วันที่ 1 พฤษภาคม 2567 นายอนุทิน ชาญวีรกูล รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงมหาดไทย เป็นประธานในพิธีเปิดงานวันแรงงานแห่งชาติ 1 พฤษภาคม 2567 โดยมี นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวรายงาน นายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายธนัสถ์ ทวีเกื้อกูลกิจ ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายภูมิพัฒน์ เหมือนจันทร์ โฆษกกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายทวี ดียิ่ง ประธานคณะกรรมการจัดงานวันแรงงานแห่งชาติ ประจำปี 2567 ผู้บริหารระดับสูงกระทรวงแรงงาน ผู้นำแรงงาน และพี่น้องผู้ใช้แรงงานหลายพันคน ร่วมเป็นเกียรติ ณ ลานคนเมือง ศาลาว่าการกรุงเทพมหานคร
ซึ่งในช่วงเช้าที่ผ่านมา นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ได้เป็นประธานในพิธีทำบุญถวายภัตตาหารเช้าเนื่องในวันแรงงานแห่งชาติแด่พระสงฆ์ จำนวน 9 รูป โดยมี สมเด็จพระมหารัชมงคลมุนี (เจ้าคุณธงชัย) วัดไตรมิตรวิทยารามวรวิหาร เป็นประธานฝ่ายสงฆ์ ณ ลานคนเมือง
จากนั้นมีการตั้งริ้วขบวนเทิดพระเกียรติ ริ้วขบวนผู้บริหารและเจ้าหน้าที่กระทรวงแรงงาน และริ้วขบวนของผู้ใช้แรงงาน และเคลื่อนริ้วขบวนออกจากบริเวณแยก จปร.ถนนราชดำเนินนอก และเคลื่อนมายังลานคนเมือง ศาลาว่าการกรุงเทพมหานคร
นายอนุทิน กล่าวว่า ในวันนี้ผมรู้สึกเป็นเกียรติอย่างยิ่งที่ได้รับมอบหมายจากท่านนายกรัฐมนตรี ให้มาเปิดงานวันแรงงานแห่งชาติในนามของรัฐบาล เพื่อเฉลิมฉลองความสำคัญของวันแรงงานแห่งชาติ ร่วมกับพี่น้องแรงงานทุกคน ซึ่งเป็นกำลังหลักในการสร้างความเจริญก้าวหน้าต่อเศรษฐกิจและสังคมของประเทศตลอดมา ซึ่งท่านคงเห็นเหมือนที่ผมเห็น ว่าพวกเรากำลังอยู่ในยุคที่มีความเปลี่ยนแปลงอย่างรวดเร็ว ซึ่งล้วนส่งผลกระทบต่อคุณภาพชีวิตของแรงงานและการจ้างงาน ไม่ว่าจะเป็นความเปลี่ยนแปลงจากความก้าวหน้าทางเทคโนโลยี การเปลี่ยนแปลงโครงสร้างประชากร การเข้าสู่สังคมสูงวัย หรือการเปลี่ยนแปลงของสภาวะภูมิอากาศ รวมถึงการแพร่ระบาดของโรคอุบัติใหม่ ซึ่งรัฐบาลตระหนักดีถึงความท้าทายที่เกิดขึ้น จึงได้มีความพยายามดำเนินนโยบาย สร้างเสริมคุณภาพชีวิต ให้แรงงานทุกคนมีสุขภาพดี มีรายได้ มีความมั่นคง ผ่านการดำเนินงานต่าง ๆ ของกระทรวงแรงงาน ไม่ว่าจะเป็น การเร่งรัดการปรับอัตราค่าจ้างขั้นต่ำ 400 บาท การเสนอร่างพระราชบัญญัติส่งเสริมและคุ้มครองแรงงานอิสระ จัดหลักสูตร up skill เพื่อแรงงานไทยในยุคดิจิทัล โครงการฟรี Safety Service เพื่อแรงงานปลอดภัย การเร่งออกกฎกระทรวง ว่าด้วยการคุ้มครองคนทำงานบ้าน หรือการส่งเสริมการพัฒนาระบบรักษาพยาบาล SSO Healthy เพื่อความปลลอดภัยที่เพิ่มขึ้น ในสถานที่ปฏิบัติงาน และการศึกษาความเป็นไปได้ในการจัดตั้งกองทุนประกันความเสี่ยง สำหรับลูกจ้างที่ถูกเลิกจ้าง
