพื่อให้ประชาชนในจังหวัดนครสวรรค์ ได้เข้าถึงบริการในภารกิจทุกด้านของกระทรวง ด้วยความสะดวกรวดเร็วมากขึ้น ซึ่งสอดคล้องกับนโยบายของท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ที่มุ่งยกระดับคุณภาพชีวิตแรงงานภายใต้แนวคิด“ทักษะดี มีงานทำ หลักประกันทางสังคมเด่น เน้นการขับเคลื่อนเศรษฐกิจ”
นอกจากนี้ นายอารี ยังเยี่ยมชมบูธหน่วยงานในสังกัดกระทรวงแรงงาน หน่วยงานที่ให้บริการตรวจสุขภาพแรงงานนอกระบบเชิงรุก และการสาธิตการใช้งานอุปกรณ์ป้องกันตนเองจากสารเคมี และเยี่ยมชมบูธผลิตภัณฑ์ของกลุ่มแรงงานนอกระบบ โดยมี กลุ่มแรงงานนอกระบบ และภาคีเครือข่ายด้านแรงงานจังหวัดนครสวรรค์ร่วมให้การต้อนรับ ทั้งนี้ จ.นครสวรรค์ มีแรงงานนอกระบบทั้งสิ้น 346,436 คน ส่วนใหญ่ อยู่ในด้านการเกษตรและประมง รองลงมาเป็น พนักงานบริการ ด้านความสามารถ อาชีพพื้นฐานต่างๆ และผู้ปฏิบัติงานโรงงาน ตามลำดับ

The Deputy Governor of Nakhon Sawan Province, Mr. Bodin Kasemsan, gave a welcome. Vice President of KTIS Group and Vice Chairman of the Industry Council, Dr. Darat Siriwiriyakul Wipatakalas, introduced the company. The Department of Labour Protection and Welare’s Director-General, Mrs. Sopa Kiatniracha, the Ministry of Labour’s Inspector-General, Mrs. Marasri Jairangsi, Inspector General, and the Ministry of Labour’s senior executives joined the occasion. Heads of government agencies under the Ministry of Labour in Nakhon Sawan Province joined in welcoming the delegation at the Sugarcane Farmers Association, District 11, Nakhon Sawan, Hua Wai Subdistrict, Takhli District, Nakhon Sawan Province.
Mr. Aree said that the Ministry of Labour has a mission to take care of workers in all aspects. The visit to Nakhon Sawan Province today visited Environment Pulp and Paper Co., Ltd., which engages in the production of bleached paper pulp from bagasse. It allowed the visit to observe welfare arrangements in the company other than what is required by law. Initiatives include projects that are beneficial to both work safety and worker welfare. He praised the company’s executive committee, management team, and the Welfare Committee for recognizing the importance of workers’ rights and improving the quality of employees’ lives by implementing various projects such as the Good Labour Project following the sufficiency economy philosophy, the breast milk corner project, the project to prevent and solve drug problems in the workplace, the occupational safety project, the provision of financial welfare such as savings cooperatives, the provident fund, and welfare services and facilities, such as employee housing welfare and uniforms. This is considered a model for welfare in the workplace. It also benefits workers and all sectors in various operations by improving the quality of life of employees.
In addition, today, he commenced the “Proactive Work Health and Safety Fair for Informal Workers” in Nakhon Sawan Province. The Department of Labour Protection and Welare’s Director-General, Mrs. Sopa Kiatniracha, gave a report. The event took place with the cooperation of all relevant sectors, including the Ministry of Labour, the Ministry of Public Health, the Ministry of Interior, and the private sector, under the leadership of the Governor of Nakhon Sawan Province. The event promotes informal workers to be protected by law, to have benefits and a safe working environment, have good physical and strong mental health, encouraging people to work, earn an income, and for people in Nakhon Sawan Province to have access to services in all aspects of the Ministry’s mission with more convenience and speed. The efforts are in line with the Labour Minister, Mr. Phiphat Ratchakitprakarn’s policies that aim to improve the quality of life of workers under the concept of “good skills, quality work, and outstanding social security, with a focus on driving the economy.”
In addition, Mr. Aree visited booths of agencies under the Ministry of Labour, agencies offering proactive health screening services for informal workers, and a demonstration on the use of equipment to protect workers from chemicals. He also visited the product booth of the informal sector work group, with informal workers and labour network partners in Nakhon Sawan Province joining in the welcoming. Nakhon Sawan Province has a total of 346,436 informal workers, most of whom are in agriculture and fishing. This is followed by skilled service workers and various fundamental occupations and factory workers, respectively.