นายอนุทิน กล่าวต่อว่า กระทรวงแรงงานยังได้ดำเนินการเพื่อยกระดับมาตรฐานสิทธิแรงงานไทย ด้วยการแต่งตั้งคณะทำงานการให้สัตยาบันต่อ “อนุสัญญาองค์การแรงงานระหว่างประเทศ” หลายฉบับ ไม่ว่าจะเป็นฉบับที่ว่าด้วยเสรีภาพในการสมาคมและการคุ้มครองสิทธิในการรวมตัว สิทธิในการรวมตัวและการเจรจาต่อรองร่วม การปรึกษาหารือไตรภาคี และอนุสัญญาที่ว่าด้วยความปลอดภัยและสุขภาพ อนามัยในทำงาน โดยเฉพาะฉบับที่ 144 ที่เป็นเรื่องการปรึกษาหารือไตรภาคีนั้น จะมีการเสนอคณะรัฐมนตรี ให้ความเห็นชอบในเดือนพฤษภาคมนี้ และลงนามให้สัตยาบันได้เดือนมิถุนายน ณ นครเจนนีวา ต่อไป ถือเป็นข่าวดีสำหรับวันแรงงานแห่งชาติของเราในปีนี้ และแน่นอน ข้อเรียกร้องต่างๆ ที่ท่านได้นำมาเสนอในวันนี้ รัฐบาลจะรับฟัง และให้ความสำคัญในการพิจารณาขับเคลื่อนต่อไป
“ในโอกาสวันแรงงานแห่งชาติในปีนี้ ผมและรัฐบาลขอให้แรงงานไทยทุกคน มีกำลังกายกำลังใจที่เข้มแข็ง พร้อมเป็นพลังสำคัญในการร่วมกันพัฒนาเศรษฐกิจและสังคมไทยให้ก้าวหน้า และผมขอสนับสนุนทุกท่าน ในการช่วยกันคิด ช่วยกันเสนอแนวทางการพัฒนาร่วมกันต่อไป เพราะเราคือทีมเดียวกัน ในพันธกิจเพื่อยกระดับคุณภาพงานและคุณภาพชีวิตของแรงงานไทย เพื่ออนาคตของประเทศชาติและประชาชน” นายอนุทิน กล่าว
ด้าน นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า รัฐบาลได้กำหนดให้วันที่ 1 พฤษภาคมของทุกปี เป็นวันแรงงานแห่งชาติ วันนี้จึงเป็นวันที่มีความสำคัญอย่างยิ่งต่อพี่น้องแรงงานทุกท่าน ซึ่งถือว่าเป็นกำลังสำคัญ ในการผลักดันและพัฒนาเศรษฐกิจ สังคม ของประเทศในทุกภาคส่วนให้เติบโต และขับเคลื่อนไปข้างหน้าอย่างยั่งยืน โดยในปีนี้สภาองค์การลูกจ้างรวม 16 แห่ง สหพันธ์แรงงานรัฐวิสาหกิจแห่งประเทศไทย และศูนย์ประสานงานแรงงานนอกระบบ เห็นชอบให้นายทวี ดียิ่ง ประธานสภาองค์การลูกจ้างสภาแรงงานอุตสาหกรรมเอกชน เป็นประธานคณะกรรมการจัดงานวันแรงงานแห่งชาติ ปี 2567
โดยรัฐบาล ให้การสนับสนุนงบประมาณ วัสดุ อุปกรณ์ และอำนวยความสะดวกให้แก่คณะกรรมการ จัดงานฯ ในการจัดงานวันแรงงานแห่งชาติเพื่อเป็นการตระหนักถึงความสสำคัญ และขอบคุณพี่น้องแรงงานทุกท่าน สำหรับข้อเรียกร้องวันแรงงานแห่งชาติที่ผ่านมา กระทรวงแรงงานได้ให้ความสำคัญกับการดำเนินการตามข้อเรียกร้องและข้อเสนอแนะ จากพี่น้องแรงงาน โดยนำข้อเรียกร้องมาดำเนินการอย่างเป็นขั้นตอน มีการหารือ กับผู้มีส่วนได้ส่วนเสียทุกกลุ่มเพื่อพัฒนางานในการให้บริการพี่น้องแรงงาน และได้ประสาน แจ้งให้คณะกรรมการจัดงานวันแรงงานแห่งชาติทราบถึงความคืบหน้าแล้ว เพราะตระหนักว่าทุกข้อเสนอแนะจะนำมาซึ่งการปรับปรุงการดำเนินการของกระทรวงแรงงาน อย่างมีประสิทธิภาพ อันจะนำไปสู่การแก้ไขปัญหาเพื่อสร้างคุณภาพชีวิตที่ดีให้กับ พี่น้องแรงงาน และสร้างความยั่งยืนในการพัฒนาประเทศสืบไป ซึ่งในการจัดงาน วันแรงงานแห่งชาติในปีนี้ คณะกรรมการจัดงานวันแรงงานแห่งชาติได้จัดทำข้อเรียกร้อง จำนวน 10 ข้อ นำเสนอปัญหาที่มีผลกระทบต่อชีวิตความเป็นอยู่และความต้องการ ของพี่น้องแรงงานเพื่อเสนอต่อรัฐบาล ต่อไป
“กระทรวงแรงงาน ตระหนักถึงพี่น้องแรงงานที่เป็นกำลังหลักในการสร้างความเจริญก้าวหน้าต่อเศรษฐกิจและสังคมของประเทศตลอดมาโดย ดำเนินนโยบาย สร้างเสริมคุณภาพชีวิต ให้แรงงานทุกคน ผ่านการดำเนินงานต่าง ๆ ของกระทรวงแรงงาน อาทิ เร่งรัดการปรับอัตราค่าจ้างขั้นต่ำ 400 บาท เท่ากันทั่วประเทศ ซึ่งในเรื่องนี้เราได้ติดต่อกับผู้ประกอบการกับเจ้าของกิจการ โดยเฉพาะเอสเอ็มอีมีส่วนสำคัญในทุกระดับเพื่อหารือว่าจะให้รัฐบาลช่วยเหลืออย่างไร พัฒนาทักษะฝีมือด้านใดบ้าง ใช้งบประมาณเท่าไหร่ ซึ่งในระยะ 5 – 6 เดือนนี้ เราต้องศึกษาว่าสาขาใด เราต้องช่วยเขาอย่างไรบ้าง หากธุรกิจใดมีปัญหาก็ขอให้แจ้งมาที่กระทรวงแรงงาน เพื่อจะหารือมาตรการการช่วยเหลือต่อไป นอกจากนี้ แต่งตั้งคณะทำงานขับเคลื่อนการให้สัตยาบัน ต่ออนุสัญญาองค์การแรงงานระหว่างประเทศ ฉบับที่ 87 ว่าด้วยเสรีภาพในการสมาคมและการคุ้มครองสิทธิในการรวมตัว ฉบับที่ 98 ว่าด้วยสิทธิในการรวมตัว และการเจรจาต่อรองร่วม ฉบับที่ 144 ว่าด้วยการปรึกษาหารือไตรภาคี และฉบับที่ 155 ว่าด้วย ความปลอดภัยและสุขภาพ อนามัยในทำงาน โดยเฉพาะฉบับที่ 144 นั้น จะเสนอคณะรัฐมนตรี ให้ความเห็นชอบในเดือนพฤษภาคม 2567 และลงนามให้สัตยาบันได้เดือนมิถุนายน 2567 ณ นครเจนนีวา ต่อไป”นายพิพัฒน์ กล่าว
จากนั้น นายอนุทินฯ ยังได้พบปะทักทายกับพี่น้องผู้ใช้แรงงานที่มาร่วมงาน ถึงแม้อากาศที่ร้อนอบอ้าว แต่ก็มีพี่น้องผู้ใช้แรงงานต่างให้การต้อนรับอย่างอบอุ่น โดยวันแรงงานแห่งชาติในปีนี้ หน่วยงานในสังกัดกระทรวงแรงงานได้ร่วมออกบูธจัดกิจกรรมที่น่าสนใจ อาทิ การรับสมัครงานผ่านแพลตฟอร์ม ไทยมีงานทำ สาธิตการประกอบอาชีพอิสระ การฝึกอบรมผ่านระบบ DSD Online Training การทำเครื่องดื่มสมุนไพร บริการตรวจสุขภาพเบื้องต้นฟรี!! จากโรงพยาบาลในเครือข่ายสำนักงานประกันสังคม ให้บริการตรวจสอบสิทธิ์ประกันสังคม กิจกรรมเล่นเกมตอบปัญหาแจกรางวัลมากมาย เป็นต้น
On May 1, 2024, the Deputy Prime Minister and Minister of Interior, Mr. Anutin Charnvirakul, presided over the opening ceremony of National Labour Day on May 1, 2024. The Labour Minister, Mr. Phiphat Ratchakitprakarn, gave a report. The Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, the Labour Minister’s Advisor, Mr. Thanat Thaweekueakulkit, the Secretariat to the Labour Minister, Mr. Aree Krainara, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Ministry of Labour’s spokesperson, Mr. Phumiphat Mueanchan, the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, Chairman of the National Labour Day 2024 Organizing Committee, Mr. Thawee Deying, the Ministry of Labour’s executives, labour leaders, and thousands of workers joined the occasion at the city square, Bangkok City Hall.
In the morning, the Labour Minister, Mr. Phiphat Ratchakitprakarn, presided over the merit-making ceremony of offering breakfast on National Labour Day to 9 monks. Somdet Phra Maha Ratchamongkol Muni (Chao Khun Thongchai) from Wat Traimit Wittayaram Worawihan presided over the ceremony from the monk’s side at the city square. After that, a procession was set up to honour His Majesty the King. The procession included executives and officials of the Ministry of Labour and the procession of workers, who moved from the crossroads at Rajadamnern Nok Road and to the city square, Bangkok City Hall.
Mr. Anutin said that today he was honoured to receive this assignment from the Prime Minister to commence the National Labour Day event on behalf of the Government to celebrate the importance of National Labour Day Together with all the workers, the main force in driving the country’s economy and societal progress. He said that we are living in an era of rapid change, all of which affect the quality of life of workers and employment, whether it is a change from technological advancement, the population structure, entering an aging society, or changes in climate conditions, including the spread of emerging diseases. The government is well aware of the challenges that may arise. Therefore, efforts have been made to implement the policy to promote the quality of life and ensure that all workers have good health, income, and stability. The policy is reflected through various operations of the Ministry of Labour, whether it be expediting the adjustment of the minimum wage to 400 Baht, proposing a draft bill to promote and protect independent workers, organizing upskilling courses for Thai workers in the digital age, free safety service projects for workers’ safety, expediting the issuance of ministerial regulations concerning the protection of domestic workers or promoting the development of the SSO Healthy medical care system for increased safety in the workplace, and studying the feasibility of establishing a hedge fund for employees who have been laid off.
Mr. Anutin continued that the Ministry of Labour has also taken steps to raise the standards of Thai labour rights by appointing a working group for further ratification of several “International Labour Organization Conventions,” including those regarding freedom of association and protection of the right to organize and collective bargaining, tripartite consultation, and the convention on workplace safety, health, and hygiene, especially No. 144, which is a matter of tripartite consultation. There will be a proposal to the Cabinet for approval in May, and the convention ratified in June in Geneva. This is good news for the National Labour Day this year. He also said that for the demands presented today, the Government will listen and give importance to consideration in moving them forward.
“On the occasion of National Labour Day this year, the government and I wish all Thai workers strong physical strength and encourage you to continue being an important force in jointly developing the Thai economy and advancing society. I would like to support you all in helping each other think and propose guidelines for further joint development. We are on the same team in the mission to raise the quality of work and quality of life of Thai workers for the future of the country and the people,” Mr. Anutin said.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that the Government has set May 1 of every year as the National Labour Day. Today is, therefore, a day of great importance to all workers who are an important force in pushing and developing the country’s economic and social growth in every sector, moving forward sustainably. This year, there are 16 employee organization councils, the State Enterprise Workers Federation of Thailand, and the Informal Labour Coordination Center, which approved Mr. Thawee Deying, Chairman of the Employees’ Organization Council, Private Industrial Labour Council, to be the Chairman of the Organizing Committee for National Labour Day 2024, with the Government providing budget support, materials, equipment, and facilitation to the organizing committee in the organization. The National Labour Day event recognizes the importance of the workforce and thanks them. For the past National Labour Day demands, the Ministry of Labour has given importance to responding to requests and suggestions from the workers by taking the demands into a step-by-step process. There was a discussion with all stakeholder groups to develop the work in providing services to the workers, and they coordinated and informed the National Labour Day Organizing Committee of the progress. He said that they realize that every suggestion will lead to improvements in the operations of the Ministry of Labour, which will lead to solving problems to create a good quality of life for the workers and create sustainability in the country’s development going forward. In organizing the National Labour Day event this year, the National Labour Day Organizing Committee has prepared ten demands, presenting problems that affect the lives and needs of the workers, which will be presented to the Government next.
“The Ministry of Labour recognizes the workers who have always been the main force in creating progress in the country’s economy and society. It has implemented policies to enhance the quality of life for all workers through various operations, such as expediting the adjustment of the minimum wage rate to 400 Baht to be uniform throughout the country. In this matter, we have contacted entrepreneurs, business owners, and SMEs in particular, who play an important role, to discuss how the Government can support them, such as what skills need to be developed, and how much budget will be used. In the next five to six months, we need to study which branches need support. If any business has a challenge, please report it to the Ministry of Labour to discuss further assistance measures. In addition, a working group has been appointed to drive ratification of the International Labour Organization Convention No. 87 on Freedom of Association and the Protection of the Right to Organize, No. 98 on the Right to Organize and Collective Bargaining, No. 144 on Trilateral Consultation, and No. 155 on Workplace Safety, Health, and Hygiene. Especially for No. 144, this will be presented to the Cabinet for approval in May 2024 and signed for ratification in June 2024 in Geneva,” said Mr. Phiphat.
From there, Mr. Anutin met and greeted workers who attended the event. Even though the weather was hot and humid, many workers came to give a warm welcome. For the National Labour Day this year, agencies under the Ministry of Labour joined in setting up booths to organize engaging activities, such as job recruitment through the thaimeengantum platform, demonstrations of self-employment opportunities, training through the DSD Online Training system on making herbal drinks, free basic health check-up services from hospitals in the Social Security Office network, provision of social security rights verification services, games, quizzes, with many give away prizes.
